โครงการนี้มีวัตถุประสงค์หลักในการพัฒนาและปรับปรุงระบบเว็บไซต์ของสำนักงานหลักประกันสุขภาพแห่งชาติ (สปสช.) ทั้ง 13 เขตบริการ ให้เป็นไปตามมาตรฐานเว็บไซต์ภาครัฐ เวอร์ชัน 3.0 (Government Website Standard Version 3.0) เพื่อสร้างความสอดคล้องและมาตรฐานเดียวกันกับเว็บไซต์หลักของหน่วยงาน โดยเน้นการออกแบบและพัฒนาให้สามารถรองรับการแสดงผลข้อมูลบนทั้งเครื่องคอมพิวเตอร์และอุปกรณ์เคลื่อนที่ (Mobile Devices) อย่างมีประสิทธิภาพ มีการสื่อสารภาพลักษณ์ที่เหมาะสม เข้าใจง่าย และเอื้อต่อการให้บริการข้อมูลแก่ประชาชนอย่างทั่วถึง
ขอบเขตงานครอบคลุมกระบวนการพัฒนาระบบสารสนเทศแบบครบวงจร เริ่มตั้งแต่การสำรวจและวิเคราะห์ความต้องการของผู้ใช้งานจาก สปสช. ส่วนกลางและเขต 1-13 การออกแบบระบบและสถาปัตยกรรม การพัฒนาโปรแกรมและอินเทอร์เฟซผู้ใช้ การทดสอบระบบ และการจัดฝึกอบรมเจ้าหน้าที่ผู้ดูแลระบบ งานพัฒนาจะต้องคำนึงถึงมาตรฐานความมั่นคงปลอดภัยสารสนเทศ และต้องพัฒนาระบบบริหารจัดการเนื้อหา (Backend) ที่มีประสิทธิภาพ ช่วยให้เจ้าหน้าที่สามารถบริหารจัดการข้อมูลบนเว็บไซต์ได้อย่างสะดวกและปลอดภัย ผลงานที่ได้คือระบบเว็บไซต์ที่ทันสมัย ใช้งานง่าย และเป็นช่องทางหลักในการเผยแพร่ข้อมูลข่าวสารของ สปสช. สู่ประชาชน
This project aims to develop and improve the websites for all 13 regional offices of the National Health Security Office (NHSO) to comply with the Government Website Standard Version 3.0. The goal is to align these regional sites with the main NHSO website, ensuring a standardized and modern online presence. The new websites must be responsive, effectively displaying on both computers and mobile devices, with a user-friendly design that communicates the organization’s identity clearly and provides accessible information to the public.
The scope of work encompasses the full software development lifecycle. This includes surveying and analyzing user requirements from both the central NHSO and its 13 regional offices, system and architectural design, programming and user interface development, system testing, and staff training. The development must adhere to information security standards and deliver an efficient content management system (backend) that allows officers to manage website content conveniently and securely. The final deliverables are modern, easy-to-use website systems serving as primary channels for disseminating NHSO information to the public.
