รายละเอียดการจ้าง
โครงการนี้มีวัตถุประสงค์หลักเพื่อจัดทำแผนแม่บทดิจิทัล (Digital Master Plan) และแผนปฏิบัติการดิจิทัล (Digital Action Plan) ระยะ 5 ปี (พ.ศ. 2570-2574) พร้อมทั้งสถาปัตยกรรมองค์กร (Enterprise Architecture) ให้กับสำนักงานกองทุนฟื้นฟูและพัฒนาเกษตรกร (กฟก.) โดยมีเป้าหมายในการกำหนดทิศทางและกรอบการพัฒนาด้านเทคโนโลยีสารสนเทศและการสื่อสาร (ICT) ขององค์กรให้มีประสิทธิภาพ ทันสมัย และรองรับการเปลี่ยนแปลงทางเทคโนโลยีในอนาคต
แผนที่จัดทำขึ้นจะต้องสอดคล้องกับนโยบายรัฐบาลดิจิทัล (Digital Government) และยุทธศาสตร์การพัฒนาระบบราชการไทย พ.ศ. 2567-2570 โดยมุ่งเน้นการยกระดับโครงสร้างพื้นฐานดิจิทัล เครือข่ายเทคโนโลยี และระบบสารสนเทศหลักของ กฟก. ให้มีความมั่นคงปลอดภัยและมีประสิทธิภาพสูง เพื่อสนับสนุนภารกิจสำคัญขององค์กรในการฟื้นฟูและพัฒนาคุณภาพชีวิตเกษตรกร การบริหารจัดการหนี้ ตลอดจนงานด้านบุคลากร การเงิน และงบประมาณ
การจัดทำแผนฉบับใหม่นี้มีความจำเป็นเนื่องจากแผนแม่บทดิจิทัลระยะ 3 ปี (พ.ศ. 2567-2569) กำลังจะสิ้นสุดลง โครงการนี้จึงเป็นการวางรากฐานเชิงกลยุทธ์เพื่อให้ กฟก. สามารถขับเคลื่อนการเปลี่ยนแปลงสู่การเป็น “สำนักงานดิจิทัล” อย่างเต็มรูปแบบ มีสมรรถนะสูง และพร้อมรับมือกับความท้าทายใหม่ๆ ในการให้บริการและการบริหารจัดการในยุคดิจิทัลต่อไป
This project aims to procure the development of a 5-Year Digital Master Plan and Digital Action Plan (2027-2031), along with an Enterprise Architecture, for the Farmer Rehabilitation and Development Fund Office (FRDF). The primary objective is to establish a strategic framework and direction for the development of the organization’s Information and Communication Technology (ICT) to be efficient, modern, and capable of adapting to future technological changes.
The plans to be developed must align with the Digital Government policy and the Thai Civil Service Development Strategy (2024-2027). The focus is on upgrading the digital infrastructure, technological networks, and core information systems of the FRDF to be secure, stable, and highly efficient. This will support the organization’s crucial missions in rehabilitating and improving farmers’ quality of life, managing debt, as well as functions in human resources, finance, and budgeting.
The development of this new plan is necessary as the current 3-Year Digital Master Plan (2024-2026) is nearing its end. This project is therefore a strategic foundation to enable the FRDF to drive its transformation into a fully-fledged “Digital Office,” with high competency and readiness to face new challenges in service delivery and management in the digital age.
