General material and packing instructions
Additional to the general instructions, the following shall be observed:

These specifications cover instrument transformers, for L.V. and H.V. system up to 33 kV 50 Hz.
Standard
Instrument transformers shall be manufactured and tested in accordance with the latest edition of the
following standard:
International Electrotechnical Commission (IEC)
IEC 60044-1 Instrument transformers - Part 1: Current transformers
IEC 60044-2
Instrument transformers - Part 2 : Inductive voltage transformers
and all other relevant IEC standards, unless otherwise specified in these specifications.
PEA will remain to accept the type tests report which was carried out according to previous
standard/edition for a period of three (3) years after the publishing of the latest standard/edition.
Principal requirement
General
Instrument transformers shall be suitable for metering only; and the terminal cover of secondary
side shall be sealable.

Service conditions and installation
II
a) L.V. instrument transformers shall be designed and constructed for outdoor installation on poles
with additional protection by metal cabinets (provided by PEA).
b) H.V. instrument transformers shall be designed and constructed for outdoor installation.
L.V. and H.V. instrument transformers shall withstand the following installation conditions:

H.V. instrument transformers shall be oil type or dry type. In case of dry type, the H.V. instrument
transformer shall be either butyl molded, epoxy molded, or black polyurethane molded. All three
molded types shall be single piece designed and suitable for withstanding rough handing during
transportation and installation. In addition molded epoxy construction which is offered shall be
constructed from cycloaliphatic epoxy resins only.
H.V. current transformers having double-bushing insulated design shall not be accepted.
Primary terminals and primary connectors
The primary terminals of the H.V. current transformers shall be terminal pads or equipped with
auxiliary terminal pads. The terminal pads shall be of high conductivity bronze and hot-tin dipped, or
better, and drilled in accordance with NEMA Standards [14 mm (9/16”) holes on 44.5 mm (1 3/4”)
centers.

The connectors of the H.V. current transformers shall be compression type of aluminium, and
designed suitable for use with aluminium conductor (see C3 Schedule of detailed requirement) and the
terminal pads. Each hole of the connectors shall be fumished with one (1) bolt, one (1) nut, two (2)
flat washers and one (1) spring lock washer of stainless steel or better.
The primary terminals of the H.V. voltage transformers shall be fumished with solderless clamp type connectors for aluminium conductor diameter of 9.0 mm (sizes 50 mm).
Secondary terminals and secondary connectors
The secondary terminals of the H.V. instrument transformers shall be threaded stud type, M6, with 1/4
inch-20 UNC or equivalent, detail of the terminals shall be according to Figure 1 of Drawing No.
SA4-015/48001. Each terminal stud shall be fumished with one (1) connector, one (1) nut, two (2)
flat washers, and one (1) spring lock washer.
The secondary bush&bolt type terminals as mentioned in Figure 2 of Drawing No. SA4-015/48001; each
hole shall be fumished with one (1) connector, one (1) bolt of M6, two (2) flat washers, and one (1)
spring lock washer; can be accepted.
The connectors of the H.V. instrument transformers shall be compression type of copper with tin plate, and designed suitable for use with the copper conductor diameter of 1.9 mm (size 2.5 mm) and the
secondary terminals.
The secondary terminals of L.V. current transformers shall be made of high conductivity bronze or
brass, with tin or nickel plating, and designed suitable for use with the copper conductor diameter of 1.9 mm (size 2.5 mm).

The secondary terminal boxes of the H.V. instrument transformers shall be weatherproof type,
mounted at the bottom level of the instrument transformers. The dimension of the terminal boxes shall
not be less than 57.2 mm (2 1/4") wide and 114.3 mm (4 1/2”) long, and the cover of the terminal
boxes shall be held by four (4) noncorrosive thumbscrews which are drilled to accommodate the seal
wire. The terminal boxes shall have two (2) openings with conduit fittings for 1-inch IPS conduit
connection, and one (1) piece of 1-inch IPS galvanized steel plug shall be supplied.

Each terminal of H.V. and L.V. current transformers shall be marked legibly and durably, as follows:

The inscription on nameplate shall be English, according to Standard, and marked with two (2)

   Each L.V. instrument transformer shall be packed in a suitable package. The packages of the same
   item shall be seaworthy packed in wooden case(s).
   Two (2) H.V. instrument transformers shall be seaworthy packed in an export crate or a wooden case.
   The crate or wooden case shall be designed to be movable by a forklift in such a manner that the
   truck’s forks can be inserted at any side of the bottom of the crate or wooden case.
   Each crate or wooden case shall be strong enough for stacking over with at least another one.
   If the crate or wooden case is made of rubber wood (Yang-para or Hevea brasiliensis), the wooden
   parts shall be treated with wood preservative.
   The details of wood treatment shall be described.
   Plastic foam shall not be accepted.

