รายละเอียดการจ้าง
โครงการนี้มีวัตถุประสงค์หลักเพื่อพัฒนาระบบธรรมาภิบาลข้อมูล (Data Governance) ให้แก่กรมวิทยาศาสตร์บริการ เพื่อให้สอดคล้องกับกรอบธรรมาภิบาลข้อมูลภาครัฐและพระราชบัญญัติการบริหารงานและการให้บริการภาครัฐผ่านระบบดิจิทัล พ.ศ. 2562 โดยมีเป้าหมายเพื่อแก้ไขปัญหาด้านข้อมูลของกรม เช่น ความซ้ำซ้อน ความมั่นคงปลอดภัย คุณภาพ และการเข้าถึงข้อมูล
ขอบเขตของงานครอบคลุม 3 ด้านหลัก:
- การจัดทำนโยบายและกรอบการบริหารจัดการข้อมูล: ประกอบด้วยการจัดทำนโยบาย หลักเกณฑ์ คู่มือ และแนวปฏิบัติที่เป็นมาตรฐานสำหรับการกำกับดูแลและบริหารจัดการข้อมูลขององค์กร
- การพัฒนาระบบสารสนเทศสนับสนุน: ได้แก่ การออกแบบและพัฒนาระบบคลังทรัพย์สินข้อมูล (Data Asset Inventory System) เพื่อจัดเก็บและบริหารเมทาดาตาของข้อมูล และระบบจัดประเภทข้อมูล (Data Classification System) เพื่อกำหนดระดับความลับและการเข้าถึงข้อมูล
- การเสริมสร้างศักยภาพบุคลากร: ประกอบด้วยการประเมินคุณภาพข้อมูล จัดทำแผนปรับปรุงข้อมูลอย่างเป็นระบบ และจัดฝึกอบรมเพื่อสร้างความรู้ความเข้าใจและทักษะที่จำเป็นด้านธรรมาภิบาลข้อมูลให้แก่บุคลากรของกรม
ผู้รับจ้างจะต้องส่งมอบระบบที่พัฒนาพร้อมใช้งานเต็มรูปแบบ รวมถึงเอกสารประกอบทั้งหมดและสิทธิ์ในการใช้งานระบบให้แก่กรมวิทยาศาสตร์บริการ
This project aims to develop a Data Governance system for the Department of Science Service (DSS) to align with the government’s Data Governance Framework and the Digital Government Act B.E. 2562 (2019). The primary goal is to address the department’s data-related challenges, including redundancy, security, quality, and accessibility.
The scope of work encompasses three main areas:
- Development of Data Governance Policy and Framework: This involves establishing standardized policies, guidelines, manuals, and procedures for governing and managing the organization’s data assets.
- Development of Supporting Information Systems: This includes the design and development of a Data Asset Inventory System for storing and managing data metadata, and a Data Classification System for defining data sensitivity and access levels.
- Capacity Building for Personnel: This consists of assessing data quality, creating a systematic data improvement plan, and conducting training sessions to equip DSS staff with the necessary knowledge and skills in Data Governance.
The contractor is required to deliver fully functional systems, all accompanying documentation, and usage rights to the Department of Science Service.
