สำนักงานพัฒนารัฐบาลดิจิทัล (องค์การมหาชน) หรือ สพร. มีแผนให้บริการวงจรสื่อสาร DG-Link สำหรับหน่วยงานภาครัฐในปีงบประมาณ 2569 โดยใช้เทคโนโลยี SD-WAN (Software Defined WAN) เพื่อเพิ่มประสิทธิภาพและความมั่นคงปลอดภัยในการเชื่อมโยงเครือข่าย โครงการนี้มีวัตถุประสงค์เพื่อจัดหาผู้ให้บริการสื่อสารพร้อมอุปกรณ์เชื่อมต่อเพื่อขยายจำนวนวงจรสื่อสารใหม่สำหรับรองรับการเชื่อมโยงเครือข่ายของหน่วยงานภาครัฐที่สำคัญเพิ่มเติม
ขอบเขตงานครอบคลุมการติดตั้งระบบและอุปกรณ์หลัก 2 ส่วนคือ 1) การติดตั้งระบบ SD-WAN Orchestrator (บน Cloud หรือ On-premise) และ SD-WAN Gateway ที่ศูนย์ข้อมูลหลักและสำรองของ สพร. 2) การติดตั้งอุปกรณ์ SD-WAN Edge และอุปกรณ์ที่เกี่ยวข้อง พร้อมกับวงจรสื่อสาร (เช่น FTTX, MPLS, Leased Line) สำหรับหน่วยงานเป้าหมายไม่น้อยกว่า 197 หน่วยงานทั่วประเทศ (ตามรายชื่อแนบท้าย) โดยแบ่งการติดตั้งเป็น 2 รูปแบบคือ Non-HA และ HA พร้อมรับประกันระดับการให้บริการ (SLA) ตามที่กำหนดในภาคผนวก
ผู้รับจ้างมีหน้าที่ให้บริการหลังการติดตั้งอย่างครบวงจร รวมถึงการจัดเตรียมอุปกรณ์สำรอง การมีศูนย์รับแจ้งตลอด 24 ชั่วโมง การบริหารจัดการเครือข่าย การให้บริการโอนย้าย (Migration) การบริหารความต่อเนื่องทางธุรกิจ (BCP) และการจัดฝึกอบรมให้เจ้าหน้าที่ของ สพร. โครงการมีวงเงินงบประมาณทั้งสิ้น 28,601,515 บาท (รวม VAT แล้ว) และระยะเวลาดำเนินการแบ่งเป็น 2 ระยะ โดยระยะที่ 2 สิ้นสุดในวันที่ 30 กันยายน 2569
The Digital Government Development Agency (DGA) is procuring communication services with connection equipment for the Digital Government Secure Link (DG-Link) network infrastructure (new circuits for fiscal year 2026). The project aims to expand government agency connectivity using SD-WAN (Software Defined WAN) technology to enhance efficiency and security. The primary objectives are to procure a service provider and expand new communication circuits to support additional crucial government agencies.
The scope of work includes two main parts: 1) Installation of the SD-WAN Orchestrator (on Cloud or On-premise) and SD-WAN Gateway systems at DGA’s primary and backup data centers. 2) Installation of SD-WAN Edge devices and related equipment, along with communication circuits (e.g., FTTX, MPLS, Leased Line) for a target of at least 197 agencies nationwide (as per the attached list). Installations are categorized into Non-HA and HA configurations with guaranteed Service Level Agreements (SLAs) as specified in the appendix.
The contractor is responsible for comprehensive post-installation services, including providing spare equipment, operating a 24/7 helpdesk, network management, migration services, Business Continuity Plan (BCP) management, and training for DGA personnel. The project has a total budget of 28,601,515 THB (including VAT). The implementation period is divided into two phases, with Phase 2 ending on September 30, 2026.