   Tests and test reports

   The instrument transformers shall be passed the manufacturer’s standard routine tests, and also passed
   the routine tests in accordance with the latest IEC standards.
   The following type tests in accordance with the latest IEC 60044-1 shall be made on only one (1)
   current transformer of identical units:

6. Wet test for outdoor type transformer
7. Determination of errors
   The type tests shall be conducted by the acknowledged independent testing laboratories.
   The bidders have to submit the type test reports with the bid or within fifteen (15) calendar days of the
   bid closing date. The Item offered without submitting the type test reports shall be rejected.
   The bidder may submit type test report of the same type and same rated voltage current transformers
   have higher current ratio for the proposed current transformers for PEA consideration. See ANNEX :

    ANNEX
    CONSIDERATION OF TYPE TEST REPORT OF CURRENT TRANSFORMERS
    The bidder may submit type test report of the same type and same rated voltage current transformers have
    higher current ratio for the proposed current transformers for PEA consideration, on condition that value of
    current density and ampere-turns of primary winding of the proposed current transformers shall not be more
    than the current transformer of the submitted test report.
    In this case, the bidder shall submit the additional information of the proposed and tested current transformers
    as shown in Table 1 and the necessary information in order to show that the type test report can prove the
    performance of the proposed current transformers.

The contractor shall submit all routine test reports to PEA’s acceptance committee and the Electrical Equipment
Testing Division before shipment/delivery for each delivery lot of the current transformer and/or voltage
transformer as follows:
One (1) set of hard copy shall be sent to PEA’s acceptance committee.
One (1) set of soft copy (.pdf) shall be sent to the Electrical Equipment Testing Division.
A.2 Acceptance tests
The sample of instrument transformers shall pass the acceptance tests as follows:

The current transformers shall pass the acceptance tests in accordance with IEC 61869-2: 2012 or later

For the acceptance tests, the number of samples should be randomly selected from each instrument
transformer delivery lot by PEA’s acceptance committee, as shown in Table A.1.
PEA reserves the right to send representatives to witness the test and select laboratories for conducting
acceptance tests, whether by PEA’s laboratory, independent laboratory, or the manufacturer’s laboratories

(1) กรณีที่เป็นอุปกรณ์ที่การไฟฟ้าส่วนภูมิภาคสํานักงานใหญ่ โดยฝ่ายจัดหา หรือฝ่ายงานสถานีไฟฟ้า หรือ ฝ่ายงานระบบไฟฟ้า เคยรับไว้ใช้งานจากการจัดซื้อ จัดจ้าง หรืองานจ้างก่อสร้างแล้ว ผู้ยื่นข้อเสนอสามารถ ยื่นสําเนาหนังสือสั่งซื้อ/จ้าง (Purchase order) หรือสําเนาหนังสือสัญญาจ้างก่อสร้างพร้อมบัญชีแสดง ปริมาณวัสดุ (Bill of Quantities: BOQ) ที่ออกโดยการไฟฟ้าส่วนภูมิภาค แทนได้ หรือ

All items of the type or design tests shall be conducted or inspected by the acknowledged testing
laboratories/institutes as following:
(1) Laboratories/institutes which are members of the Short-circuit Testing Liaison (STL) or independent laboratories/institutes which are accredited according to TIS 17025 or ISO/IEC 17025 with the scope of
accreditation covered the relevant test items, standards and equipment. The certification and scope of
accreditation of the independent laboratories/institutes shall be submitted with the bid for consideration.
(2) Thailand’s national laboratories, institutes, universities and electric utilities, as follows:

equipment, PEA will accept type or design test reports conducted by the manufacturer’s laboratory or other
independent laboratories without qualification mentioned in (1) or (2). Documents showing the
manufacturer’s experience such as reference list shall be submitted with the bid for consideration.

The bidders or manufacturers who prefer to carry out the type or design tests of the proposed equipment by
the laboratories or by the manufacturer themselves without the qualification mentioned above, the detail of
the test facilities of the laboratories or the manufacturer shall be submitted to PEA for approval before
proceeding the tests and before the bid closing date. PEA reserves the right to send representatives to inspect
and witness the tests with the cost of the bidders or manufacturers.
The type or design test reports done by the laboratories in Thailand or local manufacturers shall be valid
within five (5) years counted from the issued date in the test report to the bid closing date.

