สถาบันรับรองคุณภาพสถานพยาบาล (องค์การมหาชน) หรือ สรพ. มีความประสงค์จะจัดจ้างพัฒนา “ระบบบริการเชื่อมโยงข้อมูลบุคลากรคุณภาพ HA Portal” โดยมีวัตถุประสงค์หลักเพื่อยกระดับการให้บริการไปสู่แพลตฟอร์มอิเล็กทรอนิกส์แบบเบ็ดเสร็จ (End-to-End Digital Services) สนับสนุนนโยบายรัฐบาลดิจิทัล โครงการนี้มุ่งใช้ประโยชน์จากฐานข้อมูลบุคลากรคุณภาพ (HA register) ที่มีอยู่มากกว่า 20,000 รายชื่อ ให้สามารถบริหารจัดการและให้บริการได้อย่างมีประสิทธิภาพ ทันสมัย ปลอดภัย และใช้งานง่าย
ขอบเขตงานครอบคลุมการพัฒนาแพลตฟอร์มเว็บแอปพลิเคชันที่สมบูรณ์ ประกอบด้วยโมดูลระบบย่อยต่างๆ ที่เชื่อมโยงกันผ่าน API โดยมีโครงสร้างระบบและมาตรฐานความปลอดภัยระดับสูง (ตาม OWASP Top 10, NIST, ISO/IEC 27001) ระบบหลักๆ ได้แก่ 1) ระบบจัดการผู้ใช้และสิทธิ์ (RBAC) พร้อมแฟ้มประวัติส่วนตัว (Participant Portfolio), 2) ระบบแชตบอตอัจฉริยะ (AI Chatbot) สำหรับตอบคำถามอัตโนมัติ, 3) ระบบบริหารจัดการหลักสูตรและงานประชุม, 4) ระบบจองสิทธิ์เข้าร่วมกิจกรรมและการลงทะเบียน (E-Booking), 5) ระบบออกใบแจ้งหนี้และกระทบยอดการชำระเงิน, 6) ระบบบริหารจัดการฟอรั่มวิชาการและการส่งผลงาน, 7) ระบบคลังความรู้ (Knowledge Management), 8) ระบบร้านค้าออนไลน์ (E-Commerce), 9) ระบบรายงานผลเชิงบริหารและแดชบอร์ด, 10) ระบบแบบประเมินความพึงพอใจ, และ 11) ระบบออกใบประกาศนียบัตรอิเล็กทรอนิกส์ (E-Certificate)
สิ่งสำคัญคือระบบที่พัฒนาต้องสามารถเชื่อมต่อและบูรณาการกับระบบศูนย์กลางบริการประชาชน (Citizen Portal) ของสำนักงานพัฒนารัฐบาลดิจิทัล (องค์การมหาชน) หรือ DGA ผ่านช่องทางหลักอย่าง ThaID (OIDC) เพื่อให้ผู้ใช้สามารถยืนยันตัวตนและเข้าถึงบริการด้วยบัญชีเดียวได้ รวมถึงต้องเชื่อมต่อกับระบบอื่นๆ ของสถาบัน เช่น ERP, Data Warehouse, และ Payment Gateway
ผู้รับจ้างต้องส่งมอบซอร์สโค้ด เอกสารประกอบระบบครบชุด และรับประกันระบบงานเป็นเวลา 365 วันหลังจากตรวจรับงวดสุดท้าย
The Healthcare Accreditation Institute (Public Organization) or HA is seeking bids to develop a “HA Portal: Quality Personnel Data Linkage Service System.” The primary objective is to elevate services to an end-to-end digital platform, supporting the digital government policy. This project aims to leverage the existing database of over 20,000 quality personnel (HA register) for efficient, modern, secure, and user-friendly management and service delivery.
The scope of work involves developing a comprehensive web application platform comprising interconnected subsystems via APIs, with a high-standard security framework (following OWASP Top 10, NIST, ISO/IEC 27001). Key modules include: 1) User and Role-Based Access Control (RBAC) system with personal participant portfolios, 2) Intelligent AI Chatbot for automated inquiries, 3) Course and conference management system, 4) Activity booking and registration (E-Booking) system, 5) Invoice generation and payment reconciliation system, 6) Academic forum and submission management system, 7) Knowledge Management System, 8) Online shop (E-Commerce), 9) Management reporting and dashboard system, 10) Satisfaction survey management system, and 11) Electronic Certificate (E-Certificate) system.
Crucially, the developed system must connect and integrate with the government’s central Citizen Portal operated by the Digital Government Development Agency (DGA) through primary channels like ThaID (OIDC), enabling single sign-on and service integration. It must also interface with the institute’s other systems, such as ERP, Data Warehouse, and Payment Gateway.
The contractor must deliver complete source code, system documentation, and provide a 365-day warranty after the final delivery acceptance.
