การนิคมอุตสาหกรรมแห่งประเทศไทย (กนอ.) เปิดประมูลโครงการพัฒนาระบบสนับสนุนการเฝ้าระวังคุณภาพสิ่งแวดล้อมและความปลอดภัยเพื่อเพิ่มประสิทธิภาพการทำงานของศูนย์เฝ้าระวังสิ่งแวดล้อมและความปลอดภัย (ศสป.) ระบบเดิมที่ใช้อยู่มีความซับซ้อน ล้าสมัย และไม่สามารถบริหารจัดการข้อมูลได้อย่างมีประสิทธิภาพเพียงพอ
โครงการนี้มีวัตถุประสงค์เพื่อพัฒนาระบบสารสนเทศใหม่สำหรับการเฝ้าระวังคุณภาพสิ่งแวดล้อมและความปลอดภัยอาชีวอนามัย รวมถึงการบริหารจัดการเหตุการณ์ภาวะฉุกเฉินภายในพื้นที่นิคมอุตสาหกรรมและท่าเรืออุตสาหกรรม โดยจะบูรณาการข้อมูลจากระบบต่างๆ ของ กนอ. เช่น ระบบเฝ้าระวังคุณภาพสิ่งแวดล้อม (e-Monitoring) และระบบฐานข้อมูลสนับสนุนการระงับเหตุ (DSS) เข้าด้วยกัน และนำเทคโนโลยี AI มาช่วยในการจัดการข้อมูลและสนับสนุนการตัดสินใจของผู้บริหาร
ขอบเขตงานหลักประกอบด้วยการพัฒนาระบบใหม่ให้มีลักษณะเป็นศูนย์กลาง (Centralized System) ที่ทันสมัย ใช้งานง่าย รองรับการทำงานบนอุปกรณ์ที่หลากหลาย (Responsive Design) และสามารถเชื่อมโยงกับระบบภายนอกที่เกี่ยวข้อง เช่น ระบบ CCTV ของสำนักงานนิคมอุตสาหกรรมทั่วประเทศ รวมถึงต้องรองรับการบริหารจัดการเหตุการณ์ภาวะฉุกเฉินและการเชื่อมต่อกับศูนย์ปฏิบัติการย่อย (Hub) ได้อย่างมีประสิทธิภาพ
The Industrial Estate Authority of Thailand (IEAT) is bidding for a project to develop an Environmental and Safety Quality Monitoring Support System. The project aims to enhance the operational efficiency of the Environmental and Safety Monitoring Center (ESMC). The current systems are complex, outdated, and insufficient for effective data management.
The objective is to develop a new information system for monitoring environmental quality, occupational health and safety, and managing emergency incidents within industrial estates and industrial ports. The new system will integrate data from existing IEAT systems, such as the e-Monitoring system and the Decision Support System (DSS), and leverage Artificial Intelligence (AI) technology for data management and executive decision support.
The core scope of work involves developing a modern, user-friendly, centralized system with responsive design for use on various devices (PCs, laptops, smartphones, tablets). The system must support emergency event management, integrate with external related systems like nationwide industrial estate CCTV networks, and connect with subsidiary operation centers (Hubs).