   เงื่อนไขทั่วไปประกอบการจัดซื้อพัสดุ
   ผู้ยื่นข้อเสนอ จะต้องปฏิบัติตามเงื่อนไขประกอบการจัดซื้อพัสดุดังนี้
   ข้อ ๑ “ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารทางเทคนิค เช่น แค็ตตาล็อก แบบรูป (Drawings) รายงาน ผลการทดสอบเฉพาะแบบ (Type test reports) และเอกสารอื่นๆ ตามที่ได้ระบุไว้ในรายละเอียดสเปค (Specification) ให้ครบถ้วนพร้อมกับการยื่นข้อเสนอ โดยเอกสารทางเทคนิคดังกล่าวจะต้องเป็นภาพสีเหมือนกับเอกสาร
   ต้นฉบับ หากผู้ยื่นข้อเสนอยื่นเสนอเอกสารเป็นภาพขาวดํา การไฟฟ้าส่วนภูมิภาคมีสิทธิร้องขอเอกสารภาพสี เพื่อเปรียบเทียบกับเอกสารภาพขาวดําที่เสนอมา และต้องเป็นภาษาไทยหรือภาษาอังกฤษ กรณีเป็นภาษาอื่น นอกเหนือจากข้างต้น ต้องแปลเป็นภาษาไทยหรือภาษาอังกฤษเท่านั้น สําหรับเอกสารทางเทคนิคที่ผู้อื่น ข้อเสนอโดยวิธีคัดเลือกจะต้องกรอกรายละเอียดโดยวิธีการพิมพ์เท่านั้น การไฟฟ้าส่วนภูมิภาคมีสิทธิที่จะไม่รับ พิจารณาผู้ยื่นข้อเสนอที่ยื่นเอกสารทางเทคนิคไม่ครบถ้วน หรือไม่เป็นไปตามที่ระบุข้างต้น
   ข้อ ๒ การไฟฟ้าส่วนภูมิภาคจะพิจารณาเฉพาะเอกสารทางเทคนิค เช่น แค็ตตาล็อก แบบรูป (Drawings) รายงานผลการทดสอบเฉพาะแบบ (Type test reports) หรือเอกสารอื่นๆ ที่ระบุผลิตภัณฑ์ เป็นแบบ (Type) หรือเป็นรุ่น (Model) ที่ตรงกับที่ผู้ยื่นข้อเสนอระบุไว้ในรายการที่เสนอราคาเท่านั้น เว้นแต่ รายละเอียดสเปค (Specification) ระบุความต้องการเอกสารทางเทคนิคไว้เป็นอย่างอื่น
   ข้อ ๓ กรณีผู้ยื่นข้อเสนอ เสนอผลิตภัณฑ์ที่เป็นเซอร์กิตเบรกเกอร์ สวิตซ์ และอุปกรณ์ตัดตอนในระบบ จําหน่าย ผู้ยื่นข้อเสนอจะต้องดําเนินการ ดังนี้
   ๓.๑ เซอร์กิตเบรกเกอร์ ที่จะจัดซื้อตั้งแต่ระบบ ๒๒ KV ขึ้นไป จะต้องมีคุณสมบัติเป็นไปตาม รายละเอียดสเปค (Specifications) ของการไฟฟ้าส่วนภูมิภาค และต้องมีคุณสมบัติข้อใดข้อหนึ่ง ดังนี้
   ๓.๑.๑
   ผลิตโดยผู้ผลิตที่มีประสบการณ์ในการผลิตอุปกรณ์ประเภทดังกล่าวมาแล้ว
   ไม่น้อยกว่า ๓ ปี และต้องเคยติดตั้งใช้งานโดยไม่มีปัญหาในสถานีไฟฟ้าของภาครัฐ และ/หรือเอกชนในประเทศ ที่เชื่อถือได้ มาแล้วไม่น้อยกว่า ๑ แห่ง เว้นแต่รายละเอียดสเปค (Specification) ระบุความต้องการ ประสบการณ์ในการผลิต และ/หรือการติดตั้งใช้งานไว้เป็นอย่างอื่น ให้ถือประสบการณ์ในการผลิต และ/หรือ การติดตั้งใช้งานที่กําหนดไว้ในรายละเอียดสเปค โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นเอกสารแสดงประวัติการ ขาย (Reference List) หรือ หนังสือรับรองจากลูกค้า มาพร้อมกับการยื่นข้อเสนอ หรือ
   ๓.๑.๒ เป็นผลิตภัณฑ์ที่ผ่านการขึ้นทะเบียนกับการไฟฟ้าส่วนภูมิภาคแล้ว ได้แก่ การขึ้นทะเบียน PEA Product Acceptance หรือ PEA Product List หรือการขึ้นทะเบียนอื่นๆ ที่ การไฟฟ้า ส่วนภูมิภาคกําหนด โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นหนังสือรับรองการขึ้นทะเบียนที่ยังไม่หมดอายุ มา พร้อมกับการยื่นข้อเสนอ หรือ
   ๓.๑.๓ เป็นผลิตภัณฑ์ที่ผ่านการทดลองติดตั้งใช้งานในระบบของการไฟฟ้าส่วนภูมิภาค สํานักงานใหญ่แล้ว โดยกรณีนี้ ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารรับรองการผ่านการทดลองติดตั้งใช้งานจากการ ไฟฟ้าส่วนภูมิภาค มาพร้อมกับการยื่นข้อเสนอ

   ๓.๒ สวิตช์ และอุปกรณ์ตัดตอนในระบบจําหน่ายที่จะจัดซื้อ ตั้งแต่ระบบ ๒๒ K ขึ้นไป ulйn Dropout fuse cutout, Disconnecting switches, Air break switches, Remote controlled switches (SF, gas load break switches). Automatic switching equipment for switching power capacitor bank และ Recloser จะต้องมีคุณสมบัติเป็นไปตามรายละเอียดสเปค (Specifications) ของการไฟฟ้าส่วนภูมิภาค และต้องมีคุณสมบัติข้อใดข้อหนึ่ง ดังนี้

