โครงการพัฒนาแพลตฟอร์มการตรวจเงินแผ่นดินเป็นโครงการที่สำนักงานการตรวจเงินแผ่นดิน (สตง.) ดำเนินการเพื่อสนับสนุนนโยบายการตรวจเงินแผ่นดินและเป้าหมายการนำระบบดิจิทัลมาใช้เพื่อเพิ่มประสิทธิภาพ ความโปร่งใส และลดโอกาสการทุจริต โครงการนี้มีวัตถุประสงค์เพื่อพัฒนาแพลตฟอร์มที่ช่วยบูรณาการการตรวจเงินแผ่นดินให้มีประสิทธิภาพมากขึ้น และเชื่อมโยงข้อมูลจากระบบสารสนเทศ e-Audit, แพลตฟอร์มออนไลน์เพื่อการมีส่วนร่วมของประชาชน รวมถึงระบบงานอื่นๆ ที่เกี่ยวข้องในการดูแลรักษาเงินแผ่นดินและทรัพย์สินของรัฐ
ขอบเขตงานครอบคลุมกระบวนการพัฒนาระบบ IT อย่างสมบูรณ์ เริ่มตั้งแต่การวางแผนโครงการ การศึกษาวิเคราะห์ความต้องการใช้งานจากผู้ใช้จริง การออกแบบสถาปัตยกรรมระบบ (รวมถึงสถาปัตยกรรมความมั่นคงปลอดภัยและระบบสำรองข้อมูล) ไปจนถึงการพัฒนาและติดตั้งระบบแพลตฟอร์มที่ประกอบด้วย 13 ระบบย่อย เช่น ระบบพอร์ทัล (Portal), ระบบวิเคราะห์ข้อมูลรายงานการเงิน, ระบบเสริมสร้างวินัยการเงินการคลัง (FFDA), ระบบเปิดเผยข้อมูล (e-Media), ระบบติดตามเอกสาร (e-Tracking) และระบบที่ใช้เทคโนโลยีปัญญาประดิษฐ์ (AI) ในการสำรวจ ประเมิน และวิเคราะห์ข้อมูล
นอกจากงานพัฒนาซอฟต์แวร์แล้ว โครงการยังรวมถึงการจัดหา ครุภัณฑ์คอมพิวเตอร์แม่ข่าย, อุปกรณ์จัดเก็บข้อมูล (NAS), อุปกรณ์เครือข่าย (L3 Switch), เครื่องสำรองไฟฟ้า (UPS), ซอฟต์แวร์ระบบจัดการฐานข้อมูล (RDBMS) และใบรับรองความปลอดภัย SSL การดำเนินงานยังครอบคลุมการโอนย้ายข้อมูลจากระบบเดิม, การทดสอบระบบหลากหลายรูปแบบ (Unit Test, Integration Test, Load/Stress Test, Penetration Test, User Acceptance Test), การจัดฝึกอบรมผู้ใช้ และการจัดทำคู่มือการใช้งาน ผู้รับจ้างต้องมีทีมงานที่ประกอบด้วยบุคลากรผู้เชี่ยวชาญจำนวน 38 ตำแหน่งในสาขาต่างๆ ตามข้อกำหนดที่เข้มงวด และต้องให้บริการบำรุงรักษาระบบหลังการส่งมอบเป็นเวลา 1 ปี
The Government Audit Platform Development Project by the State Audit Office of Thailand (SAO) is a large-scale information technology system development project aimed at enhancing the integration and efficiency of audit operations. It focuses on linking key information systems, including the e-Audit system, public participation platforms, and other related systems. The primary objectives are to develop an integrated audit platform and to connect audit data from these various systems for better oversight of state funds and assets.
The scope of work encompasses the complete IT system development lifecycle. This includes project planning, user requirement analysis and gathering, system architecture design (covering security, backup, and recovery), and the development and installation of a platform consisting of 13 core subsystems. These subsystems include a Portal system, financial report analysis system, Fiscal and Financial Discipline Assessment (FFDA) system, electronic disclosure system for media (e-Media), document tracking system (e-Tracking), and systems utilizing Artificial Intelligence (AI) for data exploration, assessment, and analysis.
In addition to software development, the project involves the procurement and installation of hardware such as application servers, database servers, high-performance computing servers, Network Attached Storage (NAS) devices, network switches (L3 Switch), Uninterruptible Power Supplies (UPS), a Relational Database Management System (RDBMS) software, and an SSL Certificate. The work also includes data migration from legacy systems, comprehensive system testing (Unit, Integration, Load/Stress, Penetration, and User Acceptance Testing), user training, and manual preparation. The contractor must provide a skilled team of 38 personnel across various specializations as per strict requirements and must offer a 1-year post-delivery warranty and maintenance service.
