รายละเอียดการจ้าง
กรมที่ดินดําเนินการจ้างบํารุงรักษาระบบคอมพิวเตอร์เพื่อสํารองข้อมูลภาพลักษณ์เอกสารสิทธิ ประจําปีงบประมาณ พ.ศ. 2569 เป็นระยะเวลา 6 เดือน (1 เมษายน - 30 กันยายน 2569) โดยมีวัตถุประสงค์หลักเพื่อให้ระบบคอมพิวเตอร์และอุปกรณ์หลักที่ศูนย์สารสนเทศที่ดินพร้อมใช้งานอย่างต่อเนื่อง สามารถให้บริการข้อมูลที่ดินดิจิทัลแก่ประชาชนและหน่วยงานภาครัฐ/เอกชนได้อย่างมีประสิทธิภาพ ลดความเสี่ยงความเสียหายต่อระบบ และสํารองข้อมูลภาพลักษณ์เอกสารสิทธิให้พร้อมใช้ตลอดเวลา
ขอบเขตงานครอบคลุมการบํารุงรักษาทั้งเชิงป้องกัน (Preventive Maintenance) และเชิงแก้ไข (Corrective Maintenance) สําหรับระบบคอมพิวเตอร์ อุปกรณ์ และซอฟต์แวร์ทั้งหมดตามเอกสารหมายเลข 1 ซึ่งรวมถึงเครื่องคอมพิวเตอร์แม่ข่าย (IBM Power, Blade Server) อุปกรณ์จัดเก็บข้อมูล SAN และ NAS ขนาดหลายร้อยเทราไบต์ ระบบเครือข่าย (Cisco Switch, Firewall) ซอฟต์แวร์จัดการฐานข้อมูล (Oracle) ซอฟต์แวร์แอปพลิเคชันเซิร์ฟเวอร์ (IBM WebSphere, Cadcorp GIS) รวมถึงแอปพลิเคชันเฉพาะด้าน เช่น โปรแกรมจัดการข้อมูลที่ดิน และระบบให้บริการแผนที่ด้วย GIS
ผู้รับจ้างมีหน้าที่ดูแล บํารุงรักษา แก้ไขปัญหา พัฒนา/ปรับปรุงแอปพลิเคชัน จัดเก็บและเรียกคืนข้อมูลภาพลักษณ์เอกสารสิทธิ พร้อมจัดส่งรายงานประจําเดือนอย่างละเอียด นอกจากนี้ยังต้องจัดหาบุคลากรจํานวน 4 ตําแหน่งขึ้นไปมาปฏิบัติงานประจําและรายสัปดาห์ ณ สํานักเทคโนโลยีสารสนเทศ กรมที่ดิน พร้อมจัดฝึกอบรมเจ้าหน้าที่ และจัดหาอุปกรณ์ตรวจสอบระบบเพิ่มเติม งานนี้มีข้อกําหนดด้านความปลอดภัยข้อมูลส่วนบุคคล (PDPA) และความลับของข้อมูลที่เคร่งครัด
The Department of Lands is procuring maintenance services for the Computer System for Backing Up Document Image Rights Data for a period of 6 months (1 April - 30 September 2029). The primary objectives are to ensure the continuous operation and readiness of the computer systems and equipment at the Land Information Center, reduce the risk of system damage, and maintain the backup of document image data for constant availability.
The scope of work includes preventive and corrective maintenance for all computer systems, equipment, and software as listed in Annex 1. This encompasses server computers (IBM Power, Blade Servers), SAN and NAS storage devices (hundreds of TB), network systems (Cisco switches, firewalls), database management software (Oracle), application server software (IBM WebSphere, Cadcorp GIS), and specific applications such as land data management programs and GIS-based map services.
The contractor is responsible for system monitoring, maintenance, troubleshooting, application development/enhancement, data backup/retrieval, and submission of detailed monthly reports. Additionally, the contractor must provide a minimum of 4 personnel (IT Support, Helpdesk, Programmer, Coordinator) to work on-site at the Department’s IT office on a daily and weekly basis. The contractor is also required to conduct training for department staff and provide additional system monitoring equipment. The project imposes strict requirements regarding data security, confidentiality, and Personal Data Protection Act (PDPA) compliance.