   ๓.๒.๑ ผลิตโดยผู้ผลิตที่มีประสบการณ์ในการผลิตอุปกรณ์ประเภทดังกล่าวมาแล้ว ไม่ น้อยกว่า ๓ ปี และต้องเคยติดตั้งใช้งานในระบบจําหน่ายมาแล้วไม่น้อยกว่า ๔๐๐ ชุด เว้นแต่รายละเอียดสเปค (Specification) ระบุความต้องการประสบการณ์ในการผลิต และ/หรือการติดตั้งใช้งานไว้เป็นอย่างอื่น ให้ถือ ประสบการณ์ในการผลิต และ/หรือการติดตั้งใช้งานที่กําหนดไว้ในรายละเอียดสเปค โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นเอกสารแสดงประวัติการขาย (Reference List) หรือ หนังสือรับรองจากลูกค้า มาพร้อมกับการยื่น
   ข้อเสนอ หรือ
   ๓.๒.๒ เป็นผลิตภัณฑ์ที่ผ่านการขึ้นทะเบียนกับการไฟฟ้าส่วนภูมิภาคแล้ว ได้แก่ การขึ้นทะเบียน PEA Product Acceptance หรือ PEA Product List หรือการขึ้นทะเบียนอื่นๆ ที่การไฟฟ้า ส่วนภูมิภาคกําหนด โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นหนังสือรับรองการขึ้นทะเบียนที่ยังไม่หมดอายุ มา พร้อมกับการยื่นข้อเสนอ หรือ
   ๓.๒.๓ เป็นผลิตภัณฑ์ที่ผ่านการทดลองติดตั้งใช้งานในระบบของการไฟฟ้าส่วนภูมิภาค สํานักงานใหญ่แล้ว โดยกรณีนี้ ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารรับรองการผ่านการทดลองติดตั้งใช้งานจากการ ไฟฟ้าส่วนภูมิภาคมาพร้อมกับการยื่นข้อเสนอ
   ๓.๓ ผู้ยื่นข้อเสนอสามารถเสนอขายเซอร์กิตเบรกเกอร์ สวิตซ์หรืออุปกรณ์ตัดตอนในระบบ จําหน่าย จากผู้ผลิตที่ไม่มีคุณสมบัติตามที่ระบุไว้ในข้อ ๓.๑ หรือ ๓.๒ ดังกล่าวได้ แต่ต้องเป็นผู้ที่ผลิตภายใต้ ใบอนุญาต (License) และจะต้องประทับตราเครื่องหมายการค้า (Brand-Name or Trade-mark) เดิมของ ผู้ให้ใบอนุญาตบนพัสดุ โดยผู้ให้ใบอนุญาต (Licensor) จะต้องมีคุณสมบัติตามข้อ ๓.๑.๑ หรือ ๓.๒.๑ แล้วแต่
   กรณี
   โดยกรณีนี้ผู้ผลิตภายใต้ใบอนุญาตจะต้องทําการทดสอบเฉพาะแบบ (Design or Type
   tests) เซอร์กิตเบรกเกอร์ สวิตซ์ หรืออุปกรณ์ตัดตอนในระบบจําหน่ายตามมาตรฐานที่กําหนดไว้ใน รายละเอียดสเปค (Specification) ใหม่ทั้งหมด
   ทั้งนี้ ผู้ยื่นข้อเสนอต้องยื่นใบอนุญาต (License) ที่ยังไม่หมดอายุ มาพร้อมกับเอกสารแสดง ประวัติการขาย (Reference List) หรือ หนังสือรับรองจากลูกค้า ของผู้ให้ใบอนุญาต (Licensor) มาพร้อมกับ การยื่นข้อเสนอ
   ๓.๔ หากผู้ยื่นข้อเสนอ เสนอรายละเอียดไม่เป็นไปตามข้อ ๓.๑,๓.๒ และ ๓.๓ ข้างต้น การไฟฟ้าส่วนภูมิภาคสงวนสิทธิที่จะไม่จัดซื้อ

