กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ มีความประสงค์จ้างพัฒนาระบบสารสนเทศเพื่อยกระดับประสิทธิภาพการคุ้มครองช่วยเหลือผู้เสียหายจากการค้ามนุษย์ผ่าน Mobile Application “PROTECT-U” โดยมีวัตถุประสงค์เพื่อเพิ่มประสิทธิภาพการทำงานของเจ้าหน้าที่ และเปิดช่องทางให้ประชาชนสามารถเข้าถึงบริการและตรวจสอบสถานะได้ด้วยตนเอง โครงการนี้จะพัฒนาขีดความสามารถของแอปพลิเคชันที่มีอยู่เดิมให้ก้าวหน้ายิ่งขึ้น
ขอบเขตงานหลักครอบคลุมการวิเคราะห์และออกแบบระบบ การพัฒนาระบบโมบายแอปพลิเคชันใหม่ในหลายฟีเจอร์สำคัญ ได้แก่ ระบบประเมินความเสี่ยงด้วยตนเอง (Self-Assessment Risk) ระบบขอรับการช่วยเหลือจากกองทุนป้องกันและปราบปรามการค้ามนุษย์ด้วยตนเอง (Self-Access DATIP-Fund) ระบบแจ้งเหตุแบบเรียลไทม์พร้อมติดตามสถานะ และระบบสนทนาข้อความระหว่างผู้ใช้และเจ้าหน้าที่ นอกจากนี้ ยังรวมถึงการปรับปรุงและเชื่อมโยงข้อมูลแบบไร้รอยต่อกับระบบฐานข้อมูลหลักของประเทศสองระบบ ได้แก่ ระบบ E-AHT (ด้านการดำเนินคดีและช่วยเหลือผู้เสียหาย) และระบบ DATIPFUND (ระบบสารสนเทศกองทุน) โดยต้องไม่กระทบการให้บริการปัจจุบัน การพัฒนาระบบต้องคำนึงถึงความปลอดภัยสูงสุดและความเป็นส่วนตัวตามกฎหมาย PDPA รวมถึงการแยกสิทธิ์การเข้าถึงสำหรับเจ้าหน้าที่ ประชาชนทั่วไป และผู้รับบริการ
ผลงานที่ต้องส่งมอบ ได้แก่ แอปพลิเคชันที่พร้อมใช้งานบน Google Play Store และ Apple Store คู่มือการใช้งาน เอกสารรายงานโครงการฉบับสมบูรณ์ และการจัดฝึกอบรมให้กับเจ้าหน้าที่ผู้ใช้งาน
The Ministry of Social Development and Human Security intends to contract for the enhancement and development of an information system to improve the efficiency of protection and assistance for victims of human trafficking through the Mobile Application “PROTECT-U”. The objectives are to enhance the operational efficiency of officials and provide channels for the public to access services and self-monitor their status. This project will advance the capabilities of the existing application.
The main scope of work includes system analysis and design, and the development of a new mobile application with several key features: a self-assessment risk system, a self-service system for applying for assistance from the Anti-Trafficking in Persons Fund (Self-Access DATIP-Fund), a real-time incident reporting system with status tracking, and a messaging system between users and officials. Additionally, the work involves seamless integration and data linkage with two key national databases: the E-AHT system (for case management and victim assistance) and the DATIPFUND system (the fund’s information system), without disrupting current services. System development must prioritize maximum security and privacy in compliance with the PDPA law, including separate access rights for officials, the general public, and service recipients.
Deliverables include the fully functional application deployed on Google Play Store and Apple App Store, user manuals, a comprehensive project report, and training sessions for operational staff.
