กรมธนารักษ์เปิดประกวดราคาจ้างเหมาแปลงข้อมูลเอกสารเป็นดิจิทัล เพื่อยกระดับการจัดการข้อมูลให้ทันสมัย รวดเร็ว และมีประสิทธิภาพตามนโยบายรัฐบาลดิจิทัล โครงการนี้มีวัตถุประสงค์หลักเพื่อแปลงเอกสารกระดาษจำนวนมหาศาล ซึ่งประกอบด้วยเอกสารประเมินราคาห้องชุดและเอกสารที่ราชพัสดุ ให้กลายเป็นข้อมูลดิจิทัลที่สามารถประมวลผลและนำเข้าฐานข้อมูลกลางของกรมได้โดยตรง
ขอบเขตงานหลักประกอบด้วยการสแกนเอกสารต้นฉบับทั่วประเทศรวมกว่า 10 ล้านหน้า การพัฒนาและติดตั้งระบบ AI-OCR จำนวน 4 โมเดล สำหรับถอดข้อมูลจากเอกสารประเภทต่างๆ อย่างแม่นยำ การพัฒนาระบบบริหารจัดการข้อมูลแบบเว็บเบสที่รองรับการอัปโหลด ตรวจสอบ และอนุมัติข้อมูลก่อนนำเข้า รวมถึงการสร้าง Dashboard สำหรับติดตามสถานะ การพัฒนาระบบรายงาน และการสร้างไฟล์ Searchable PDF เพื่อการค้นหาที่สะดวก
สิ่งส่งมอบสำคัญ ได้แก่ ข้อมูลดิจิทัลจากเอกสารที่สแกนแล้ว ผลลัพธ์การถอดข้อความด้วย AI-OCR ในรูปแบบที่พร้อมใช้งาน ระบบซอฟต์แวร์และโมเดล AI ที่พัฒนาขึ้น พร้อมฮาร์ดแวร์เซิร์ฟเวอร์ตามสเปกที่กำหนด คู่มือการใช้งาน และการฝึกอบรมผู้ใช้และผู้ดูแลระบบ โครงการมีระยะเวลาดำเนินการทั้งสิ้น 300 วัน ภายใต้วงเงินงบประมาณ 30.9 ล้านบาท
The Treasury Department is opening a bidding process for a contractor to digitize documents for the department. The project aims to modernize data management, making it faster and more efficient in line with the government’s digital policy. The primary objective is to convert a vast number of paper documents, including condominium appraisal reports and other core mission documents, into digital data that can be processed and directly imported into the department’s central database.
The main scope of work includes scanning over 10 million pages of original documents nationwide, developing and installing 4 AI-OCR models to accurately extract data from various document types, developing a web-based data management system to support uploading, verification, and approval before data import, as well as creating a Dashboard for status tracking, developing reporting systems, and generating searchable PDF files for convenient retrieval.
Key deliverables include digitized data from scanned documents, AI-OCR text extraction results in a ready-to-use format, the developed software system and AI models, specified server hardware, user manuals, and training for both end-users and system administrators. The project has a total duration of 300 days under a budget of 30.9 million baht.
