องค์การบริหารจัดการก๊าซเรือนกระจก (องค์การมหาชน) หรือ อบก. มีโครงการจัดจ้างเพื่อขยายผลและปรับปรุงแพลตฟอร์มคำนวณราคาคาร์บอนภายในองค์กร (Internal Carbon Pricing: ICP) ที่พัฒนาขึ้นในปีงบประมาณ 2567 โครงการนี้มีเป้าหมายหลักเพื่อยกระดับประสิทธิภาพการใช้งานของแพลตฟอร์มดิจิทัลแบบเว็บเบส และขยายการเข้าถึงไปยังองค์กรภาครัฐ ภาคธุรกิจ และเอกชนในประเทศไทยมากขึ้น
ขอบเขตการดำเนินงานครอบคลุมหลายด้าน ได้แก่ 1) การพัฒนาและปรับปรุงส่วนผู้ใช้งานแพลตฟอร์มเพื่อเพิ่มขีดความสามารถในการวิเคราะห์ เช่น การรองรับการออกแบบกรณี ICP หลายกรณี การคำนวณต้นทุนหน่วยสุดท้าย (MAC) หลายชุดมาตรการ และการอัปโหลดข้อมูลจากไฟล์ Excel/CSV 2) การอัปเดตระบบปฏิบัติการและความมั่นคงปลอดภัยไซเบอร์ให้เป็นไปตามมาตรฐาน 3) การดำเนินการรับสมัคร คัดเลือก และสนับสนุนองค์กรเป้าหมายไม่น้อยกว่า 30 แห่งให้สามารถกำหนดราคาคาร์บอนภายในและหาแนวทางลดการปล่อยก๊าซเรือนกระจก 4) การจัดอบรมเชิงปฏิบัติการจำนวน 3 ครั้ง 5) การให้คำปรึกษาและสนับสนุนทางเทคนิคอย่างต่อเนื่อง 6) การพัฒนาชุดองค์ความรู้ในรูปแบบวิดีโอ และ 7) การจัดแคมเปญประชาสัมพันธ์และผลิตสื่อเผยแพร่
โครงการนี้มุ่งหวังให้เกิดแพลตฟอร์มที่ทันสมัย ปลอดภัย และใช้งานง่าย เพื่อเป็นเครื่องมือสำคัญที่ช่วยให้องค์กรต่างๆ สามารถประเมินความเสี่ยงด้านสภาพภูมิอากาศ วิเคราะห์ต้นทุนการลดก๊าซเรือนกระจกอย่างมีประสิทธิภาพ (Cost Effectiveness) และตัดสินใจลงทุนเพื่อสนับสนุนการเปลี่ยนผ่านสู่เศรษฐกิจคาร์บอนต่ำ สอดคล้องกับเป้าหมาย Carbon Neutrality และ Net Zero ของประเทศ
The Greenhouse Gas Management Organization (Public Organization), or TGO, is procuring services to expand and enhance its Internal Carbon Pricing (ICP) Calculation Platform, initially developed in fiscal year 2024. The primary objectives of this project are to upgrade the functionality and user experience of the existing digital web-based platform and to broaden its accessibility to various public, business, and private sector organizations across Thailand.
The scope of work is comprehensive, encompassing: 1) Development and enhancement of the platform’s user interface and analytical capabilities, such as supporting multiple ICP design scenarios, calculating multiple sets of Marginal Abatement Cost (MAC), and enabling data import from Excel/CSV files. 2) Updating the operating system and cybersecurity measures to comply with standards. 3) Recruiting, selecting, and providing support to a target of at least 30 participating organizations to help them establish internal carbon pricing and identify greenhouse gas reduction pathways. 4) Conducting three hands-on training workshops. 5) Providing ongoing technical consultation and support. 6) Developing a video-based knowledge package. 7) Running a promotion campaign and producing dissemination materials.
This project aims to deliver a modern, secure, and user-friendly platform. It is envisioned as a crucial tool enabling organizations to assess climate-related risks, analyze greenhouse gas reduction costs effectively (Cost Effectiveness), and make informed investment decisions to support their transition to a low-carbon economy, aligning with national Carbon Neutrality and Net Zero goals.
