รายละเอียดการจ้าง
โครงการ “การจ้างพัฒนาระบบกำกับการลงทุน (Compliance Limit) และปรับปรุงโครงสร้างสถาปัตยกรรมซอฟต์แวร์ให้ทันสมัย” จัดทำโดย กองทุนบำเหน็จบำนาญข้าราชการ (กบข.) มีวัตถุประสงค์หลักเพื่อยกระดับระบบสารสนเทศให้มีขีดความสามารถในการควบคุมเกณฑ์การลงทุนตามกฎระเบียบฉบับใหม่ได้อย่างถูกต้อง แม่นยำ และรองรับเงื่อนไขที่ซับซ้อน อีกทั้งเพื่อเสริมสร้างความมั่นคงปลอดภัยทางไซเบอร์ผ่านการปรับปรุงไลบรารีและแก้ไขช่องโหว่ด้านความปลอดภัย
ขอบเขตงานหลักแบ่งออกเป็น 4 ระยะตามลำดับเวลา โดยมีกำหนดดำเนินการให้แล้วเสร็จทั้งหมดภายใน 360 วัน นับจากวันลงนามสัญญา:
- ระยะที่ 1 (75 วัน): ปรับปรุงระบบ IIC (Investment Information Center) เพื่อพัฒนาฟังก์ชันการประมวลผลต้นวัน (BOD) และรองรับ Compliance Limit สำหรับการลงทุนใน Asian Credit Bond
- ระยะที่ 2 (165 วัน): ปรับปรุงระบบเพื่อรองรับ Compliance Limit สำหรับผลิตภัณฑ์ ‘แผนเกษียณสบายใจ’, Investment Limit, และ Counterparty Limit ตามคู่มือการลงทุนด้านเครดิต
- ระยะที่ 3 (210 วัน): ปรับปรุงความมั่นคงปลอดภัยของระบบเดิม 10 โปรแกรม โดยอัพเกรด Source Code และไลบรารีให้รองรับ .NET 10, ตรวจสอบและแก้ไขช่องโหว่ด้วยเครื่องมือ Checkmarx (SAST & SCA) และปรับปรุงโครงสร้างโครงการ
- ระยะที่ 4 (360 วัน): งานปฏิบัติงานตามมอบหมาย (Time & Material) รวม 200 วันทำการ (Man-days) เพื่อพัฒนา ปรับปรุง และบำรุงรักษาระบบงานสารสนเทศอื่นๆ ของ กบข.
ผู้รับจ้างต้องจัดบุคลากรนักพัฒนาระบบ 2 คน ปฏิบัติงานประจำที่สำนักงาน กบข. ตลอดระยะเวลาสัญญา โดยมีคุณสมบัติขั้นต่ำระดับปริญญาตรีสาขาที่เกี่ยวข้อง และมีประสบการณ์ใช้งาน .NET ตามที่กำหนด วงเงินจัดจ้างสำหรับโครงการนี้คือ 1,900,000 บาท (รวมภาษีมูลค่าเพิ่มและค่าใช้จ่ายทั้งหมดแล้ว)
The project “Hiring for the Development of Investment Control System (Compliance Limit) and Modernization of Software Architecture” is initiated by the Government Pension Fund (GPF). Its main objectives are to enhance the information system’s capability to control investment limits in accordance with new regulations accurately and to handle complex conditions, as well as to strengthen cybersecurity by updating libraries and addressing security vulnerabilities.
The main scope of work is divided into 4 phases with sequential deadlines, to be completed within 360 days from the contract signing date:
- Phase 1 (75 days): Improve the IIC (Investment Information Center) system to develop Beginning-of-the-Day (BOD) processing functions and support Compliance Limit for investments in Asian Credit Bonds.
- Phase 2 (165 days): Enhance the system to support Compliance Limit for the ‘แผนเกษียณสบายใจ’ product, Investment Limit, and Counterparty Limit according to the credit investment manual.
- Phase 3 (210 days): Upgrade the security of 10 existing legacy systems by updating Source Code and libraries to support .NET 10, conducting vulnerability scans and remediation using Checkmarx tools (SAST & SCA), and improving the project structure.
- Phase 4 (360 days): Time & Material work assignment totaling 200 Man-days for the development, enhancement, and maintenance of other GPF information systems.
The contractor must assign 2 system developer personnel to work on-site at the GPF office throughout the contract period. They must hold a minimum bachelor’s degree in a related field and possess specified .NET experience. The project’s approved budget is 1,900,000 Baht (including VAT and all expenses).
