รายละเอียดการจ้าง
โครงการนี้มีวัตถุประสงค์เพื่อจัดทําผลิตภัณฑ์แผนที่ฐานจากภาพถ่ายดาวเทียม (Satellite Base Map) รายละเอียดจุดภาพ 2 เมตร สําหรับสองปี ได้แก่ ปี 2557 และ ปี 2569 เพื่อสนับสนุนภารกิจของ สทอภ. ในการบริหารจัดการการใช้ประโยชน์ที่ดิน การติดตามสถานการณ์ด้านที่ดิน และการสนับสนุนมาตรการด้านสิ่งแวดล้อมระหว่างประเทศ เช่น EUDR
ขอบเขตงานหลักประกอบด้วยการประมวลผลภาพถ่ายดาวเทียม Level 1A จํานวนไม่น้อยกว่า 600 ภาพต่อปี (หรือตามที่ สทอภ. จัดหาให้) ให้เป็นผลิตภัณฑ์ออร์โททั้งแบบ Panchromatic และ Pan-sharpened โดยต้องปรับแก้ความคลาดเคลื่อนเชิงตําแหน่งตามมาตรฐาน ASPRS2024 ด้วยระบบพิกัด UTM WGS 84 จากนั้นทําการปรับสีและความคมชัด (Enhancement) ให้ได้ภาพสีธรรมชาติที่คมชัด ตามตัวอย่างที่กําหนด
ขั้นตอนต่อไปคือการนําภาพที่ปรับสีแล้วมาทําโมเสคแบบไร้รอยต่อ (Seamless Mosaic) เป็นรายโซน (Zone 47 จํานวน 2 ชิ้น และ Zone 48 จํานวน 1 ชิ้น) พร้อมจัดทําข้อมูลขอบเขตภาพ (Cutline) และสุดท้ายตัดข้อมูลภาพโมเสคให้เป็นระวางแผนที่มาตราส่วน 1:25,000
นอกจากงานประมวลผลภาพแล้ว ผู้รับจ้างต้องดําเนินการตรวจสอบคุณภาพ โดยคํานวณค่าความคลาดเคลื่อนทางตําแหน่ง (RMSE) ทั้งแบบสัมพัทธ์ (Relative Accuracy) ทุกภาพ และแบบสัมบูรณ์ (Absolute Accuracy) ในพื้นที่ที่กําหนดไม่น้อยกว่า 5 พื้นที่ รวมถึงต้องจัดทําดัชนีภาพ (Index) ในรูปแบบ Shapefile และข้อมูลคําอธิบายภาพ (Metadata) ตามมาตรฐาน ISO 19115-2 พร้อมทั้งจัดทํารายงานขั้นต้น รายงานความก้าวหน้า และรายงานฉบับสมบูรณ์
This project aims to produce satellite base map products with 2-meter resolution for the years 2014 and 2028. The objective is to support GISTDA’s missions in land use management, land situation monitoring, and compliance with international environmental regulations like the EUDR.
The core scope of work involves processing a minimum of 600 satellite images per year (or as provided by GISTDA) from Level 1A data into orthorectified products, both Panchromatic and Pan-sharpened. The orthorectification must adhere to the ASPRS2024 standard using the UTM WGS 84 coordinate system. Subsequent steps include color enhancement to achieve natural-looking, sharp imagery, followed by creating seamless mosaics by zone (Zone 47: 2 tiles, Zone 48: 1 tile) with corresponding cutline data. Finally, the mosaicked data must be tiled according to 1:25,000 map sheets.
In addition to image processing, the contractor is responsible for rigorous quality assurance. This includes calculating positional accuracy errors (RMSE) for both relative accuracy (for every image) and absolute accuracy (in at least 5 specified areas). The contractor must also create image indices in Shapefile format and comprehensive metadata following ISO 19115-2 standards. The delivery of an inception report, progress reports, and a final report is also required.
