เทศบาลเมืองพะเยา โดยการดําเนินการของสํานักงานวัฒนธรรมจังหวัดพะเยา มีโครงการจัดกิจกรรม “งานเวียนเทียนทางน้ํากลางกว๊านพะเยาหนึ่งเดียวในโลก” ประจําปี 2569 เพื่อส่งเสริมการท่องเที่ยว วัฒนธรรม และประเพณีอันเป็นเอกลักษณ์ของจังหวัด งานจะจัดขึ้น 3 ครั้ง ณ บริเวณกว๊านพะเยาและวัดติโลกอาราม ในวันสําคัญทางพระพุทธศาสนา ได้แก่ ครั้งที่ 56 (วันอังคารที่ 3 มีนาคม 2569) ครั้งที่ 57 (วันอาทิตย์ที่ 31 พฤษภาคม 2569) และครั้งที่ 58 (วันพุธที่ 29 กรกฎาคม 2569)
ขอบเขตการจ้างงานครอบคลุมกระบวนการจัดงานแบบครบวงจร เริ่มตั้งแต่การจัดทําแผนดําเนินงานและแนวคิด (Concept Theme) การจัดงานแถลงข่าวและประชาสัมพันธ์ผ่านสื่อต่างๆ รวมถึงการผลิตคลิปวิดีโอ การจัดการด้านสถานที่ เช่น การออกแบบและก่อสร้างเวทียื่นกลางน้ําที่ได้มาตรฐานความปลอดภัย การจัดเต็นท์และพื้นที่บริการ การตกแต่งแสงไฟรอบเกาะและวัดติโลกอารามด้วย Lighting Design การจัดระบบแสง สี เสียง และเอฟเฟกต์ การแสดงพิธีเปิด การแสดงแสงสีเสียง (Light and Sound) การแสดงพลุประกอบดนตรี (Pyromusical) และการแสดงทางวัฒนธรรม
นอกจากนี้ยังรวมถึงการบริการด้านการขนส่งทางน้ํา เช่น การจัดหาเรือพายสําหรับบริการนักท่องเที่ยว จัดขบวนแห่ทางเรือ (เรือประมงพื้นบ้าน) จัดกระทงเทียน จัดเจ้าหน้าที่รักษาความปลอดภัยทั้งทางบกและทางน้ํา การบันทึกภาพนิ่ง/เคลื่อนไหว การถ่ายทอดสดผ่านจอ LED การใช้โปรแกรมตรวจจับใบหน้าเพื่อประเมินผลผู้เข้าร่วมงาน และการจัดทํารายงานสรุปผลการดําเนินงานพร้อมวีดิทัศน์สรุป ผู้รับจ้างต้องดําเนินงานให้แล้วเสร็จและส่งมอบงานทั้งหมดภายใน 173 วัน นับจากวันลงนามในสัญญา
Phayao Municipality, under the responsibility of the Phayao Provincial Office of Culture, is procuring services for the “One and Only in the World Water Candlelit Procession Festival in Phayao Lake” for the year 2023 (2569 B.E.). The event will be held three times at Phayao Lake and Wat Tilok Aram on important Buddhist holidays: the 56th event (Tuesday, March 3, 2029), the 57th event (Sunday, May 31, 2029), and the 58th event (Wednesday, July 29, 2029).
The scope of work is comprehensive, covering full event management. This includes creating an operational plan and conceptual theme (Concept Theme), organizing a press conference and public relations through various media channels and video production, venue management such as designing and constructing a safe, standard-compliant stage extending over the water, arranging tents and service areas, decorating the island and Wat Tilok Aram with Lighting Design, providing sound, light, and special effects systems, organizing the opening ceremony, light and sound shows, pyromusical fireworks displays, and cultural performances.
It also includes water transport services such as providing paddle boats for tourists, organizing a boat procession (traditional fishing boats), arranging floating lanterns (Krathong), providing security personnel for both land and water, photographing and videotaping the event, live broadcasting via LED screens, using facial recognition software to evaluate participants, and preparing a final summary report with a summary video. The contractor must complete all work and deliver the project within 173 days from the contract signing date.
