สำนักงานศาลปกครองมีเป้าหมายตามแผนแม่บทระยะ 20 ปี ที่จะพัฒนาเป็นศาลปกครองอิเล็กทรอนิกส์ (e-Admincourt) และต่อยอดสู่ศาลปกครองอัจฉริยะ (Smart Admincourt) โครงการนี้จึงเกิดขึ้นเพื่อวางรากฐานการประยุกต์ใช้เทคโนโลยีปัญญาประดิษฐ์ (AI) อย่างมีประสิทธิภาพและคุ้มค่า โดยมีขอบเขตงานครอบคลุม 3 ด้านหลัก ได้แก่ 1) การวิเคราะห์และออกแบบพิมพ์เขียว (Blueprint) สำหรับการใช้ AI ในภารกิจหลัก (Core Business) ด้านการพิจารณาพิพากษาคดีและภารกิจสนับสนุน (Support Business) ของสำนักงานศาลปกครอง 2) การจัดทำแนวทางการนำไปปฏิบัติ (Road Map) และกรอบกำกับดูแลการใช้ AI (AI Governance) โดยคำนึงถึงจริยธรรม กฎหมาย และการจัดการความเสี่ยง และ 3) การพัฒนาระบบบริการถาม-ตอบอัตโนมัติ (Chatbot) ด้วยเทคโนโลยีปัญญาประดิษฐ์เชิงสร้างสรรค์ (Generative AI) เพื่อใช้เป็นเครื่องมือสนับสนุนการทำงานและให้บริการข้อมูลคดีปกครองแก่ประชาชน โดยงานทั้งหมดมุ่งเน้นการบูรณาการ AI เพื่อเพิ่มประสิทธิภาพ ลดความซ้ำซ้อน และยกระดับการอำนวยความยุติธรรมให้รวดเร็ว ทันสมัย และทั่วถึง
This project aims to develop an architectural blueprint for applying Artificial Intelligence (AI) technology within the Administrative Court. The core scope of work includes analyzing and designing a comprehensive blueprint to transition towards a Smart Admincourt, creating an implementation roadmap with an AI Governance framework, and developing a prototype of an automated Q&A system (Chatbot) using Generative AI technology. The chatbot is intended to provide administrative case information to the public and support internal operations. The project aligns with the court’s 20-year master plan to enhance justice administration through digital transformation and intelligent systems.
