สํานักงานปลัดกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ (พม.) ประกาศจ้างพัฒนาระบบสารสนเทศเพื่อยกระดับการบริหารงานภายในกระทรวง โครงการนี้มุ่งพัฒนาระบบดิจิทัลบูรณาการ 2 ระบบเข้าด้วยกัน ได้แก่ 1) ระบบคําของบมาตร และ 2) ระบบติดตามผลการดําเนินงาน เพื่อแก้ไขปัญหาการทํางานแยกส่วนผ่านเอกสารหลายรูปแบบ ซึ่งทําให้ข้อมูลไม่เชื่อมโยง ตรวจสอบยาก และใช้เวลามาก
ระบบที่พัฒนาขึ้นจะทําให้สามารถเชื่อมโยงวงจร “งบประมาณที่ขอ - งบประมาณที่ได้รับ - การใช้จ่ายจริง - ผลสัมฤทธิ์ของโครงการ” ได้อย่างสมบูรณ์ เพิ่มความโปร่งใสและความถูกต้องของข้อมูล อีกทั้งยังขยายขีดความสามารถในการสนับสนุนการตรวจราชการและการประเมินผลการปฏิบัติราชการของหน่วยงานภายในกระทรวง เพื่อมุ่งสู่ระบบราชการดิจิทัล 4.0 โดยระบบต้องสอดคล้องกับมาตรฐานเทคโนโลยีสารสนเทศภาครัฐ เช่น GDX/DGA, ISMS, PDPA และรองรับการเชื่อมโยงข้อมูล (API/Interoperability)
โครงการมีมูลค่ากลาง 15,000,000 บาท และผู้รับจ้างต้องดําเนินงานให้แล้วเสร็จภายใน 365 วัน นับจากวันลงนามในสัญญา
The Office of the Permanent Secretary, Ministry of Social Development and Human Security (MSDHS), is inviting bids for the development of an integrated digital system comprising two main components: 1) a budget proposal system and 2) a performance monitoring system. This project aims to address current inefficiencies caused by disparate, document-based processes by creating a unified digital platform.
The integrated system will link the entire cycle of “budget requested - budget approved - actual expenditure - project outcomes,” enhancing transparency, data accuracy, and strategic decision-making. It will also support internal inspection and performance evaluation functions, aligning with the goals of Digital Government 4.0. The system must comply with government IT standards, including GDX/DGA, ISMS, PDPA, and API/Interoperability.
The project has an estimated budget of 15,000,000 THB, with a required completion timeframe of 365 days from the contract signing date.
