โครงการนี้มีวัตถุประสงค์เพื่อขยายผลและปรับปรุงประสิทธิภาพแพลตฟอร์มคำนวณราคาคาร์บอนภายในองค์กร (Internal Carbon Pricing: ICP Platform) ของ อบก. ให้มีศักยภาพสูงขึ้น สนับสนุนภาครัฐและเอกชนในการวิเคราะห์ต้นทุนการลดก๊าซเรือนกระจก และมุ่งสู่เป้าหมาย Carbon Neutrality และ Net Zero
ขอบเขตการดำเนินงานหลักแบ่งเป็น 3 ด้านใหญ่ ได้แก่ 1) การพัฒนาระบบเทคโนโลยีสารสนเทศ โดยการปรับปรุงส่วนติดต่อผู้ใช้ให้สามารถบันทึกและเปรียบเทียบกรณีการกำหนดราคาคาร์บอน (ICP) และการคำนวณต้นทุนหน่วยสุดท้าย (MAC) ได้หลายชุด พร้อมอัปเดตระบบปฏิบัติการและความมั่นคงปลอดภัยทางไซเบอร์ 2) การขยายผลสู่ผู้ใช้เป้าหมาย โดยการรับสมัครคัดเลือกองค์กรที่เหมาะสมไม่น้อยกว่า 30 แห่ง จัดอบรมเชิงปฏิบัติการ 3 ครั้ง และให้คำปรึกษาเชิงเทคนิคแบบใกล้ชิด และ 3) การสื่อสารและเผยแพร่ความรู้ ผ่านการพัฒนาชุดวิดีโอความรู้ การจัดแคมเปญประชาสัมพันธ์ และการผลิตสื่อสิ่งพิมพ์
ผลลัพธ์หลักที่คาดหวังคือ แพลตฟอร์ม ICP ที่ได้รับการปรับปรุง 1 ระบบ องค์กรนำร่องที่สามารถกำหนดราคาคาร์บอนภายในได้อย่างน้อย 30 แห่ง และชุดองค์ความรู้ในรูปแบบวิดีโอ 1 ชุด โครงการมีระยะเวลาดำเนินการ 210 วัน และมีวงเงินงบประมาณ 1,500,000 บาท
The Greenhouse Gas Management Organization (Public Organization) or TGO intends to hire a contractor to enhance and scale up its Internal Carbon Pricing (ICP) Calculation Platform. This web-based platform improvement project aims to support both public and private sectors in analyzing greenhouse gas (GHG) reduction costs and moving towards Carbon Neutrality and Net Zero goals.
The key scope of work includes three main areas: 1) IT System Development: enhancing the user interface to allow recording and comparison of multiple ICP scenarios and Marginal Abatement Cost (MAC) calculations, alongside updating the operating system and cybersecurity measures. 2) User Expansion and Capacity Building: recruiting and selecting at least 30 target organizations, conducting 3 hands-on training workshops, and providing close technical consultation. 3) Communication and Knowledge Dissemination: developing a set of educational videos, running at least one promotional campaign, and producing printed materials.
The main expected deliverables are 1 enhanced ICP Platform, at least 30 pioneering organizations capable of internal carbon pricing, and 1 set of video-based knowledge materials. The project duration is 210 days with a budget of 1,500,000 THB.
