รายละเอียดการจ้าง
โครงการนี้เป็นการจัดหาผู้รับจ้างเพื่อปฏิบัติงานเกี่ยวกับมิเตอร์สำหรับการงดจ่ายไฟฟ้า (Disconnection) และการต่อกลับไฟฟ้า (Reconnection) ให้แก่การไฟฟ้าส่วนภูมิภาค (กฟภ.) อำเภอแก้งคร้อ จังหวัดชัยภูมิ ขอบเขตงานครอบคลุมการดำเนินการกับมิเตอร์แรงต่ำทั้งแบบ 1 เฟส และ 3 เฟส (ยกเว้นมิเตอร์ที่ติดตั้งกับหม้อแปลงเฉพาะราย) ใน 2 พื้นที่ปฏิบัติงาน ได้แก่ โซน A (อำเภอแก้งคร้อ) และโซน B (อำเภอคอนสวรรค์)
งานหลักประกอบด้วย 4 กิจกรรมสำคัญ: 1) การปลดสายเทอร์มินอล 2) การตัดกลับมิเตอร์ (ถอดมิเตอร์) 3) การต่อสายเทอร์มินอล และ 4) การต่อกลับมิเตอร์ ผู้รับจ้างต้องปฏิบัติงานตามระเบียบวิธีที่ กฟภ. และคณะกรรมการกำกับกิจการพลังงาน (กกพ.) กำหนดอย่างเคร่งครัด รวมถึงการจัดการเมื่อผู้ใช้ไฟฟ้าร้องขอผ่อนผันการงดจ่ายไฟ
ผู้รับจ้างต้องมีทีมงานที่เพียงพอ (ขั้นต่ำ 3 คนสำหรับโซน A และ 2 คนสำหรับโซน B) พร้อมอุปกรณ์ที่จำเป็น เช่น สมาร์ทโฟนสำหรับใช้งานระบบ DMSx และอุปกรณ์ความปลอดภัยส่วนบุคคล (PPE) โครงการมีระยะเวลาตามปีงบประมาณ 2569 โดยมีวงเงินงบประมาณสำหรับการจัดซื้อจัดจ้างทั้งสิ้น 694,365.80 บาท (รวมภาษีมูลค่าเพิ่มแล้ว)
This project is a procurement for outsourcing services related to electricity meter disconnection and reconnection for the Provincial Electricity Authority (PEA), Kaeng Khro District, Chaiyaphum Province. The scope of work involves operations on low-voltage single-phase and three-phase meters (excluding meters installed with dedicated transformers) in two operational zones: Zone A (Kaeng Khro District) and Zone B (Khon Sawan District).
The key tasks include four main activities: 1) Terminal wire disconnection, 2) Meter removal (disconnection), 3) Terminal wire reconnection, and 4) Meter reinstallation. The contractor must strictly follow procedures and regulations set by the PEA and the Energy Regulatory Commission (ERC), including handling cases where customers request a postponement of disconnection.
The contractor must provide a sufficient workforce (minimum 3 persons for Zone A and 2 persons for Zone B) along with necessary equipment such as smartphones for the DMSx system and Personal Protective Equipment (PPE). The project duration aligns with the fiscal year 2569 (2026), with a total procurement budget of 694,365.80 Baht (including VAT).
