สถาบันรับรองคุณภาพสถานพยาบาล (องค์การมหาชน) หรือ สรพ. ร่วมกับสมาคมเวชสารสนเทศไทย มีความประสงค์จะพัฒนาระบบแพลตฟอร์มการสํารวจความพร้อมระบบสารสนเทศขึ้น เพื่อใช้เป็นเครื่องมือสํารวจระดับความพร้อมและจัดเก็บข้อมูลการประเมินตนเองของโรงพยาบาลรัฐ นําไปสู่การวิเคราะห์และพัฒนาคุณภาพระบบสารสนเทศและความมั่นคงปลอดภัยของโรงพยาบาลต่อไป
ขอบเขตงานหลักประกอบด้วยการพัฒนาเว็บแอปพลิเคชันที่สมบูรณ์แบบ ซึ่งครอบคลุมระบบบริหารจัดการผู้ใช้งาน (User & Authentication System) ที่รองรับการยืนยันตัวตนด้วย ThaID (OIDC) ระบบสร้างและบริหารจัดการแบบสํารวจ (IT Survey) ที่รองรับคําถามได้หลากหลายรูปแบบมากกว่า 300 ข้อต่อชุด และรองรับการบริหารจัดการโรงพยาบาลได้ไม่น้อยกว่า 900 แห่ง พร้อมระบบอนุมัติหลายระดับ และระบบแจ้งเตือนอัตโนมัติ นอกจากนี้ยังรวมถึงการพัฒนาระบบออกประกาศนียบัตรอิเล็กทรอนิกส์ (E-Certificate System) และ Dashboard แสดงผลข้อมูลสําหรับผู้ใช้แต่ละบทบาท
จุดเด่นของโครงการคือการพัฒนาโมดูล “AI Insight” ซึ่งใช้ปัญญาประดิษฐ์ในการวิเคราะห์และสังเคราะห์ข้อมูลการสํารวจ เพื่อสร้างรายงานวิเคราะห์แยกรายด้านและรายโรงพยาบาล พร้อมให้ข้อเสนอแนะเชิงกลยุทธ์โดยอัตโนมัติ แพลตฟอร์มต้องพัฒนาด้วยเทคโนโลยีที่กําหนด (Python/Node.js, React, PostgreSQL) มีความปลอดภัยตามมาตรฐาน (TLS 1.2+, AES-256, OWASP Top 10) และต้องผ่านการทดสอบเจาะระบบ (Penetration Testing) รวมทั้งต้องจัดทําสื่อประชาสัมพันธ์ทั้งแบบออฟไลน์และออนไลน์เพื่อการเผยแพร่โครงการด้วย
The Healthcare Accreditation Institute (Public Organization) or HA, in collaboration with the Thai Medical Informatics Association, intends to develop an IT Readiness Survey Platform. The platform aims to serve as a tool for surveying and assessing the IT readiness levels of public hospitals nationwide, enabling self-assessment and data collection for further analysis and development of hospital IT system quality and security.
The core scope of work involves the development of a comprehensive web application. This includes a User & Authentication System supporting ThaID (OIDC) login, a robust IT Survey management system capable of handling various question types (over 300 questions per set), supporting management for at least 900 hospitals, featuring multi-level approval workflows, and automated notifications. The project also encompasses an E-Certificate generation system and customized Dashboards for different user roles.
A key component is the development of an “AI Insight” module, which utilizes artificial intelligence to analyze and synthesize survey data, generating analytical reports by dimension and by hospital, along with automated strategic recommendations. The platform must be developed using specified technologies (Python/Node.js, React, PostgreSQL), adhere to high-security standards (TLS 1.2+, AES-256, OWASP Top 10), and pass penetration testing. The contractor is also required to produce both offline and online promotional media for project dissemination.