   ข้อ ๔ กรณีที่อุปกรณ์ไฟฟ้าหลักสําหรับติดตั้งใช้งานในระบบสายส่ง ๑๑๕ KV และระบบจําหน่าย ๒๒ KV และ ๓๓ kV อันได้แก่ หม้อแปลงไฟฟ้า รีโคลสเซอร์ เซอร์กิตเบรกเกอร์ อุปกรณ์ป้องกัน สวิตซ์ อุปกรณ์ตัดตอน ลูกถ้วยไฟฟ้า สายไฟฟ้า หม้อแปลงกระแส (Current transformers) หม้อแปลงแรงดัน (Voltage transformers) รวมถึงมิเตอร์สําหรับวัดพลังงานไฟฟ้า ผลิตภัณฑ์ใดก็ตามที่ การไฟฟ้าส่วนภูมิภาค จัดซื้อในแต่ ละสัญญา และติดตั้งใช้งานภายในระยะเวลา ๒ ปี นับจากวันที่ การไฟฟ้าส่วนภูมิภาค มีหนังสือแจ้งผลการตรวจ รับงวดสุดท้าย หรือภายในระยะเวลาอื่นตามที่รายละเอียดสเปค (Specification) กําหนด มีสถิติการชํารุดอัน เนื่องมาจากคุณภาพของผลิตภัณฑ์ เกินกว่าเกณฑ์ที่กําหนดไว้ในรายละเอียดสเปค (Specification) หรือกําหนด ไว้ในเงื่อนไขอื่นๆ ในขอบเขตของงาน (TOR) หรือกําหนดไว้ในสัญญาจัดซื้อ การไฟฟ้าส่วนภูมิภาคจะตัดสิทธิการ เสนอราคาผลิตภัณฑ์รุ่น (Model) / แคตตาล็อค (Catalogue No.) ดังกล่าว และจะไม่จัดซื้อเป็นการชั่วคราว ทั้งในระหว่างการพิจารณาจัดซื้อ และที่จะประกาศจัดซื้อใหม่จนกว่าผู้ผลิตหรือ ผู้แทนจําหน่ายผลิตภัณฑ์นั้นๆ จะส่งแผนการปรับปรุงคุณภาพผลิตภัณฑ์ และดําเนินการแก้ไขให้เป็นที่ยอมรับหรือได้รับการถอดถอนออกจาก
   บัญชีรายชื่อผลิตภัณฑ์ที่ต้องปรับปรุงคุณภาพจากการไฟฟ้าส่วนภูมิภาคแล้ว และต้องพ้นกําหนดระยะเวลา 5 เดือน นับจากวันที่ การไฟฟ้าส่วนภูมิภาค มีหนังสือแจ้งตัดสิทธิการเสนอราคาผลิตภัณฑ์ดังกล่าวด้วย
   ทั้งนี้ เงื่อนไขดังกล่าวจะไม่มีผลใช้บังคับย้อนหลังไปถึงการจัดซื้อที่ยังไม่มีเงื่อนไขนี้กําหนดไว้
   ข้อ ๕ กรณีการจัดซื้ออุปกรณ์ไฟฟ้าหลักสําหรับติดตั้งใช้งานในระบบสายส่ง ๑๑๕ kV และระบบ จําหน่าย ๒๒ kV และ ๓๓ kV อันได้แก่ หม้อแปลงไฟฟ้า รีโคลสเซอร์ เซอร์กิตเบรกเกอร์ อุปกรณ์ป้องกัน สวิตช์ อุปกรณ์ตัดตอน ลูกถ้วยไฟฟ้า สายไฟฟ้า หม้อแปลงกระแส (Current transformers) หม้อแปลงแรงดัน (Voltage transformers) รวมถึง มิเตอร์สําหรับวัดพลังงานไฟฟ้า การไฟฟ้าส่วนภูมิภาคมีสิทธิที่จะส่ง เจ้าหน้าที่ของการไฟฟ้าส่วนภูมิภาค หรือผู้แทนที่ได้รับการแต่งตั้งจากการไฟฟ้าส่วนภูมิภาคเข้าไปตรวจสอบ กระบวนการผลิตและการควบคุมคุณภาพ ณ โรงงานผู้ผลิต ตามเงื่อนไขและข้อกําหนดของการไฟฟ้าส่วน ภูมิภาค ก่อนการส่งมอบ โดยการไฟฟ้าส่วนภูมิภาคจะเป็นผู้ออกค่าใช้จ่ายในการเดินทาง และเบี้ยเลี้ยงของ เจ้าหน้าที่ฯหรือค่าจ้างผู้แทนฯเท่านั้น ทั้งนี้ กรณีการจัดซื้อหม้อแปลงมีรายละเอียดและขั้นตอนที่ผู้ได้รับการ สั่งซื้อต้องปฏิบัติตามเอกสารแนบจํานวน ๒ แผ่น กรณีพัสดุหรืออุปกรณ์ที่เสนอข้างต้น หากได้รับการรับรอง ตาม PEA Product Acceptance ให้ดําเนินการตามข้อ 5
   ២
   ข้อ ๖ กรณีพัสดุที่จะจัดซื้อเป็นรายการที่ ได้รับการขึ้นทะเบียนตามกระบวนการ PEA Product Acceptance การไฟฟ้าส่วนภูมิภาคจะดําเนินการดังนี้
   ๖.๑ ในการพิจารณาทางเทคนิค หากผู้ยื่นเสนอ เสนอผลิตภัณฑ์ที่ได้รับการขึ้นทะเบียน ตาม กระบวนการ PEA Product Acceptance ที่ยังคงสถานะการขึ้นทะเบียน และไม่อยู่ระหว่างถูกพักใช้ ใบขึ้น ทะเบียนฯ ณ วันที่ยื่นเสนอราคา ให้แนบใบขึ้นทะเบียนฯ ของการไฟฟ้าส่วนภูมิภาค พร้อมเอกสาร ประกอบการเสนอราคาส่วนที่ ๒ โดยไม่ต้องยื่นเอกสาร แคตตาล็อกและ/แบบรูป แสดงรายละเอียด คุณลักษณะเฉพาะ ในกรณีที่ยื่นแคตตาล็อกฯ พร้อมใบขึ้นทะเบียนฯ ผู้เสนอราคาจะต้องจัดทําหนังสือยืนยัน เลือกเอกสารอย่างใดอย่างหนึ่งให้ การไฟฟ้าส่วนภูมิภาคทราบ
   ตาม
   ๖.๒ ในขั้นตอนการตรวจรับพัสดุที่จัดซื้อ หากพัสดุรายการใดได้รับการขึ้นทะเบียน กระบวนการ PEA Product Acceptance ที่ยังคงสถานะการขึ้นทะเบียน และไม่อยู่ระหว่างถูกพักใช้ ใบขึ้น

