รายละเอียดการจ้าง
สถาบันข้อมูลขนาดใหญ่ (องค์การมหาชน) หรือ สขญ. มีนโยบายส่งเสริมผู้ประกอบการวิสาหกิจขนาดกลางและขนาดย่อม (SME) ภายใต้โครงการ “The UP 2026: Unlock Potential with Data & AI – Scaling up Business Program” ซึ่งจัดขึ้นเป็นปีที่ 3 โดยมีเป้าหมายหลักเพื่อพัฒนาทักษะและส่งเสริมให้ผู้ประกอบการ SME สามารถประยุกต์ใช้เทคโนโลยีด้านข้อมูลขนาดใหญ่ (Big Data) การวิเคราะห์ข้อมูล (Data Analytics) และปัญญาประดิษฐ์ (AI) ในการดำเนินธุรกิจได้จริง ส่งผลให้ธุรกิจมีความสามารถในการแข่งขันสูงขึ้นและเติบโตอย่างยั่งยืน
ขอบเขตงานหลักของผู้รับจ้างประกอบด้วย 4 ระยะใหญ่ ได้แก่ 1) การจัดทำกรอบแนวคิดและแผนดำเนินโครงการทั้งหมด รวมถึงแผนประชาสัมพันธ์และการคุ้มครองข้อมูลส่วนบุคคล (PDPA) 2) การประชาสัมพันธ์โครงการ รับสมัคร และคัดเลือกผู้ประกอบการที่มีศักยภาพเข้าร่วมโครงการหลักไม่น้อยกว่า 50 ราย และสำรอง 5 ราย 3) การจัดกิจกรรมส่งเสริมและให้คำปรึกษา โดยเริ่มจากกิจกรรมปฐมนิเทศและเวิร์กช็อปเตรียมความพร้อม 2 ครั้ง (แบบ Hybrid) จากนั้นจึงเข้าสู่กระบวนการให้คำปรึกษาเชิงลึกแบบรายกิจการ โดยต้องจัดหาที่ปรึกษา/ผู้เชี่ยวชาญที่มีประสบการณ์ไม่น้อยกว่า 5 ปี จำนวนไม่น้อยกว่า 10 ท่าน และให้คำปรึกษารวมไม่น้อยกว่า 400 ชั่วโมง โดยผู้ประกอบการแต่ละรายจะได้แผนแก้ไขปัญหา (Practical Data Utilization) และแผนกลยุทธ์การใช้ข้อมูล (Data Roadmap) 4) การจัดกิจกรรมปิดโครงการ (แบบ Hybrid) เพื่อสรุปผลและมอบประกาศนียบัตร นอกจากนี้ ผู้รับจ้างยังต้องจัดทำรายงานฉบับสมบูรณ์ (Final Report) และผลิตวิดีโอคลิปสรุปโครงการพร้อมกรณีศึกษาผู้ประกอบการอีกไม่น้อยกว่า 4 ตัวอย่าง
โครงการนี้มีระยะเวลาดำเนินการทั้งหมด 270 วัน นับจากวันลงนามในสัญญา และมีวงเงินงบประมาณ 7,000,000 บาท (รวม VAT แล้ว)
The Big Data Institute (Public Organization) or BDI is launching the project “The UP 2026: Unlock Potential with Data & AI – Scaling up Business Program” for the third year. The primary objective is to enhance the skills and capabilities of Small and Medium Enterprises (SMEs) by enabling them to practically apply Big Data, Data Analytics, and Artificial Intelligence (AI) technologies in their business operations, thereby increasing their competitiveness and fostering sustainable growth.
The contractor’s key responsibilities encompass four major phases: 1) Developing the project’s conceptual framework, detailed execution plan, communication strategy, and Personal Data Protection Act (PDPA) compliance measures. 2) Conducting project promotion, registration, and selection of at least 50 qualified SMEs for the main program, plus 5 reserve candidates. 3) Organizing promotion and consultation activities, starting with an orientation and 2 preparatory workshops (Hybrid format), followed by in-depth, one-on-one business consulting. This requires assembling a team of at least 10 mentors/experts with a minimum of 5 years of relevant experience, providing a total of at least 400 consultation hours. Each participating SME will receive a practical problem-solving plan (Practical Data Utilization) and a strategic Data Roadmap. 4) Organizing a project closing ceremony (Hybrid format) for summary and certificate presentation. Additionally, the contractor must produce a comprehensive Final Report and create summary video clips along with at least 4 SME case study videos.
The total project duration is 270 days from the contract signing date, with a total budget of 7,000,000 THB (inclusive of VAT).
