โครงการพัฒนาระบบสารสนเทศที่อยู่อาศัยและบริการเผยแพร่ ปีงบประมาณ 2564 เป็นโครงการภายใต้การเคหะแห่งชาติ ซึ่งดําเนินการเพื่อสนับสนุนภารกิจของศูนย์ข้อมูลที่อยู่อาศัยแห่งชาติ วัตถุประสงค์หลักคือการปรับปรุงและพัฒนาฐานข้อมูลที่อยู่อาศัยเดิมให้ทันสมัย สอดคล้องกับสถานการณ์ปัจจุบัน และนโยบายของรัฐบาล เพื่อใช้เป็นเครื่องมือในการวางแผนพัฒนาที่อยู่อาศัยและให้ความช่วยเหลือทางสังคม
ขอบเขตงานครอบคลุมการดําเนินการในพื้นที่ 20 จังหวัดทั่วทุกภาคของประเทศ โดยมุ่งเน้นการสํารวจ จัดเก็บ และปรับปรุงข้อมูลใน 3 ฐานข้อมูลหลัก ได้แก่ 1) ฐานข้อมูลชุมชนผู้มีรายได้น้อย (สํารวจครัวเรือนตัวอย่างตามขนาดชุมชน) 2) ฐานข้อมูลโครงการที่อยู่อาศัยภาครัฐ-การเคหะแห่งชาติ (สํารวจผู้อยู่อาศัย) และ 3) ฐานข้อมูลโครงการที่อยู่อาศัยภาคเอกชนประเภทเช่าราคาประหยัด นอกจากนี้ โครงการยังรวมถึงการจัดทําบทวิเคราะห์ข้อมูลเชิงปริมาณและเชิงคุณภาพเกี่ยวกับสถานการณ์ที่อยู่อาศัย และที่สําคัญคือการพัฒนาระบบโปรแกรมประยุกต์ (Web Application) ที่มีฟังก์ชันการนําเสนอข้อมูล การวิเคราะห์ การออกรายงาน และการจัดการสิทธิ์ เพื่อเผยแพร่ข้อมูลสู่สาธารณะผ่านเว็บไซต์
งานทั้งหมดต้องดําเนินการภายใต้มาตรฐานระบบภูมิสารสนเทศ (GIS) โดยใช้ระบบพิกัด UTM บนพื้นหลักฐาน WGS84 และมีระยะเวลาดําเนินงานทั้งโครงการ 300 วัน นับจากวันที่ลงนามในสัญญา
The Housing Information System Development and Public Service Project for Fiscal Year 2024 is initiated by the National Housing Authority (NHA) to support the National Housing Data Center. The primary objectives are to update and enhance existing housing databases to reflect current situations and align with government policies, serving as a tool for housing development planning and social assistance.
The scope of work covers 20 provinces across all regions of Thailand. It focuses on surveying, collecting, and updating three main databases: 1) Low-Income Community Database (surveying sampled households based on community size), 2) Government-NHA Housing Project Database (surveying residents), and 3) Private Sector Rental Housing Project Database (focusing on affordable rentals not exceeding 3,000 THB/month). Additionally, the project includes conducting quantitative and qualitative analysis of the current housing situation. A key component is the development of a web application with functions for data presentation, analysis, reporting, and user rights management to disseminate information to the public via a website accessible on both computers and smart devices.
All work must adhere to Geographic Information System (GIS) standards using the UTM coordinate system on the WGS84 datum. The total project duration is 300 days from the contract signing date.
