สำนักงานคณะกรรมการส่งเสริมการศึกษาเอกชน เปิดเผยประกวดราคาเพื่อจ้างพัฒนาและจัดหาเครื่องมือสำหรับ “ระบบสารบรรณอิเล็กทรอนิกส์ (e-Saraban)” โดยมีวัตถุประสงค์หลักเพื่อสนับสนุนการเปลี่ยนผ่านสู่รัฐบาลดิจิทัลตาม พ.ร.บ.การปฏิบัติราชการทางอิเล็กทรอนิกส์ พ.ศ.2565 โครงการนี้มุ่งสร้างระบบกลางสำหรับบริหารจัดการเอกสารราชการอิเล็กทรอนิกส์แบบครบวงจรที่เชื่อมโยงหน่วยงานทุกระดับในสังกัด ตั้งแต่ส่วนกลางไปจนถึงโรงเรียนเอกชนในพื้นที่

The Office of the Private Education Commission (OPEC) is soliciting bids for the development and procurement of an “Electronic Document System (e-Saraban)”. The primary objective is to support the digital government transformation in accordance with the Electronic Government Operations Act B.E. 2565. This project aims to establish a comprehensive central system for managing electronic official documents, seamlessly connecting all affiliated agencies from the central office down to private schools nationwide.
The scope of work encompasses the full software development lifecycle, including a survey of existing workflows and requirements from diverse user groups, system analysis and design (covering processes, database, and user interface), development and testing of a Web-Based Application compatible with Windows Server/Linux and standard browsers, installation of related hardware and software, and integration with the Ministry of Education’s central document system.
In addition to the core software system, the project includes the supply and installation of computer server equipment (hardware), the provision of Digital Certificate software for no less than 100 digital signatures, and online Word document processing software supporting at least 50 concurrent users. The contractor must complete and deliver all components within 240 days from the contract signing date.
