กรมการจัดหางานมุ่งหมายพัฒนา “ระบบเรซูเม่แห่งชาติ” (Thai National Resume) เพื่อยกระดับบริการจัดหางานสู่ดิจิทัล แก้ไขปัญหาการขาดทักษะในการเขียนเรซูเม่ และเพิ่มโอกาสในการหางานของประชาชนทุกกลุ่มเป้าหมาย ระบบนี้จะทำหน้าที่เป็นศูนย์รวมข้อมูลรายบุคคลแบบดิจิทัล โดยเชื่อมโยงข้อมูลจากกรมการจัดหางานกับหน่วยงานภาครัฐที่เกี่ยวข้อง เช่น กระทรวงแรงงาน กระทรวงมหาดไทย และกระทรวงศึกษาธิการ เพื่อนำมาวิเคราะห์ตลาดแรงงานในมิติต่างๆ
โครงการมีวัตถุประสงค์หลัก 4 ประการ ได้แก่ 1) รวมศูนย์ข้อมูลรายบุคคลเพื่อการวิเคราะห์เชิงลึก 2) ช่วยให้นายจ้างค้นหา Resume ที่ตรงกับความต้องการได้อย่างเหมาะสม 3) พัฒนาระบบพิสูจน์ตัวตนแบบ Single Sign-On (SSO) สำหรับเข้าถึงบริการแบบ One-Stop Service และ 4) จัดทำข้อมูลประวัติส่วนบุคคลรูปแบบดิจิทัลเพื่อเพิ่มโอกาสมีงานทำ
ขอบเขตการดำเนินงานครอบคลุมการพัฒนาระบบซอฟต์แวร์ครบวงจร ตั้งแต่การวางแผนโครงการ วิเคราะห์และออกแบบระบบ (System Analysis and Design) การพัฒนา ติดตั้ง และทดสอบระบบ (Development, Installation, Testing) และการฝึกอบรมผู้ใช้งาน ผลงานที่ต้องส่งมอบประกอบด้วยเอกสารการออกแบบระบบ (SRS, Logical/Physical Design), Source Code, ระบบที่พัฒนาสำเร็จพร้อมการเชื่อมต่อ API, รายงานผลการทดสอบต่างๆ, คู่มือผู้ใช้และผู้ดูแลระบบ และแผนการบำรุงรักษา ระบบที่พัฒนาจะต้องเป็นไปตามข้อกำหนดด้าน Functional และ Non-Functional Requirements ที่ระบุในภาคผนวกของ TOR
The Department of Employment aims to develop a “National Resume System” (Thai National Resume) to digitalize employment services, address the lack of resume-writing skills, and increase job opportunities for all target groups. This system will serve as a centralized digital repository for individual data, linking information from the Department of Employment with related government agencies such as the Ministry of Labor and Ministry of Education for in-depth labor market analysis.
The project has four main objectives: 1) To centralize individual data for deep analysis, 2) To enable employers to find resumes that match their job requirements, 3) To develop a Single Sign-On (SSO) authentication system for accessing One-Stop Services, and 4) To create a digital personal history profile to increase employment opportunities.
The scope of work covers comprehensive software system development, including project planning, system analysis and design, development, installation, testing, and user training. Key deliverables include system design documents (SRS, Logical/Physical Design), Source Code, a fully developed system with API integrations, various test reports, user and administrator manuals, and a system maintenance plan. The developed system must comply with the Functional and Non-Functional Requirements specified in the TOR appendices.
