รายละเอียดการจ้าง
โครงการนี้มีวัตถุประสงค์เพื่อพัฒนาและยกระดับเว็บไซต์และระบบสารสนเทศของกระทรวงแรงงานให้มีความทันสมัย ปลอดภัยตามกฎหมาย และเข้าถึงได้ง่าย โดยมุ่งเน้นการปฏิบัติตาม พระราชบัญญัติการรักษาความมั่นคงปลอดภัยไซเบอร์ พ.ศ. 2562 และ พระราชบัญญัติคุ้มครองข้อมูลส่วนบุคคล พ.ศ. 2562 อย่างเคร่งครัด เพื่อปกป้องข้อมูลผู้ใช้บริการและเสริมสร้างความเชื่อมั่น
ขอบเขตงานครอบคลุมการพัฒนาเว็บไซต์ทั้งหมด 107 เว็บไซต์ ได้แก่ เว็บไซต์หลักของกระทรวงแรงงาน 1 เว็บไซต์, เว็บไซต์สำนักงานแรงงานจังหวัด 76 แห่ง, เว็บไซต์สำนักงานแรงงานในต่างประเทศ 13 แห่ง, และเว็บไซต์หน่วยงานในสังกัดสำนักงานปลัดกระทรวงแรงงานอีก 17 เว็บไซต์ นอกจากนี้ยังรวมถึงการพัฒนาระบบสารสนเทศเครือข่ายภายใน 1 ระบบ, ระบบจดหมายอิเล็กทรอนิกส์ 1 ระบบ, ระบบตอบกลับอัตโนมัติ (Chatbot) 1 ระบบ และระบบนามสงเคราะห์ส่วนราชการ 1 ระบบ
การพัฒนาทั้งหมดจะต้องเป็นไปตามมาตรฐานเว็บไซต์ภาครัฐ (Government Website Standard) เวอร์ชั่น 3.0 ของ สพร. และต้องสอดคล้องกับมาตรฐานการเข้าถึงเนื้อหาเว็บไซต์ WCAG 2.2 ระดับ AA ของ W3C เพื่อให้ผู้พิการและผู้ใช้บริการทุกคนสามารถเข้าถึงข้อมูลได้อย่างเท่าเทียม รวมถึงต้องมีความมั่นคงปลอดภัยทางไซเบอร์ตามมาตรฐาน OWASP Top 10 เวอร์ชันล่าสุด
โครงการนี้จึงเป็นการลงทุนด้านดิจิทัลที่สำคัญ เพื่อเปลี่ยนผ่านการให้บริการสาธารณะให้มีประสิทธิภาพ รวดเร็ว ถูกต้อง น่าเชื่อถือ และมีความปลอดภัยสูงสุดในยุคดิจิทัล
This project aims to develop and upgrade the Ministry of Labor’s websites and information systems to be modern, legally compliant, secure, and accessible. The core focus is strict adherence to the Cybersecurity Act B.E. 2562 (2019) and the Personal Data Protection Act (PDPA) B.E. 2562 (2019) to protect user data and build trust.
The scope of work encompasses the development of a total of 107 websites, including the main Ministry of Labor website (1), Provincial Employment Offices (76), Overseas Employment Offices (13), and affiliated offices under the Permanent Secretary (17). Additionally, the project includes developing one internal network information system, one email system, one automated response (Chatbot) system, and one official pseudonym system.
All developments must comply with the Government Website Standard Version 3.0 and align with the Web Content Accessibility Guidelines (WCAG) 2.2 Level AA standards set by the W3C to ensure accessibility for people with disabilities and all users. Cybersecurity must meet the latest OWASP Top 10 standards.
This project represents a significant digital transformation investment to modernize public service delivery, making it efficient, fast, accurate, reliable, and highly secure in the digital age.
