สำนักงานหลักประกันสุขภาพแห่งชาติ (สปสช.) เปิดโครงการจ้างวิเคราะห์ข้อมูลเชิงลึกภายใต้กรอบ Quick Win เพื่อสนับสนุนการขับเคลื่อนนโยบายการกำกับติดตามประเมินผลบนฐานข้อมูลเชิงประจักษ์ (evidences informed policy) และการใช้ประโยชน์จาก Big Data โครงการนี้มีวัตถุประสงค์หลักเพื่อวิเคราะห์ลักษณะการใช้บริการ ภาระงบประมาณ และปัจจัยที่สัมพันธ์กับค่าใช้จ่ายของบริการสุขภาพของระบบหลักประกันสุขภาพถ้วนหน้า เพื่อนำไปสู่ข้อเสนอแนะในการบริหารจัดการและการเบิกจ่ายที่เหมาะสมและมีประสิทธิภาพมากขึ้น
ขอบเขตงานหลักประกอบด้วยการวิเคราะห์ 3 ส่วนสำคัญ ได้แก่ 1) การวิเคราะห์ค่าใช้จ่ายบริการผู้ป่วยนอกของประชากรใน สปสช.เขต 13 กรุงเทพมหานคร โดยคำนึงถึงปัจจัยทางประชากร กลุ่มโรค และประเภทหน่วยบริการ เพื่อประมาณการอัตราจ่ายที่เหมาะสมให้กับศูนย์บริการสาธารณสุขหรือคลินิกชุมชนอบอุ่น 2) การวิเคราะห์การใช้บริการ ความเจ็บป่วย และการจ่ายชดเชยที่เกี่ยวข้องกับ adverse medical condition ซึ่งส่งผลกระทบต่องบประมาณบริการผู้ป่วยใน ครอบคลุมภาวะแทรกซ้อนจากการรักษา ความผิดปกติจากหัตถการ และเหตุการณ์ภายนอก 3) การวิเคราะห์การใช้บริการและค่าใช้จ่ายสูง (high cost) ของบริการผู้ป่วยใน ทั้งในกลุ่มโรคที่มีค่าใช้จ่ายเพิ่มขึ้นมากและกลุ่มโรคที่มีค่าใช้จ่ายสูงในปัจจุบัน
ผู้รับจ้างจะต้องดำเนินกิจกรรมต่างๆ อาทิ การทบทวนวรรณกรรม การประชุมหารือกับผู้เกี่ยวข้อง การวิเคราะห์และสังเคราะห์ข้อมูล การนำเสนอผลต่อผู้บริหารเป็นระยะ และทำงานร่วมกับทีม สปสช. แบบ participatory action research ผลงานที่ต้องส่งมอบประกอบด้วยโครงการและแผนปฏิบัติการ ร่างรายงานผลการวิเคราะห์เบื้องต้น และรายงานผลการวิเคราะห์ฉบับสมบูรณ์พร้อมรายงานการถ่ายทอดองค์ความรู้
The National Health Security Office (NHSO) by the Monitoring and Evaluation Mission Group is hiring for an in-depth data analysis project to assess management based on empirical data for the fiscal year 2026. The project aims to analyze service utilization patterns, budget burdens from service compensation, and factors related to healthcare service costs under the Universal Coverage Scheme. The goal is to generate policy recommendations for improved service management and reimbursement efficiency.
The core scope of work includes three major analyses: 1) Analyzing outpatient service costs for the population in NHSO Zone 13 (Bangkok), considering demographic factors, disease groups, and facility types to estimate appropriate payment rates for public health centers or warm community clinics. 2) Analyzing service use, morbidity, and reimbursements related to adverse medical conditions impacting inpatient service budgets, covering treatment-related complications, procedure-induced disorders, and external causes. 3) Analyzing high-cost inpatient service utilization and expenditures, focusing on disease groups with significant cost increases historically and those currently incurring high costs.
The contractor is required to perform activities such as literature review, consultative meetings with stakeholders, data analysis and synthesis, periodic progress presentations to executives, and collaborative work with NHSO teams using a participatory action research approach. Key deliverables include the project proposal and action plan, a draft analysis report, and a final comprehensive analysis report with a knowledge transfer report.
