สำนักงานปลัดกระทรวงเกษตรและสหกรณ์ มีความประสงค์จ้างพัฒนาระบบศูนย์กลางข้อมูลกฎหมายกระทรวงเกษตรและสหกรณ์ เพื่อแก้ไขปัญหาการเข้าถึงและความเข้าใจในกฎหมายด้านการเกษตรที่มีอยู่จำนวนมาก ระบบนี้จะเป็นช่องทางหลักในการเผยแพร่กฎหมายทั้งในระดับพระราชบัญญัติ กฎหมายลำดับรอง สรุปสาระสำคัญ คำแปลภาษาอังกฤษ ตลอดจนความเห็นและคำวินิจฉัยจากคณะกรรมการต่างๆ และคลังความรู้กฎหมายเกษตร
ขอบเขตงานครอบคลุมการพัฒนาระบบ Web-Based Application ที่ทำงานบน Linux โดยใช้เทคโนโลยี Laravel Framework และ/หรือ React พร้อมฐานข้อมูลเชิงสัมพันธ์ ระบบจะต้องผ่านมาตรฐานความปลอดภัย OWASP Top 10, มาตรฐานเว็บไซต์ภาครัฐ (GWS) 6.0+ และมาตรฐานการเข้าถึงเว็บเนื้อหา (WCAG) ระดับ AA รวมถึงรองรับการยืนยันตัวตนผ่าน ThaID และ SSO MOAC คุณสมบัติสำคัญของระบบ ได้แก่ ระบบจัดการเนื้อหา (CMS) สำหรับผู้ดูแลระบบ ระบบนำเข้าและแสดงผลข้อมูลกฎหมายที่รองรับ OCR สำหรับแปลงไฟล์สแกน ระบบค้นหาข้อมูลอัจฉริยะ (Full-text และ Semantic Search) และการเชื่อมโยงข้อมูลกฎหมาย (Legal Reference Link)
ผู้รับจ้างมีหน้าที่นำเข้าข้อมูลกฎหมายเริ่มต้นจำนวนอย่างน้อย 147 ฉบับ และข้อมูลความเห็น/คำวินิจฉัยอีกอย่างน้อย 50 ฉบับ รวมทั้งจัดการฝึกอบรมการใช้งานระบบออนไลน์ให้เจ้าหน้าที่ดูแลระบบ 20 คน โครงการมีระยะเวลาดำเนินการ 240 วัน และมีการรับประกันระบบหลังส่งมอบเป็นเวลา 1 ปี
The Office of the Permanent Secretary, Ministry of Agriculture and Cooperatives, intends to hire a contractor to develop a centralized legal information system for the Ministry of Agriculture and Cooperatives. This project aims to address the difficulties in accessing and understanding the numerous agricultural laws by creating a comprehensive web-based platform. The system will serve as the primary channel for disseminating various legal documents, including acts, subordinate regulations, summaries, English translations, legal opinions, adjudications, and agricultural law knowledge resources.
The scope of work involves developing a secure, standards-compliant web application on a Linux environment using Laravel Framework and/or React with a relational database. The system must comply with OWASP Top 10 security standards, Government Website Standards (GWS) 6.0+, and Web Content Accessibility Guidelines (WCAG) Level AA. It must also support authentication via ThaID and the MOAC SSO. Key features include a Content Management System (CMS), data import/display with OCR capability for scanned documents, intelligent search (full-text and semantic), and legal reference linking.
The contractor is responsible for initially importing at least 147 legal documents and at least 50 opinion/adjudication documents. They must also provide online training for at least 20 system administrators. The project duration is 240 days, followed by a 1-year warranty period for system support.
