โครงการนี้เป็นการจัดหาผู้รับจ้างเพื่อดำเนินกิจกรรมแจ้งเตือนลูกค้าของการไฟฟ้าส่วนภูมิภาค (กฟภ.) สาขาอำเภอนิคมพัฒนา ที่ค้างชำระค่าไฟฟ้า 2 บิลขึ้นไป ก่อนจะมีการดำเนินการงดจ่ายไฟ โดยมีวัตถุประสงค์เพื่อบรรเทาความเดือดร้อนของผู้ใช้ไฟ ลดจำนวนการร้องเรียน และรักษาภาพลักษณ์องค์กร งานหลักคือการนำส่งหนังสือแจ้งเตือนค่าไฟฟ้าเป็นลายลักษณ์อักษรไปยังสถานที่ใช้ไฟฟ้าของลูกค้าที่กำหนด โดยใช้โปรแกรมระบบหนังสือแจ้งเตือนค่าไฟฟ้า (Invoice Notification System: INSx)
ขอบเขตงานแบ่งเป็น 2 รายการตามพื้นที่ปฏิบัติงาน คือ 1) ในเขตชุมชน และ 2) นอกเขตชุมชน ผู้รับจ้างต้องจัดหาอุปกรณ์ที่จำเป็นสำหรับระบบ INSx ให้ครบถ้วนก่อนลงนามสัญญา ได้แก่ สมาร์ทโฟนระบบ Android เวอร์ชัน V1.16 ขึ้นไป และเครื่องพิมพ์แบบพกพาพร้อมกระดาษ กระบวนการทำงานเริ่มจากผู้รับจ้างรับข้อมูลรายชื่อลูกค้าผ่านระบบออนไลน์ จากนั้นต้องพิมพ์ใบแจ้งเตือนและนำส่งให้ลูกค้าที่สถานที่ใช้ไฟฟ้าให้แล้วเสร็จภายใน 3 วัน พร้อมบันทึกภาพถ่ายสถานที่คู่กับใบแจ้งเตือน โดยระบุพิกัด GPS งานนี้มีระยะเวลาสัญญาไม่เกิน 1 ปี (สิ้นสุดวันที่ 31 ธันวาคม ของทุกปี) และมีวงเงินงบประมาณ/ราคากลาง 145,494.32 บาท
This project is to hire a contractor to perform electricity bill notification services for customers of the Provincial Electricity Authority (PEA), Nikhom Pattana Branch, who have outstanding payments for 2 or more billing cycles, prior to disconnection. The objective is to alleviate customer hardship, reduce complaints, and protect the organization’s image. The main task is to physically deliver printed electricity bill notification letters to designated customer premises using the Invoice Notification System (INSx) program.
The scope of work is divided into two items based on the operational area: 1) Within community zones, and 2) Outside community zones. The contractor must provide all necessary equipment for the INSx system before signing the contract, including an Android smartphone (version V1.16 or above) and a portable printer with paper. The workflow begins with the contractor receiving customer data via an online system. They must then print the notification letters and deliver them to the customer’s premises, completing the task within 3 days. Photographic evidence of the delivery location alongside the notification letter, including GPS coordinates, must be recorded. The contract period is up to 1 year (ending December 31 of each year) with a budget/median price of 145,494.32 THB.