   ทะเบียนฯ โดยคู่สัญญาต้องทําการทดสอบประจําและทดสอบเพื่อการตรวจรับ (โดยมีหัวข้อการทดสอบตามที่ ระบุในสเปค) ที่โรงงานผู้ผลิต/หน่วยทดสอบที่การไฟฟ้าส่วนภูมิภาคยอมรับ และส่งผลทดสอบดังกล่าวให้การ ไฟฟ้าส่วนภูมิภาค ทั้งนี้ ให้ใช้ใบขึ้นทะเบียนฯ ที่คงสถานะ การขึ้นทะเบียน และไม่อยู่ระหว่างถูกพักใช้ใบขึ้น ทะเบียนฯ แทนการตรวจสอบการผลิตและการทดสอบ ณ โรงงานผู้ผลิต
   ภายหลังทําสัญญา หากพบว่าการขึ้นทะเบียนของการไฟฟ้าส่วนภูมิภาค สิ้นสถานะหรืออยู่ ระหว่างถูกพักใช้ใบขึ้นทะเบียน การไฟฟ้าส่วนภูมิภาคจะดําเนินการตรวจรับพัสดุดังกล่าวตามเงื่อนไข หัวข้อทดสอบตามที่ระบุในสเปค และวิธีการตรวจรับพัสดุ ของการไฟฟ้าส่วนภูมิภาคที่บังคับใช้อยู่ในปัจจุบัน
   ข้อ ๗ ผู้ชนะการเสนอราคาจะต้องแจ้งกําหนดวันส่งมอบพัสดุเป็นลายลักษณ์อักษรให้หน่วยงานจัดซื้อ และ/หรือ หน่วยงานที่จุดจัดส่งของการไฟฟ้าส่วนภูมิภาคทราบล่วงหน้าไม่น้อยกว่า ๓ วันทําการ เพื่อที่จะได้ กําหนดนัดวันตรวจรับต่อไปและจะต้องส่งมอบพัสดุภายในวันและเวลาทําการของหน่วยงาน
   ข้อ ๘ พัสดุที่การไฟฟ้าส่วนภูมิภาคกําหนดให้มีการทดสอบเพื่อการตรวจรับในหัวข้อที่เป็นการทดสอบ แบบทําลาย จนพัสดุไม่สามารถนํากลับมาใช้งานได้ คู่สัญญาจะต้องนําพัสดุใหม่มาทดแทนเพื่อให้ครบจํานวน ตามที่ระบุไว้ในสัญญาก่อนการไฟฟ้าส่วนภูมิภาครับมอบพัสดุไว้ใช้งาน โดยการไฟฟ้าส่วนภูมิภาคจะมีหนังสือ แจ้งให้ส่งของมาทดแทน ภายใน ๕ วันทําการนับจากวันที่ได้รับหนังสือแจ้ง หากคู่สัญญาไม่นํามาทดแทน ภายในเวลาที่กําหนด การไฟฟ้าส่วนภูมิภาคจะคิดค่าปรับกรณีส่งของล่าช้าในอัตราร้อยละ ๐.๒๐ ของมูลค่า พัสดุที่นํามาทดแทน และผู้ขายต้องรับพัสดุที่ทดสอบแล้วชํารุดคืนกลับไป ภายใน ๓๐ วัน หลังจากได้นําพัสดุ มาทดแทนให้การไฟฟ้าส่วนภูมิภาคแล้ว หากผู้ขายไม่ประสงค์จะรับพัสดุคืนให้ทําหนังสือแจ้งการไฟฟ้าส่วน ภูมิภาคทราบเพื่อที่จะดําเนินการต่อไป
   ข้อ ๔ การชําระราคาพัสดุที่ตกลงซื้อขายกันการไฟฟ้าส่วนภูมิภาคจะชําระภายในเวลา ๓๐ วัน นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้ทําการตรวจรับพัสดุที่คู่สัญญาส่งมอบถูกต้องเรียบร้อยแล้วในแต่ละงวด
   ข้อ ๑๐ ผู้ชนะการเสนอราคาจะต้องรับประกันความชํารุดบกพร่องอันเนื่องมาจากการใช้งานตามปกติ ของพัสดุเป็นเวลาไม่น้อยกว่า ๑ ปี นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว เว้นแต่
   ปูนซีเมนต์ปอร์ตแลนด์ประเภทเกิดแรงสูงเร็ว ต้องรับประกันคุณภาพเป็นเวลาไม่น้อย
   กว่า ๓๐ วัน นับถัดวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว
   ๑๐.๒ พัสดุประเภทดังต่อไปนี้ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๓ ปี เว้นแต่ รายละเอียดสเปค (Specification) กําหนดระยะเวลารับประกันคุณภาพไว้มากกว่า ๓ ปี นับถัดวันที่การไฟฟ้า ส่วนภูมิภาคได้รับมอบแล้ว ให้ถือระยะเวลารับประกันคุณภาพที่กําหนดไว้ในรายละเอียดสเปค
   หม้อแปลงไฟฟ้ากําลัง ที่สเปคกําหนดรายละเอียดให้เป็นไปตามมาตรฐาน
   มอก. ๓๘๔ หรือมาตรฐานฉบับอื่นที่สํานักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรม (สมอ.) กําหนดให้เป็นมาตรฐานผลิตภัณฑ์อุตสาหกรรมสําหรับหม้อแปลง ไฟฟ้ากําลัง

