โครงการปรับปรุงพัฒนาและเพิ่มประสิทธิภาพระบบบริหารจัดการคลังข้อมูลภูมิสารสนเทศกลางด้านทรัพยากรธรรมชาติและสิ่งแวดล้อม (NatureBi) ดําเนินการภายใต้แผนปฏิบัติราชการสํานักงานปลัดกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม เพื่อขับเคลื่อนองค์กรสู่การเป็นดิจิทัลเต็มรูปแบบ วัตถุประสงค์หลักคือการปรับปรุงและพัฒนาระบบเดิมให้ใช้งานสะดวกและคล่องตัวยิ่งขึ้น รวมทั้งเพิ่มประสิทธิภาพเพื่อรองรับภารกิจและข้อมูลด้านทรัพยากรธรรมชาติและสิ่งแวดล้อมที่เพิ่มมากขึ้น
ขอบเขตของงานประกอบด้วยหลายขั้นตอนสําคัญ ได้แก่ การศึกษาระบบเดิมและ Metadata, การสํารวจข้อมูลจากหน่วยงานในสังกัดกระทรวงฯ, การจัดทํารายงานสรุปความต้องการของระบบ (Requirement Specification) การวิเคราะห์และออกแบบระบบใหม่ พร้อมสร้างต้นแบบ (Prototype) รวมถึงการพัฒนาในส่วนหลัก ได้แก่ Data Pipeline และ GIS Data Platform ที่รองรับการประมวลผลเชิงพื้นที่ออนไลน์และ Data Service, Web Application (NatureBi และ Dashboard), ระบบบริการข้อมูลแผนที่ (GIS Web Portal) และ Mobile Application (Native) สําหรับ iOS และ Android
นอกจากนี้ โครงการยังรวมถึงการจัดหาบริการคลาวด์สาธารณะ (Public Cloud) ที่ได้มาตรฐานและมี Data Localization ในประเทศไทย การจัดหาซอฟต์แวร์สําหรับจัดการข้อมูลภูมิสารสนเทศ การทดสอบระบบอย่างสมบูรณ์ การจัดฝึกอบรมบุคลากรหลายหลักสูตร และการบํารุงรักษาระบบหลังการส่งมอบเป็นระยะเวลา 1 ปี โครงการมีระยะเวลาดําเนินการทั้งสิ้น 270 วัน และมีวงเงินงบประมาณ 13,000,000 บาท
This project aims to improve, develop, and enhance the efficiency of the Central Geospatial Data Management System for Natural Resources and Environment (NatureBi). The core objectives are to upgrade the existing system for greater usability and agility, and to boost its performance to handle increased data volumes and missions related to natural resources and environment.
The scope of work encompasses several key phases: studying the existing system and its metadata; surveying data from affiliated departments under the ministry; preparing a system requirements specification; analyzing and designing the new system along with a prototype. Major development components include a Data Pipeline and GIS Data Platform supporting online spatial processing and data services; a Web Application (NatureBi and Dashboard); a map data service system (GIS Web Portal); and a Native Mobile Application for iOS and Android.
Additionally, the project involves procuring a standardized public cloud service with data localization in Thailand, sourcing geospatial data management software, conducting comprehensive system testing, organizing multiple training courses for personnel, and providing a 1-year warranty and maintenance period after delivery. The total project duration is 270 days with a budget of 13,000,000 THB.
