โครงการจัดซื้อจัดจ้างนี้มุ่งเน้นการจัดหาบริการจัดการข้อมูลสารสนเทศทางการแพทย์แบบครบวงจรสำหรับโรงพยาบาลราชบุรี โดยมีขอบเขตงานหลักคือการจัดหาและติดตั้งคอมพิวเตอร์แบบ All-in-One (AIO) พร้อมอุปกรณ์ครบชุด (UPS, แป้นพิมพ์, เมาส์) จำนวน 500 จุด ตามสถานที่ที่โรงพยาบาลกำหนด พร้อมระบบไฟฟ้าและเครือข่ายพื้นฐานที่โรงพยาบาลจัดเตรียมไว้ให้ คอมพิวเตอร์ทุกเครื่องต้องมีคุณลักษณะเฉพาะที่ออกแบบมาเพื่อการใช้งานในโรงพยาบาลโดยเฉพาะ ซึ่งรวมถึงการติดตั้งระบบปฏิบัติการ Windows 10 Pro ที่มีลิขสิทธิ์ และสามารถเชื่อมต่อและทำงานร่วมกับระบบสารสนเทศทางการแพทย์หลักของโรงพยาบาลได้อย่างสมบูรณ์ เช่น ระบบ HOSxP, PACS, ระบบเวชระเบียนอิเล็กทรอนิกส์, ระบบ Virtual Desktop Infrastructure (VDI) และระบบ Web Application ต่างๆ
นอกจากฮาร์ดแวร์ที่มีสเปคสูง (CPU 8-core, RAM 8GB DDR5, SSD 512GB, จอภาพ 23.8 นิ้ว Full HD) แล้ว เครื่องยังต้องมีคุณสมบัติด้านความปลอดภัยข้อมูลที่เข้มงวด เช่น การรองรับ TPM 2.0, การควบคุมการใช้งาน USB, และซอฟต์แวร์ตรวจสอบเครือข่าย WiFi ที่มีความเสี่ยง โครงการกำหนดให้สินค้าต้องเป็นแบรนด์สากล (International Brand) ที่วางจำหน่ายในปัจจุบัน และผู้ผลิตต้องมีใบรับรองมาตรฐานสากลหลายประการ เช่น ISO 9001/14001, Energy Star 8.0, FCC, UL/CE/CB/TUV รวมถึงต้องมีศูนย์บริการในประเทศไทยที่ให้บริการหลังการขายแบบ On-site เป็นระยะเวลา 3 ปี และมีตัวแทนจำหน่ายที่ได้รับการแต่งตั้งอย่างถูกต้อง
This procurement project aims to acquire comprehensive medical information management services for Ratchaburi Hospital. The core scope involves supplying and installing 500 sets of All-in-One (AIO) computers complete with peripherals (UPS, keyboard, mouse) at locations specified by the hospital, utilizing the prepared power and network infrastructure. All computers must possess specific characteristics designed for hospital use, including pre-installed licensed Windows 10 Pro OS and full compatibility with the hospital’s core medical information systems such as HOSxP, PACS, Electronic Medical Records (EMR), Virtual Desktop Infrastructure (VDI), and various Web Applications.
Beyond high-spec hardware (8-core CPU, 8GB DDR5 RAM, 512GB SSD, 23.8-inch Full HD display), the computers must meet stringent data security requirements, including TPM 2.0 support, USB usage control, and software to detect risky WiFi networks. The project mandates that products be current, internationally recognized brands with multiple international certifications (e.g., ISO 9001/14001, Energy Star 8.0, FCC, UL/CE/CB/TUV). The manufacturer must have an authorized service center in Thailand providing 3-year on-site warranty and the bidder must be an officially appointed distributor.
