สำนักงานคณะกรรมการคุ้มครองข้อมูลส่วนบุคคล (PDPC) จัดทำโครงการพัฒนาระบบเครือข่ายเจ้าหน้าที่คุ้มครองข้อมูลส่วนบุคคล (DPO) ภายใต้โครงการ PDPC Eagle Eye โดยมีเป้าหมายเชิงรุกเพื่อสร้างกระบวนการคุ้มครองข้อมูลส่วนบุคคลที่ครบวงจร ตั้งแต่การเฝ้าระวัง ติดตามสถานการณ์ ตรวจสอบ กำกับดูแล และประเมินผล ผ่านการบูรณาการความร่วมมือจากทุกภาคส่วน ทั้งภาครัฐและเอกชน
ขอบเขตงานหลักครอบคลุม 3 ส่วนสำคัญ ได้แก่ (1) การจัดหาครุภัณฑ์คอมพิวเตอร์เพื่อสนับสนุนการปฏิบัติงาน ได้แก่ เครื่องคอมพิวเตอร์โน้ตบุ๊กประสิทธิภาพสูง 15 ชุด และคอมพิวเตอร์ตั้งโต๊ะพร้อมจอภาพ 10 ชุด สำหรับใช้งานในศูนย์เฝ้าระวังและติดตามสถานการณ์ (2) การจัดหาซอฟต์แวร์ความปลอดภัย Endpoint Detection and Response (EDR) ที่มีคุณสมบัติครบถ้วน ไม่น้อยกว่า 30 ลิขสิทธิ์ เพื่อป้องกัน ตรวจจับ และตอบสนองภัยคุกคามทางไซเบอร์ และ (3) การพัฒนา ปรับปรุง และเพิ่มประสิทธิภาพระบบบริหารจัดการฐานข้อมูลเจ้าหน้าที่คุ้มครองข้อมูลส่วนบุคคล (DPO Portal) จำนวน 1 ระบบ ซึ่งเป็นเว็บแอปพลิเคชันรองรับการใช้งานบนหลายอุปกรณ์ มีฟังก์ชันสำคัญ เช่น ระบบประเมินตนเองของ DO (DPO Self-Assessment) ระบบการประเมินประสิทธิภาพการปฏิบัติงาน และระบบจัดการนโยบายและประกาศต่างๆ
โครงการนี้มีวงเงินงบประมาณ 6,199,000 บาท และกำหนดระยะเวลาดำเนินการทั้งหมด 270 วัน นับจากวันลงนามในสัญญา โดยแบ่งการส่งมอบงานและชำระเงินเป็น 3 งวด
The Office of the Personal Data Protection Commission (PDPC) is implementing a project to develop and enhance the network of Data Protection Officers (DPOs) under the proactive “PDPC Eagle Eye” initiative. The project aims to establish a comprehensive, proactive personal data protection process, including surveillance, monitoring, inspection, supervision, and evaluation, through integrated collaboration between public and private sectors.
The core scope of work consists of three main components: (1) Procurement of high-performance IT equipment to support operations, including 15 sets of high-specification notebook computers and 10 sets of desktop computers with monitors for use in a surveillance and monitoring center. (2) Procurement of comprehensive Endpoint Detection and Response (EDR) security software with full functionalities, not less than 30 licenses, to prevent, detect, and respond to cyber threats. (3) Development, enhancement, and optimization of a Data Protection Officer management database system (DPO Portal), a single web-based application that supports multi-device access. Key features include a DPO Self-Assessment system, a performance evaluation system, and a policy and announcement management system.
The project has a total budget of 6,199,000 THB and an implementation period of 270 days from the contract signing date, with delivery and payment divided into three installments.