   พัสดุที่จะจัดซื้อเป็น Porcelain cable spacer with grip locks and High-Density Polyethylene (HDPE) cable spacers and snap-tie ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๕ ปี นับถัด จากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว

   system ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๕ ปี นับถัดวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว ยกเว้น Battery ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๒ ปี นับถัดวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบ

   ๑๐.๕ Electronic energy meters ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๕ ปี นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว
   ๑๐.๖ พัสดุนอกเหนือจากที่ระบุไว้ในข้อ ๑๐.๑ ถึง ๑๐.๕ หากรายละเอียดสเปค (Specification) มีการระบุระยะเวลารับประกันคุณภาพไว้เป็นอย่างอื่น ให้ถือระยะเวลารับประกันคุณภาพที่ ก้าหนดไว้ในรายละเอียดสเปค
   ถ้าพัสดุเกิดความบกพร่องเนื่องจากวัสดุและหรือฝีมือไม่ดี ต้องรีบจัดการแก้ไขหรือเปลี่ยนใหม่ ให้เรียบร้อยโดยไม่คิดมูลค่า ภายใน ๓๐ วัน นับถัดจากวันที่ได้รับแจ้งจากการไฟฟ้าส่วนภูมิภาค และหากความ บกพร่องดังกล่าวเป็นเหตุให้เกิดความเสียหายหรือเกิดอุบัติเหตุใดๆขึ้น ผู้ชนะการเสนอราคาจะต้องรับผิดชอบ ชดใช้ค่าเสียหายทั้งหมด ตามข้อกําหนดทั่วไป และ/หรือรายละเอียดสเปค (Specification) จะกําหนดไว้ โดย ไม่มีข้อโต้แย้งใดๆ
   ในกรณีที่ผู้ชนะการเสนอราคารับพัสดุไปแก้ไข หรือการไฟฟ้าส่วนภูมิภาคส่งมอบพัสดุให้ผู้
   ชนะการเสนอราคาไปดําเนินการแก้ไข และผู้ชนะการเสนอราคาส่งมอบพัสดุที่แก้ไขแล้วคืนเกินกําหนดเวลา
   ๓๐ วัน ผู้ชนะการเสนอราคาต้องขยายกําหนดเวลารับประกันความชํารุดบกพร่องเท่ากับจํานวนวันที่เกินจาก กําหนด ๓๐ วัน โดยนับต่อจากวันครบกําหนดเวลารับประกันเดิม สําหรับกรณีที่แก้ไขแล้วเสร็จพ้นกําหนดเวลา รับประกัน ให้ขยายกําหนดตามจํานวนวันที่เกินจากกําหนด ๓๐ วัน โดยนับต่อจากวันส่งมอบพัสดุที่แก้ไขเสร็จ เรียบร้อย แล้วแต่กรณี และยอมให้การไฟฟ้าส่วนภูมิภาคปรับเป็นรายวันในอัตรา ร้อยละ ๐.๐๔๑๐๙ ของ ราคาพัสดุรวมภาษีมูลค่าเพิ่ม ที่แก้ไขเกินกําหนด
   ข้อ ๑๑ โครงการจัดซื้อจัดจ้างที่มีวงเงินตั้งแต่ ๓๐๐ ล้านบาทขึ้นไป (ตามประกาศคณะกรรมการ ความร่วมมือป้องกันการทุจริต เรื่อง มาตรฐานขั้นต่ําของนโยบายและแนวทางป้องกันการทุจริตในการจัดซื้อ จัดจ้างที่ผู้ประกอบการ ต้องจัดให้มี ตามมาตรา ๑๙ แห่งพระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุ ภาครัฐ พ.ศ. ๒๕๖๐) ผู้เข้าร่วมการเสนอราคาจะต้องมีนโยบายและแนวทางการป้องกันการทุจริตในการจัดซื้อ จัดจ้าง พร้อมทั้ง ต้องแนบเอกสารหลักฐาน และแบบตรวจสอบข้อมูลของผู้ประกอบการที่จะเข้าร่วมการเสนอ ราคาในโครงการที่มีวงเงินตั้งแต่ ๓๐๐ ล้านบาทขึ้นไป ประกอบเป็นเอกสารการเสนอราคา โดยผู้ประกอบการ จะต้องมีการดําเนินการตามแบบตรวจสอบข้อมูลครบถ้วนทุกข้อจึงจะผ่านการพิจารณาคุณสมบัติของผู้เสนอ

