กรมอุตสาหกรรมพื้นฐานและการเหมืองแร่ (กพร.) ได้จัดทำโครงการจ้างพัฒนาระบบ Mobile Application “PimD by DPIM” ขึ้นเพื่อตอบสนองนโยบายรัฐบาลดิจิทัลและแก้ไขปัญหาความล่าช้าในการให้บริการเดิม ซึ่งเกี่ยวข้องกับขั้นตอนการอนุญาตที่ซับซ้อนและมีหลายหน่วยงานเกี่ยวข้อง โครงการนี้มีวัตถุประสงค์หลักเพื่อพัฒนาระบบ Mobile Application ที่รวบรวมบริการอิเล็กทรอนิกส์ของ กพร. เป็นศูนย์กลางดิจิทัลสำหรับผู้ประกอบการและประชาชน โดยมุ่งเพิ่มความสะดวก รวดเร็ว โปร่งใส และทันสมัย
ขอบเขตการดำเนินงานของโครงการครอบคลุม 4 ระยะหลัก ได้แก่ 1) การรับฟังความต้องการและจัดทำแผนปฏิบัติงานโดยละเอียด (Detailed Implementation Plan) 2) การศึกษาแบบจำลองการทำงานและบริการในปัจจุบัน (As-Is Model) ของระบบ Digital Mining 3) การวิเคราะห์และออกแบบแบบจำลองการทำงานและการให้บริการใหม่ (To-Be Model) ที่รองรับการทำงานผ่าน Mobile Application และ 4) การพัฒนาระบบงานจริง โดยผู้รับจ้างต้องพัฒนาแอปพลิเคชันสำหรับทั้งระบบปฏิบัติการ iOS และ Android ที่มีฟังก์ชันการทำงานสำคัญ เช่น ระบบลงทะเบียนและพิสูจน์ตัวตน (Mining Account, SSO, i-Industry), การตรวจสอบสถานะใบอนุญาตของตนเอง, การแจ้งเตือนการชำระค่าธรรมเนียมและต่ออายุใบอนุญาต, การสื่อสารประชาสัมพันธ์ข้อมูลข่าวสาร, รวมถึงการออกแบบ UI/UX ที่ทันสมัยและใช้งานง่าย
โครงการนี้จึงถือเป็นการเปลี่ยนผ่านบริการภาครัฐสู่ดิจิทัลพลัสอย่างสมบูรณ์ โดยมุ่งสร้างประสบการณ์การใช้งานแบบเบ็ดเสร็จ (End-to-End Services) ลดขั้นตอน ลดเวลา และเพิ่มประสิทธิภาพในการติดต่อระหว่างหน่วยงานกับผู้มีส่วนเกี่ยวข้อง
The Department of Primary Industries and Mines (DPIM) is hiring a contractor to develop the “PimD by DPIM” Mobile Application system. This project aims to elevate digital service delivery to businesses and the public in line with the Digital Government Policy. It addresses current inefficiencies and delays in the multi-step, multi-agency permitting process for mining and basic industries.
The project’s scope encompasses four main phases: 1) Gathering initial requirements and creating a Detailed Implementation Plan, 2) Studying the current “As-Is Model” of operations and the existing Digital Mining application, 3) Analyzing and designing a new “To-Be Model” for mobile-based service delivery, and 4) System development. The contractor must develop a native mobile application for both iOS and Android platforms. Key features will include user registration and authentication (Mining Account, SSO, i-Industry integration), self-service license status tracking, automated notifications for fee payments and license renewals, a news and communication channel, and a modern, user-friendly UI/UX design.
The ultimate goal is to create a centralized digital hub that provides end-to-end services, enhancing convenience, transparency, speed, and modernization in DPIM’s interactions with stakeholders.
