สํานักงานกองทุนหมู่บ้านและชุมชนเมืองแห่งชาติ (สทบ.) มีความจําเป็นต้องพัฒนาระบบบันทึกข้อมูลรายงานผลการดําเนินงานประจําปี เพื่อจัดการกับข้อมูลงบการเงินและผลการดําเนินงานของกองทุนหมู่บ้านและชุมชนเมืองทั่วประเทศ จํานวนกว่า 79,600 กองทุน ปัจจุบันระบบเดิมขาดการบูรณาการและกระบวนการตรวจสอบที่เข้มงวด ส่งผลให้ข้อมูลขาดความน่าเชื่อถือ
โครงการนี้มีวัตถุประสงค์หลักเพื่อสร้างระบบที่สามารถจัดเก็บข้อมูลได้ถูกต้อง ครบถ้วน เป็นปัจจุบัน และนําไปใช้สนับสนุนการตัดสินใจ (Decision Support System) ระบบจะช่วยให้ สทบ. สามารถตรวจสอบ ติดตามการส่งงบการเงิน และตรวจสอบความถูกต้องของรายการเดินบัญชีของกองทุนต่างๆ ได้อย่างมีประสิทธิภาพ
ขอบเขตการดําเนินงานครอบคลุมทุกขั้นตอนของการพัฒนาระบบสารสนเทศ เริ่มตั้งแต่การศึกษาความต้องการ การออกแบบระบบสถาปัตยกรรมและฐานข้อมูล การจัดหาและติดตั้งครุภัณฑ์คอมพิวเตอร์แม่ข่าย (Server), SAN Storage, Firewall และอุปกรณ์เครือข่าย การพัฒนาระบบตามแบบที่ออกแบบ การทํา Data Cleansing และนําเข้าข้อมูลย้อนหลังปี 2564-2567 ซึ่งประกอบด้วยข้อมูลนิติบุคคลกองทุน ข้อมูลบัญชีธนาคาร ข้อมูลการจัดสรรเงิน และผลการดําเนินงาน การติดตั้ง ทดสอบระบบอย่างละเอียด (รวมถึงการทดสอบเจาะระบบความปลอดภัย 2 รอบ) การจัดฝึกอบรมผู้ใช้งานและผู้ดูแลระบบจํานวนมากในรูปแบบ onsite training และการบํารุงรักษาระบบ เป้าหมายคือให้ได้ระบบที่ใช้งานได้จริง สอดคล้องกับกฎหมายและระเบียบของ สทบ. และตอบสนองความต้องการของผู้บริหาร เจ้าหน้าที่ คณะกรรมการกองทุน และผู้ตรวจสอบบัญชี
The Village Fund and Urban Community Fund Office (VFO) requires the development of an Annual Performance Report Data Recording System. This project aims to create an information system to manage the annual performance reports, operating results, and financial statements (as of December 31st) for over 79,600 Village and Urban Community Funds nationwide.
The current system lacks integration and a rigorous verification process, leading to unreliable data. The new system is designed to ensure accurate, complete, and up-to-date data storage, which can be used for decision support (DSS), reporting, and tracking the submission of financial statements by the funds.
The scope of work encompasses the entire system development lifecycle. This includes requirements gathering, system and data architecture design, procurement and installation of computer equipment (servers, SAN storage, firewalls, networking), system development, data cleansing and migration of historical data from 2564-2567 BE (covering fund legal entity data, bank account data, government fund allocations, and operational results), comprehensive system installation and testing (including two rounds of security penetration testing), extensive onsite training for end-users and system administrators, and system maintenance. The goal is to deliver a functional system that complies with VFO regulations and meets the needs of executives, staff, fund committee members, and auditors.
