สำนักงานกองทุนฟื้นฟูและพัฒนาเกษตรกร (กฟก.) จัดโครงการพัฒนาระบบดิจิทัลเพื่อบริการตรวจสอบข้อมูลเกษตรกรสมาชิก ระบบนี้มีวัตถุประสงค์หลักเพื่อแก้ไขปัญหาเดิมที่เกษตรกรต้องติดต่อเจ้าหน้าที่โดยตรง ทำให้กระบวนการล่าช้าและสิ้นเปลืองทรัพยากร โดยการพัฒนาเว็บแอปพลิเคชัน (Web Application) และมินิแอปพลิเคชัน (Mini Application) ที่จะฝังตัวอยู่ในแอปพลิเคชัน “ทางรัฐ” ของสำนักงานพัฒนารัฐบาลดิจิทัล (องค์การมหาชน) หรือ สพร.
ขอบเขตงานครอบคลุมการวิเคราะห์ ออกแบบ พัฒนา ตลอดจนการทดสอบระบบ โดยเน้นการออกแบบที่ง่ายต่อการใช้งานและรองรับการแสดงผลบนอุปกรณ์หลากหลายประเภท (Responsive Design) ระบบจะต้องเชื่อมต่อกับฐานข้อมูลของกองทุนฯ เช่น ข้อมูลการขึ้นทะเบียนองค์กรและเกษตรกร และให้บริการเกษตรกรผ่านการยืนยันตัวตนด้วยแอปพลิเคชัน ThaID ของกรมการปกครอง
คุณสมบัติสำคัญของระบบรวมถึงความปลอดภัยข้อมูลตามมาตรฐาน OWASP Top 10, การเข้ารหัสข้อมูลด้วย TLS 1.2 (HTTPS), การออกแบบให้สอดคล้องกับพระราชบัญญัติคุ้มครองข้อมูลส่วนบุคคล พ.ศ. 2562 (PDPA) และการบันทึกข้อมูลจราจรตาม พ.ร.บ. คอมพิวเตอร์ พ.ศ. 2560 โครงการนี้มุ่งเพิ่มประสิทธิภาพการบริการ ลดภาระงานของเจ้าหน้าที่ และเพิ่มช่องทางการร้องเรียนและการสำรวจความพึงพอใจของผู้ใช้งาน
The Office of Agricultural Land Reform and Agricultural Cooperatives (ARFA) is launching a project to develop a digital system for farmer members to check their registration status. The main objective is to address the inefficiencies of the current manual process, where farmers must contact officers directly, leading to delays and resource wastage. The project involves developing a Web Application and a Mini Application to be integrated into the “Thang Rat” (Government Lane) application of the Digital Government Development Agency (DGA).
The scope of work includes system analysis, design, development, and testing, with an emphasis on user-friendly design and responsive display across various devices. The system must connect to ARFA’s databases, such as organization and farmer registration data, and allow farmers to access the service via authentication through the ThaID application from the Department of Provincial Administration.
Key system features include data security compliant with the OWASP Top 10 standard, data encryption using TLS 1.2 (HTTPS), design in accordance with the Personal Data Protection Act B.E. 2562 (PDPA), and computer traffic logging as per the Computer Crimes Act B.E. 2560. This project aims to enhance service efficiency, reduce officer workload, and provide additional channels for complaints and user satisfaction surveys.
