รายละเอียดการจ้าง
กรมที่ดินได้จัดทำโครงการพัฒนาระบบงานให้บริการทางอิเล็กทรอนิกส์ เพื่อปฏิบัติตามนโยบายรัฐบาลดิจิทัลและพระราชบัญญัติการปฏิบัติราชการทางอิเล็กทรอนิกส์ พ.ศ. ๒๕๖๕ โดยมีเป้าหมายหลักในการปรับปรุงกระบวนงานบริการของกรมให้เป็นรูปแบบอิเล็กทรอนิกส์ (e-Service) อย่างเต็มรูปแบบ และสามารถเชื่อมโยงกับแพลตฟอร์มดิจิทัลกลางภาครัฐได้ภายในปี พ.ศ. ๒๕๗๐
โครงการนี้มีขอบเขตครอบคลุมการพัฒนาโปรแกรมระบบงาน (Web-Based Application) สำหรับบริการสำคัญ 5 ประเภท ได้แก่ 1) การขอจดทะเบียนจัดตั้งนิติบุคคลหมู่บ้านจัดสรร 2) การขออนุญาตใช้ประโยชน์ในที่ดินของรัฐตามมาตรา 9 3) การขอสัมปทานตามมาตรา 12 4) การจดทะเบียนอาคารชุด และ 5) การออกใบแทนหนังสือกรรมสิทธิ์ห้องชุด รวมถึงระบบรองรับอื่นๆ เช่น ระบบลงทะเบียนผู้ใช้งานที่รองรับการพิสูจน์ตัวตนผ่าน Digital ID (สพร.) และ ThaiD ระบบยื่นคำขออิเล็กทรอนิกส์ และระบบการชำระเงินผ่าน e-Payment Portal ของกรมบัญชีกลาง
ผู้รับจ้างจะต้องพัฒนาระบบให้มีความมั่นคงปลอดภัย รองรับการใช้งานแบบ Responsive Design บนเว็บเบราว์เซอร์หลัก และสามารถเชื่อมต่อกับระบบภายในกรมที่ดิน เช่น LDAP/AD ได้
The Department of Lands has initiated the Electronic Service System Development Project for Fiscal Year 2026. This project aims to comply with the Digital Government Act and the Electronic Government Operations Act, with the primary goal of transforming the department’s service processes into fully electronic formats (e-Service) and integrating them with the central government digital platform by 2027.
The project scope includes the development of a web-based application for five key service categories: 1) Application for registration of condominium juristic person establishment, 2) Application for permission to utilize state land under Section 9, 3) Application for concession under Section 12, 4) Condominium registration, and 5) Issuance of duplicate condominium unit title deeds. The system will also include supporting modules such as a user registration system supporting digital identity verification (Digital ID and ThaiD), an electronic application submission system, and an integrated payment system via the Comptroller General’s Department’s e-Payment Portal.
The contractor is required to develop a secure system with responsive design compatible with major web browsers, capable of integrating with the Department of Lands’ internal systems like LDAP/AD.
