สำนักงานสถิติแห่งชาติ (สสช.) ในฐานะหน่วยงานหลักด้านข้อมูลสถิติของประเทศ ได้จัดทำโครงการสร้างความรับรู้ด้านดิจิทัลของประชาชนในระดับจังหวัดและอำเภอ พ.ศ. 2569 ขึ้น เพื่อแก้ไขปัญหาความเหลื่อมล้ำในการเข้าถึงเทคโนโลยีดิจิทัลและข้อมูล และขับเคลื่อนสังคมฐานข้อมูล (Data-Driven Society) อย่างแท้จริง
โครงการนี้มุ่งเน้นการพัฒนาความรู้และทักษะที่จำเป็นสองด้านหลักให้กับประชาชน ได้แก่ (1) การรู้เท่าทันดิจิทัล (Digital Literacy) และ (2) การรู้และใช้ข้อมูล (Data Literacy) โดยมีวัตถุประสงค์เพื่อให้ประชาชนสามารถเข้าถึง เข้าใจ และนำเทคโนโลยีดิจิทัลมาประยุกต์ใช้ในการวิเคราะห์ข้อมูล ตัดสินใจบนพื้นฐานข้อเท็จจริง และสร้างมูลค่าเพิ่มทางเศรษฐกิจและสังคมได้อย่างยั่งยืน
ขอบเขตงานครอบคลุมการดำเนินการในระดับพื้นที่ทั่วประเทศ โดยผู้รับจ้างจะต้องรับผิดชอบในการออกแบบและพัฒนาหลักสูตรการเรียนรู้ที่สอดคล้องกับความต้องการของกลุ่มเป้าหมายหลากหลาย จัดฝึกอบรมเชิงปฏิบัติการทั้งแบบออนไลน์และออนไลน์ผสม onsite สร้างและบริหารชุมชนออนไลน์เพื่อแลกเปลี่ยนเรียนรู้ ตลอดจนผลิตสื่อความรู้ในรูปแบบต่างๆ เช่น คลิปวิดีโอ อินโฟกราฟิก และคู่มืออิเล็กทรอนิกส์ เพื่อสร้างการรับรู้และเสริมสร้างการเรียนรู้อย่างต่อเนื่อง (Lifelong Learning) รวมถึงสนับสนุนการขับเคลื่อนนโยบายดิจิทัลจังหวัดและดิจิทัลอำเภอผ่านการทำงานร่วมกับเครือข่ายหน่วยงานในพื้นที่
The National Statistical Office (NSO), as the country’s primary statistical data agency, has initiated the “Project to Create Digital Awareness for the People at the Provincial and District Levels, Fiscal Year 2026” to address inequalities in access to digital technology and data, and to drive a genuine Data-Driven Society.
This project focuses on developing two essential sets of knowledge and skills for the public: (1) Digital Literacy and (2) Data Literacy. The objectives are to enable the public to access, understand, and apply digital technology to analyze data, make decisions based on facts, and create sustainable economic and social value.
The scope of work involves nationwide implementation at the local level. The contractor will be responsible for designing and developing learning curricula tailored to diverse target groups, conducting training workshops (both online and hybrid online-onsite), creating and managing online communities for knowledge exchange, and producing various knowledge media such as video clips, infographics, and e-manuals to raise awareness and promote continuous (Lifelong) learning. The project also aims to support the provincial and district digital policy initiatives through collaboration with local network agencies.
