โครงการพัฒนาระบบวิเคราะห์ข้อมูลกฎหมายและนโยบายระหว่างสำนักงานกับหน่วยงานอื่นที่เกี่ยวข้อง (Smart Document Review) เป็นโครงการภายใต้ความร่วมมือของสำนักงานคณะกรรมการกฤษฎีกา สำนักงานเลขาธิการคณะรัฐมนตรี และบริษัทไมโครซอฟท์ โดยมีวัตถุประสงค์เพื่อพัฒนาเทคโนโลยีสารสนเทศที่ใช้ปัญญาประดิษฐ์ (AI) มาช่วยยกระดับกระบวนการทำงานของภาครัฐ สอดคล้องกับนโยบายรัฐบาลดิจิทัล (Digital Government Transformation) และเตรียมความพร้อมในการเข้าสู่กระบวนการเป็นสมาชิกองค์การเพื่อความร่วมมือและการพัฒนาทางเศรษฐกิจ (OECD)
โครงการนี้มุ่งเน้นการพัฒนาระบบอัตโนมัติสำหรับการตรวจสอบคุณสมบัติและความสมบูรณ์ของเอกสารที่เสนอต่อคณะรัฐมนตรีตามพระราชกฤษฎีกาว่าด้วยการเสนอเรื่องและการประชุมคณะรัฐมนตรี พ.ศ. 2548 ระบบที่พัฒนาขึ้นจะต้องเป็นแพลตฟอร์มแบบเว็บแอปพลิเคชันที่ทันสมัย สามารถตีความหลักเกณฑ์ทางกฎหมายผ่าน AI Rule-Based Engine และเชื่อมโยงกับฐานข้อมูลกฎหมายของสำนักงานคณะกรรมการกฤษฎีกาเพื่อตรวจสอบความสัมพันธ์ทางกฎหมายได้อย่างถูกต้องและตรวจสอบย้อนกลับได้ นอกจากนี้ ระบบจะต้องมีระบบควบคุมการเข้าถึงที่ปลอดภัย และติดตั้งใช้งานบนสภาพแวดล้อมคลาวด์ Azure ของสำนักงานฯ โดยตรง
การดำเนินงานครอบคลุมการออกแบบ พัฒนา ทดสอบ ติดตั้งใช้งาน ถ่ายทอดองค์ความรู้ และบูรณาการเชื่อมต่อกับระบบฐานข้อมูลที่มีอยู่เดิม โครงการนี้คาดว่าจะช่วยลดภาระงานและระยะเวลาในการพิจารณาเอกสารของเจ้าหน้าที่ เพิ่มประสิทธิภาพการทำงานโดยรวม และสนับสนุนการจัดทำข้อเสนอเชิงนโยบายและการกลั่นกรองร่างกฎหมายให้มีความโปร่งใสและสอดคล้องกับมาตรฐานสากลมากขึ้น
The project for the Development of a Legal and Policy Data Analysis System between the Office and Other Related Agencies (Smart Document Review) is a collaborative initiative between the Office of the Council of State, the Office of the Secretariat of the Cabinet, and Microsoft. Its objective is to develop an information technology system utilizing artificial intelligence (AI) to enhance government operational processes, aligning with the Digital Government Transformation policy and preparing for Thailand’s accession process to the Organisation for Economic Co-operation and Development (OECD).
The project focuses on developing an automated system to review the qualifications and completeness of documents submitted to the Cabinet, in accordance with the Royal Decree on Submitting Matters and Holding Cabinet Meetings, B.E. 2548 (2005). The system to be developed must be a modern web-based application platform capable of interpreting legal criteria through an AI Rule-Based Engine and connecting to the legal database of the Office of the Council of State to verify legal relationships accurately and allow for traceability. Furthermore, the system must have secure access controls and be deployed directly on the office’s own Azure cloud environment.
The scope of work includes design, development, testing, deployment, knowledge transfer, and integration with existing database systems. This project is expected to reduce the workload and processing time for officials in document review, increase overall operational efficiency, and better support the formulation of policy proposals and legal draft vetting with greater transparency and alignment with international standards.
