องค์การสงเคราะห์ทหารผ่านศึกฯ มีความจำเป็นต้องพัฒนาระบบเพื่อเชื่อมโยงและใช้ข้อมูลจากกรมการปกครองให้รองรับมาตรฐานใหม่ของระบบบูรณาการฐานข้อมูลประชาชนและการบริการภาครัฐ (Linkage Center ๒) แทนที่ระบบเดิม โดยโครงการนี้มีวัตถุประสงค์เพื่อเพิ่มประสิทธิภาพในการให้บริการประชาชนด้วยเทคโนโลยีมาตรฐานสากล ลดขั้นตอนการทำงาน และเพิ่มความปลอดภัย ความทันสมัยให้กับเจ้าหน้าที่และผู้รับบริการ ตลอดจนสนับสนุนการเป็นรัฐบาลดิจิทัล
ขอบเขตงานหลักมุ่งเน้นไปที่การพัฒนาและติดตั้งระบบสารสนเทศ 3 ส่วนที่สำคัญ ได้แก่ 1) ระบบตรวจสอบสถานะบัตรประจําตัวประชาชน (Check Card Status Service) เพื่ออ่านและตรวจสอบข้อมูลจากบัตร Smart Card ทุกรุ่น 2) ระบบตรวจสอบข้อมูลผ่านระบบไทยดี (ThaiD Service) สำหรับการพิสูจน์และยืนยันตัวตนดิจิทัลของเจ้าหน้าที่และประชาชน และ 3) ระบบตรวจสอบรายการบุคคลผ่าน Linkage Center ๒ ซึ่งจะเชื่อมโยงเพื่อเรียกใช้บริการข้อมูลประชาชนจากกรมการปกครองได้ไม่น้อยกว่า 20 บริการ อาทิ ข้อมูลทะเบียนราษฎร ใบเกิด ใบตาย ทะเบียนบ้าน และข้อมูลการสมรส-หย่า
ระบบที่พัฒนาขึ้นจะต้องเป็น Web-Based Application ที่รองรับการทำงานผ่านบราวเซอร์มาตรฐาน มีการจัดเก็บข้อมูลอย่างเป็นระบบ และที่สำคัญต้องรองรับมาตรฐานความปลอดภัยตาม พ.ร.บ. คุ้มครองข้อมูลส่วนบุคคล พ.ศ. 2562 และ พ.ร.บ. การรักษาความมั่นคงปลอดภัยไซเบอร์ พ.ศ. 2562 โครงการนี้จึงเป็นก้าวสำคัญในการเปลี่ยนผ่านสู่การให้บริการดิจิทัลที่สะดวก รวดเร็ว ถูกต้อง และปลอดภัยสำหรับทหารผ่านศึกและผู้มีสิทธิ์รับบริการ
The Veterans Organization of Thailand (VOT) is commissioning the development of a system to link and utilize data from the Department of Provincial Administration, aligning with the new standards of the National Civil Registration and Government Services Integration System (Linkage Center 2), replacing the old system. This project aims to enhance public service efficiency using international standard technology, streamline processes, and improve security and modernity for both staff and service recipients, supporting the transition to a digital government.
The core scope of work focuses on the development and installation of three key information systems: 1) a Check Card Status Service system to read and verify data from all generations of Smart Card ID cards; 2) a ThaiD Service system for digital identity verification and authentication of staff and citizens; and 3) a system for checking individual records via Linkage Center 2, which will connect to and retrieve at least 20 types of citizen data services from the Department of Provincial Administration, such as civil registration data, birth/death certificates, house registration, and marriage/divorce records.
The developed systems must be Web-Based Applications compatible with standard browsers, feature systematic data storage, and crucially, comply with security standards under the Personal Data Protection Act B.E. 2562 (2019) and the Cybersecurity Act B.E. 2562 (2019). This project is therefore a vital step in transitioning to a digital service delivery model that is convenient, fast, accurate, and secure for veterans and eligible beneficiaries.
