การไฟฟ้าส่วนภูมิภาคสาขาบัวใหญ่ มีความประสงค์จ้างเหมาบุคคลภายนอกเพื่อปฏิบัติงานงดจ่ายไฟ (Disconnection) สำหรับผู้ใช้ไฟฟ้ารายย่อยที่ค้างชำระค่าไฟฟ้า ในเขตพื้นที่รับผิดชอบ 3 พื้นที่ ได้แก่ พื้นที่ A (อำเภอบัวใหญ่และสีดา), พื้นที่ B (อำเภอแก้งสนามนาง) และพื้นที่ C (อำเภอบัวลาย) โดยมีปริมาณงานรวมทั้งสิ้นประมาณ 53,174 รายต่อปี แบ่งเป็นมิเตอร์ 1 เฟส และ 3 เฟส
ขอบเขตงานหลักคือการปฏิบัติงานตามใบสั่งงานจาก กฟภ. ซึ่งประกอบด้วย 4 กิจกรรมหลัก: 1) ปลดสายเทอร์มินอล 2) ตัดกลับมิเตอร์ (ถอดมิเตอร์) 3) ต่อสายเทอร์มินอล และ 4) ต่อกลับมิเตอร์ ผู้รับจ้างต้องดำเนินการปลดสายเทอร์มินอลก่อนตัดกลับมิเตอร์เสมอ และต้องปฏิบัติตามขั้นตอนการผ่อนผันหากผู้ใช้ไฟฟ้าร้องขอ รวมถึงบันทึกข้อมูลและถ่ายภาพหลักฐานผ่านระบบงานงดจ่ายไฟ DMSx บนสมาร์ทโฟน
ผู้รับจ้างต้องจัดเตรียมบุคลากรให้เพียงพอตามพื้นที่ (พื้นที่ A: ไม่น้อยกว่า 4 คน/วัน, พื้นที่ B และ C: ไม่น้อยกว่า 2 คน/วัน) พร้อมอุปกรณ์และเครื่องมือที่จำเป็น รวมถึงต้องผ่านการฝึกอบรมจาก กฟภ. ก่อนเริ่มปฏิบัติงาน การจ่ายค่าจ้างจะเป็นไปตามปริมาณงานที่ปฏิบัติได้จริง โดยอิงตามราคาต่อหน่วยตามสัญญา
The Provincial Electricity Authority (PEA), Buayai Branch, intends to hire an external contractor to perform electricity disconnection services for low-voltage single-phase and three-phase meters for residential customers with unpaid bills. The work will cover three service areas: Area A (Buayai and Sida Districts), Area B (Kaeng Sanam Nang District), and Area C (Bua Lai District), with a total estimated workload of 53,174 cases per year.
The core scope of work involves executing work orders from PEA, which includes four main activities: 1) Disconnecting terminal wires, 2) Removing meters, 3) Reconnecting terminal wires, and 4) Reinstalling meters. The contractor must disconnect the terminal wires before removing the meter and must follow deferment procedures if requested by the customer. All work must be documented with photos and data logged via the DMSx disconnection system on a smartphone.
The contractor must provide sufficient personnel for each area (Area A: min. 4 persons/day, Areas B & C: min. 2 persons/day) along with all necessary tools and equipment. Personnel must undergo PEA training before commencing work. Payment will be made based on the actual quantity of work performed, according to the unit prices specified in the contract.
