การไฟฟ้าส่วนภูมิภาคสาขาศีขรภูมิ มีความประสงค์จะว่าจ้างผู้รับจ้างภายนอกเพื่อปฏิบัติงานเกี่ยวกับมิเตอร์ไฟฟ้าแรงต่ำชนิด 1 เฟส และ 3 เฟส ในส่วนของ “งานงดจ่ายไฟ” ประจำปีงบประมาณ พ.ศ. 2569 โดยวิธีการประกวดราคาอิเล็กทรอนิกส์ (e-bidding) ขอบเขตงานครอบคลุมพื้นที่ให้บริการ 2 โซน ได้แก่ โซน A (อำเภอศีขรภูมิ) และโซน B (อำเภอสำโรงทาบ) จังหวัดสุรินทร์ โดยมีปริมาณงานประมาณปีละ 32,057 ราย งานหลักที่ต้องปฏิบัติ ได้แก่ 1) การงดจ่ายไฟ โดยการปลดสายเทอร์มินอล หรือตัดกลับมิเตอร์ (ถอดมิเตอร์) 2) การต่อกลับไฟ โดยการต่อสายเทอร์มินอล หรือต่อมิเตอร์ และ 3) การจัดการกรณีผู้ใช้ไฟฟ้าร้องขอผ่อนผันการงดจ่ายไฟ
ผู้รับจ้างมีหน้าที่ปฏิบัติงานตามคำสั่งผ่านระบบงานงดจ่ายไฟ (DMSx 4.0) โดยต้องบันทึกข้อมูลเลขอ่านหน่วยและถ่ายภาพมิเตอร์เป็นหลักฐานทุกขั้นตอน พร้อมจัดส่งให้การไฟฟ้าส่วนภูมิภาคเพื่อประกอบการตรวจรับงานและเบิกจ่ายค่าจ้าง นอกจากนี้ผู้รับจ้างต้องรับผิดชอบในการจัดหาเครื่องมือ อุปกรณ์ความปลอดภัยส่วนบุคคล (PPE) สมาร์ทโฟนที่ได้มาตรฐาน และบุคลากรที่ผ่านการฝึกอบรมตามหลักสูตรที่การไฟฟ้าส่วนภูมิภาคกำหนด โดยมีเงื่อนไขการปฏิบัติงานที่เข้มงวดด้านเวลา ความปลอดภัย และการให้บริการ
The Provincial Electricity Authority (PEA), Srikhoraphum Branch, intends to outsource contractors for low-voltage (single-phase and three-phase) meter-related work, specifically “electricity disconnection services” for the fiscal year 2026 via electronic bidding (e-bidding). The scope of work covers two service zones: Zone A (Srikhoraphum District) and Zone B (Samrong Thap District) in Surin Province, with an estimated annual workload of 32,057 cases. The main tasks include: 1) Electricity disconnection by disconnecting meter terminals or removing meters, 2) Electricity reconnection by reconnecting meter terminals or reinstalling meters, and 3) Handling cases where customers request a deferral of disconnection.
The contractor is responsible for executing work orders via the Disconnection Management System (DMSx 4.0), recording meter readings, and photographing meters as evidence for each step. These records must be submitted to PEA for work verification and payment processing. The contractor is also required to provide all necessary tools, Personal Protective Equipment (PPE), compliant smartphones, and personnel who have completed PEA’s mandatory training. Strict operational conditions regarding timelines, safety, and service standards apply.
