การไฟฟ้าส่วนภูมิภาคสาขาบ้านลาด ประสงค์จ้างเหมาบุคคลภายนอกเพื่อปฏิบัติงานเกี่ยวกับมิเตอร์ในกรณีงดจ่ายไฟ (Disconnect) สำหรับผู้ใช้ไฟฟ้ารายย่อยที่ค้างชำระค่าไฟฟ้า งานหลักประกอบด้วยการปลดสายเทอร์มินอล การตัดกลับหรือถอดมิเตอร์ การต่อสายเทอร์มินอล และการต่อกลับหรือติดตั้งมิเตอร์คืน ทั้งสำหรับมิเตอร์แรงต่ำ 1 เฟสและ 3 เฟส ในเขตพื้นที่ระบบจำหน่ายของการไฟฟ้าส่วนภูมิภาคสาขาบ้านลาด นอกจากนี้ ผู้รับจ้างยังมีหน้าที่ดำเนินการจัดทำและบันทึกข้อมูลใบขอผ่อนผันการงดจ่ายไฟ (ครั้งที่ 1 และ 2) ตามหลักเกณฑ์ของคณะกรรมการกำกับกิจการพลังงาน (กกพ.) และมาตรฐานสัญญาการให้บริการผู้ใช้ไฟฟ้ารายย่อย
งานนี้มีปริมาณงานประมาณปีละ 31,292 ราย โดยแบ่งเป็นกิจกรรมต่าง ๆ เช่น ปลดสายเทอร์มินอล 6,520 ราย, ตัดกลับมิเตอร์ 3,020 ราย, ต่อสายเทอร์มินอล 6,520 ราย, ต่อกลับมิเตอร์ 3,020 ราย และจัดทำใบผ่อนผัน 12,212 ราย ผู้รับจ้างต้องใช้ระบบงานงดจ่ายไฟ DMSx 4.0 ผ่านสมาร์ทโฟนในการบันทึกข้อมูล ถ่ายภาพหลักฐาน และส่งมอบงานรายวัน การคัดเลือกผู้รับจ้างจะใช้วิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) โดยพิจารณาจากราคารวมต่ำสุด
The Provincial Electricity Authority (PEA), Ban Lad Branch, intends to hire an external contractor to perform meter-related work for electricity disconnection (cut-off) for residential customers. The core scope of work includes disconnecting terminal wires, removing meters (cutting back), reconnecting terminal wires, and reinstalling meters for both single-phase and three-phase low-voltage meters within the branch’s service area. Additionally, the contractor is responsible for processing and documenting customer requests for disconnection deferrals, in strict compliance with PEA regulations and the Energy Regulatory Commission (ERC) standards.
The estimated annual workload is approximately 31,292 cases, divided into activities such as terminal wire disconnection (6,520 cases), meter removal (3,020 cases), terminal wire reconnection (6,520 cases), meter reinstallation (3,020 cases), and deferral documentation (12,212 cases). The contractor must utilize the DMSx 4.0 disconnection management system via smartphones for data recording, photographic evidence, and daily work reporting. The contractor selection will be conducted through electronic bidding (e-bidding), with the winner determined based on the lowest total price.
