โครงการนี้มีวัตถุประสงค์หลักเพื่อจัดทำและพัฒนาระบบติดตามและรายงานผลการจัดการสาธารณูปโภคในเขตส่งเสริมเศรษฐกิจพิเศษ หรือ SEPZ Utility Management Monitoring Center (UMMC) โดยมีเป้าหมายเพื่อสร้างกลไกการติดตามความพร้อมด้านโครงสร้างพื้นฐานและการจัดการทรัพยากรในเขต SEPZ อย่างมีประสิทธิภาพและโปร่งใส ระบบ UMMC จะเป็นเว็บแอปพลิเคชันที่ทำหน้าที่เป็นศูนย์กลางสำหรับบันทึกข้อมูล สืบค้น จัดการข้อมูล ติดตามสถานะความพร้อมของระบบสาธารณูปโภค และที่สำคัญคือสามารถเชื่อมต่อและประมวลผลข้อมูลจากอุปกรณ์ตรวจวัดทางสิ่งแวดล้อม (IoT/Sensor/SCADA System) ได้แบบเรียลไทม์
ขอบเขตของงานครอบคลุมการพัฒนาระบบที่สามารถบูรณาการข้อมูลจากหลายแหล่ง (Data Integration) เพื่อแสดงผลในรูปแบบแดชบอร์ด (Dashboard) และแผนที่เชิงโต้ตอบ (Interactive Map) พร้อมระบบแจ้งเตือนอัตโนมัติ (Alert/Alarm) เมื่อค่าตรวจวัดคุณภาพสิ่งแวดล้อมหรือสถานะสาธารณูปโภคผิดปกติ โครงการนี้ไม่เพียงแต่ช่วยเพิ่มประสิทธิภาพในการจัดการและลดปัญหามลพิษ แต่ยังมุ่งสร้างความเชื่อมั่นให้กับนักลงทุน ผู้ประกอบการ และประชาชน ตลอดจนส่งเสริมความร่วมมือระหว่างหน่วยงานที่เกี่ยวข้อง ภายใต้กรอบการพัฒนาที่ยั่งยืนของเขตพัฒนาพิเศษภาคตะวันออก (EEC)
This project aims to develop a Utility Management Monitoring Center (UMMC) system for monitoring and reporting on utility management in Special Economic Promotion Zones (SEPZ) under the Eastern Economic Corridor (EEC) policy. The primary objective is to create an efficient and transparent mechanism for tracking infrastructure readiness and resource management within SEPZs. The UMMC will be a web-based application serving as a central platform for data recording, retrieval, management, and monitoring of utility system status. A key feature is its ability to connect and process data from environmental monitoring devices (IoT/Sensors/SCADA Systems) in real-time.
The scope of work involves developing a system capable of integrating data from multiple sources (Data Integration) and presenting it via interactive dashboards and interactive maps. It will include an automatic alert/alarm system for notifying stakeholders of anomalies in environmental quality measurements or utility status. Beyond improving management efficiency and reducing pollution issues, this project seeks to build investor and public confidence and foster collaboration among relevant agencies, aligning with the EEC’s sustainable development framework.
