สำนักเทคโนโลยีดิจิทัลและสารสนเทศ มีความประสงค์จะจัดซื้อจัดจ้างระบบวิเคราะห์ความเคลื่อนไหวเชิงสังคมด้วยเทคโนโลยี Social Listening ต้นแบบสำหรับห้องปฏิบัติการนวัตกรรมภาครัฐ (GovLab) พร้อมค่าติดตั้ง โดยมีวงเงินงบประมาณที่ได้รับจัดสรรจำนวน 9,500,000 บาท และมีราคากลาง (ราคาอ้างอิง) อยู่ที่ 9,416,000 บาท ซึ่งกำหนดขึ้นจากการสืบราคาจากท้องตลาด
โครงการนี้มีเป้าหมายเพื่อพัฒนาระบบต้นแบบที่สามารถรวบรวม วิเคราะห์ และติดตามข้อมูลจากสื่อสังคมออนไลน์และแหล่งข้อมูลดิจิทัลต่างๆ ได้อย่างครอบคลุมและมีประสิทธิภาพ โดยระบบจะต้องมีฟังก์ชันการทำงานที่สำคัญ เช่น การเก็บรวบรวมข้อมูลแบบเรียลไทม์ การวิเคราะห์อารมณ์ความรู้สึก (Sentiment Analysis) การจำแนกและติดตามประเด็น การตรวจจับกระแสหรือเทรนด์ และการแสดงผลข้อมูลผ่านแดชบอร์ดที่เข้าใจง่าย งานในสัญญาประกอบด้วยการจัดหาและติดตั้งระบบซอฟต์แวร์ การปรับแต่งและพัฒนาระบบให้สอดคล้องกับความต้องการของภาครัฐ การให้คำปรึกษาด้านเทคนิค และการจัดฝึกอบรมการใช้งานระบบแก่บุคลากรภาครัฐ เพื่อเสริมสร้างศักยภาพในการใช้ข้อมูลเชิงลึกจากสังคมออนไลน์เพื่อการตัดสินใจและนวัตกรรมนโยบายสาธารณะ
The Digital Technology and Information Office intends to procure and install a prototype Social Listening system for analyzing social movements for the Government Innovation Laboratory (GovLab). The allocated budget is 9,500,000 THB, with an estimated reference price of 9,416,000 THB, determined through market survey.
This project aims to develop a prototype system capable of comprehensively and efficiently collecting, analyzing, and monitoring data from social media and various digital sources. The system must include key functionalities such as real-time data collection, sentiment analysis, topic classification and tracking, trend detection, and user-friendly dashboard visualization. The contract scope encompasses the supply and installation of the software system, customization and development to align with government needs, technical consultation, and training for government personnel. The goal is to enhance the capacity to utilize insights from online social data for public policy decision-making and innovation.
