องค์การบริหารส่วนตำบลดอยเต่า จังหวัดเชียงใหม่ มีความประสงค์จะจ้างจัดทำ “โครงการระบบกระจายเสียงไร้สายผ่านเครือข่ายอินเตอร์เน็ตความเร็วสูง (Wireless Network)” ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) ราคากลาง 2,616,150 บาท วงเงินงบประมาณ 3,103,000 บาท
โครงการนี้มีวัตถุประสงค์หลักเพื่อให้ประชาชนในหมู่บ้านได้รับข้อมูลข่าวสารจากหน่วยงานได้อย่างรวดเร็ว ครอบคลุม และทั่วถึง เพิ่มประสิทธิภาพการประชาสัมพันธ์ของ อบต. ส่งเสริมช่องทางการสื่อสารอย่างต่อเนื่อง และเสริมสร้างความเข้าใจระหว่างองค์กรกับประชาชน โดยเล็งเห็นว่าการใช้ระบบกระจายเสียงแบบเดิมมีข้อจำกัดด้านการบำรุงรักษาและระยะทาง
ขอบเขตงานหลักแบ่งออกเป็น 2 ส่วนใหญ่คือ งานระบบแม่ข่าย ซึ่งประกอบด้วยเครื่องส่งสัญญาณชนิด IP Network (IP Encoder) เครื่องควบคุมการออกอากาศพร้อมจอแสดงผล ไมโครโฟน และเสาส่งสัญญาณสูง 15 เมตร ตั้งอยู่ที่ศูนย์ควบคุมกลาง และ งานระบบลูกข่าย ซึ่งประกอบด้วยเครื่องรับสัญญาณเสียงชนิด IP Network พร้อมลำโพงฮอร์น จำนวน 35 ชุด (70 ตัว) ติดตั้งบนเสาสูง 6 เมตร พร้อมตู้จัดเก็บอุปกรณ์กันน้ำในพื้นที่เป้าหมายต่างๆ ทั่วตำบล ผู้รับจ้างต้องรับผิดชอบการจัดหาและติดตั้งอุปกรณ์ทั้งหมด การเดินสายและอุปกรณ์เสริมที่จำเป็น การขอติดตั้งมิเตอร์ไฟฟ้าจำนวน 36 จุดจาก การไฟฟ้าส่วนภูมิภาค และการทดสอบระบบจนใช้งานได้จริง
ผู้ชนะการเสนอราคาจะต้องจัดส่งมอบงานให้แล้วเสร็จภายใน 90 วัน นับจากวันลงนามในสัญญา พร้อมจัดทำคู่มือใช้งาน 5 ชุด และรายงานผลการทดสอบระบบ และต้องให้บริการบำรุงรักษาประจำทุก 3 เดือน เป็นเวลา 2 ปี พร้อมรับประกันอุปกรณ์และซอฟต์แวร์ 2 ปี นับจากวันที่ตรวจรับ
Doi Tao Subdistrict Administrative Organization, Chiang Mai Province, is inviting electronic bids (e-bidding) for the procurement of a “Wireless Network Public Address System via High-Speed Internet” project. The approved budget is 3,103,000 THB with an estimated project cost of 2,616,150 THB.
The primary objectives are to enable villagers to receive official news and information quickly, comprehensively, and extensively; to enhance the public relations efficiency of the local administration; to promote continuous and effective communication channels; and to foster mutual understanding between the organization and the public. This modern IP-based system is intended to overcome the limitations of traditional wired systems regarding maintenance and transmission distance.
The core scope of work is divided into two main systems: 1. The Master (Server) System, including an IP Network transmitter (IP Encoder), a broadcasting control unit with display, microphones, and a 15-meter high transmission tower, to be installed at the central control station. 2. The Client (Receiver) System, consisting of 35 sets of IP Network audio receivers with horn speakers (70 units total), installed on 6-meter high poles with waterproof equipment cabinets, to be deployed at various target locations throughout the subdistrict. The contractor is responsible for supplying and installing all equipment, necessary cabling and accessories, applying for and installing 36 electricity meters from the Provincial Electricity Authority (PEA), and conducting full system testing.
The winning bidder must complete the installation and deliver the project within 90 days from the contract signing date. Deliverables include 5 sets of user manuals and system test reports. Post-installation, the contractor must provide routine maintenance every 3 months for a period of 2 years and a 2-year warranty for all hardware and software from the date of official acceptance.
