สำนักงานปลัดกระทรวงเกษตรและสหกรณ์ มีความประสงค์จ้างพัฒนาระบบศูนย์กลางข้อมูลกฎหมาย เพื่อแก้ไขปัญหาการเข้าถึงกฎหมายด้านการเกษตรที่กระจัดกระจายและไม่ครบถ้วน โดยทำให้เจ้าหน้าที่ของรัฐสามารถค้นคว้าข้อมูลเพื่อปฏิบัติงานได้ถูกต้อง และประชาชนเข้าถึงสาระสำคัญ คำแปลภาษาอังกฤษ และกฎเกณฑ์ทางกฎหมายได้ง่าย
ขอบเขตงานครอบคลุมการพัฒนาระบบเว็บแอปพลิเคชันบน Linux โดยใช้เทคโนโลยี Laravel/React และฐานข้อมูล PostgreSQL/MySQL ระบบต้องรองรับการทำงานแบบ Responsive และผ่านมาตรฐานความปลอดภัย OWASP Top 10, มาตรฐานเว็บไซต์ภาครัฐ (GWS) และมาตรฐานการเข้าถึงเว็บ (WCAG) ระบบจะประกอบด้วยฟีเจอร์หลัก เช่น ระบบบริหารเนื้อหา (CMS) สำหรับจัดการข้อมูลกฎหมาย ระบบค้นหาข้อมูลอัจฉริยะ (Full-text และ Semantic Search) ระบบพิสูจน์และยืนยันตัวตนผ่าน ThaiD และ SSO MOAC และระบบแปลงเอกสารสแกนเป็นข้อความดิจิทัล (OCR) ที่มีลิขสิทธิ์ถูกต้อง
ผู้รับจ้างต้องดำเนินการนำเข้าข้อมูลกฎหมายเริ่มต้นจำนวนอย่างน้อย 147 ฉบับ (รวมกว่า 2,339 หน้า) และข้อมูลความเห็น/คำวินิจฉัยอีก 50 ฉบับ พร้อมกำหนดสิทธิ์การใช้งานให้หน่วยงานในสังกัด 19 หน่วยงาน รวมถึงจัดฝึกอบรมการใช้งานระบบ และส่งมอบ Source Code พร้อมเอกสารประกอบโครงการทั้งหมด ระยะเวลาดำเนินโครงการทั้งสิ้น 210 วัน
The Office of the Permanent Secretary, Ministry of Agriculture and Cooperatives, intends to procure the development of a Legal Information Center System. This project aims to centralize and provide easy access to agricultural laws and regulations for government officers, farmers, and the general public, addressing current issues of fragmented and incomplete legal information.
The scope of work includes the development of a web-based application on a Linux environment using Laravel/React and PostgreSQL/MySQL database. The system must be responsive, compliant with OWASP Top 10 security standards, Thai Government Website Standards (GWS), and Web Content Accessibility Guidelines (WCAG). Key features include a Content Management System (CMS) for managing legal documents, an intelligent search system (Full-text and Semantic Search), user authentication integration with ThaiD and SSO MOAC, and a licensed Optical Character Recognition (OCR) system for digitizing scanned documents.
The contractor is required to perform initial data entry of at least 147 legal documents (totaling over 2,339 pages) and an additional 50 opinion/ruling documents. They must also configure user access rights for 19 affiliated agencies, conduct system training, and deliver all source code and project documentation. The total project duration is 210 days.