   ข้อ ๑๒ โครงการจัดซื้อจัดจ้างที่มีวงเงินตั้งแต่ ๑,๐๐๐ ล้านบาทขึ้นไป จะต้องดําเนินการตามประกาศ คณะกรรมการความร่วมมือป้องกันการทุจริต (ค.ป.ท.) เรื่องแนวทางและวิธีการในการดําเนินงานโครงการ ความร่วมมือป้องกันการทุจริตในการจัดซื้อจัดจ้างภาครัฐ แบบของข้อตกลงคุณธรรม การคัดเลือก ผู้สังเกตการณ์ และการจัดทํารายงานตามมาตรา ๑๗ และ มาตรา ๑๘ แห่งพระราชบัญญัติการจัดซื้อจัดจ้าง และการบริหารพัสดุภาครัฐ พ.ศ. ๒๕๖๐ และได้รับ คัดเลือก จากคณะกรรมการความร่วมมือป้องกันการทุจริต (ค.ป.ท.) ให้จัดทําข้อตกลงคุณธรรม (integrity pact :IP)
   ผู้ประสงค์จะเข้าร่วมการเสนอราคาในโครงการจัดทําข้อตกลงคุณธรรมจะต้องลงนามใน
   ข้อตกลงคุณธรรมซึ่งเป็นเอกสารที่ยื่นพร้อมกับเอกสารเสนอราคา หากไม่ลงนามในข้อตกลงคุณธรรมจะไม่มี
   สิทธิเข้าร่วมการเสนอราคาในโครงการนั้น
   ข้อ ๑๓ กรณีหม้อแปลงไฟฟ้าเกิดการชํารุดระหว่างการใช้งานและอยู่ภายในระยะเวลารับประกัน การ ไฟฟ้าส่วนภูมิภาคขอสงวนสิทธิในการผ่าพิสูจน์หม้อแปลงไฟฟ้า เพื่อหาสาเหตุการชํารุด โดยให้คู่สัญญาเข้าร่วม ในกระบวนการผ่าพิสูจน์ หากผลการผ่าพิสูจน์ปรากฏว่า ใช้วัสดุอุปกรณ์ไม่เป็นไปตามข้อกําหนดทางเทคนิค (Specification) ที่การไฟฟ้าส่วนภูมิภาคกําหนด การไฟฟ้าส่วนภูมิภาคขอสงวนสิทธิบอกเลิกสัญญา และเรียก ค่าเสียหาย พร้อมทั้งพิจารณาให้เป็นผู้ทิ้งงาน
   ข้อ ๑๔ ในกรณีพัสดุที่การไฟฟ้าส่วนภูมิภาค (กฟภ.) จัดซื้อได้มีการกําหนดให้มีการทดสอบ กฟภ. สงวน สิทธิที่จะเรียกเก็บค่าบริการทดสอบกับผู้ยื่นข้อเสนอ คู่สัญญา โดย กฟภ. จะเรียกเก็บค่าบริการทดสอบ ดังนี้
   ๑๔.๑ งานให้บริการทดสอบเพื่อประกอบการพิจารณาผลการจัดซื้อ งานให้บริการทดสอบ
   เพื่อตรวจรับ งานให้บริการทดสอบอุปกรณ์/พัสดุในโครงการจ้างเหมาก่อสร้างระบบไฟฟ้า งานให้บริการ ทดสอบเพื่อตรวจสอบและรับรองคุณภาพของผลิตภัณฑ์ และงานให้บริการทดสอบอื่นๆ ให้คิดค่าบริการ ทดสอบตามอัตราที่ กฟภ. กําหนดไว้
   ๑๔.๒ สําหรับการทดสอบอุปกรณ์/พัสดุ มีการคิดค่าบริการ แบ่งเป็น ๒ ลักษณะ ดังนี้
   ๑๔.๒.๑ การทดสอบโดยหน่วยงานทดสอบของ กฟภ. จะนําเนินการคิดค่าบริการ
   ทดสอบตามอัตราที่ กฟภ. กําหนดไว้
   ๑๔.๒.๒ การทดสอบโดยหน่วยทดสอบเครือข่าย หรือหน่วยทดสอบภายนอก ที่ กฟภ. ยอมรับ หากมีเจ้าหน้าทีจาก กฟภ. เข้าร่วมเป็นสักขีพยานในการทดสอบ (Witness test) จะนําเนินการคิดค่า ดําเนินการให้บริการในอัตรา ๓,000 บาท/งาน/วัน (ไม่รวมภาษีมูลค่าเพิ่ม) หรือตามอัตราที่ กฟภ. กําหนดไว้ ตามประเภทอุปกรณ์ (ถ้ามี)
   ทั้งนี้ กฟภ. จะเรียกเก็บค่าบริการทดสอบ รวมข้อ ๑๔.๒.๑ และ ๑๔.๒.๒ ไม่เกินร้อยละ ๑๐ ของมูลค่ารวมการจัดซื้อจัดจ้างในแต่ละรายการที่ส่งทดสอบ (ไม่รวมภาษีมูลค่าเพิ่ม) หากการขอรับบริการ ทดสอบใดไม่กําหนดมูลค่าการจัดซื้อจัดจ้างในแต่ละรายการที่ส่งทดสอบ กฟภ. ขอสงวนสิทธิคิดค่าบริการ ทดสอบตามอัตราที่ กฟภ. กําหนดไว้ ตามค่าใช้จ่ายที่เกิดขึ้นจากการทดสอบจริงทั้งหมด

   หากมีการใช้รถยนต์หรือยานพาหนะของ กฟภ. ในการเดินทางไปเข้าร่วมเป็นสักขีพยานใน การทดสอบดังกล่าว จะมีการคิดค่าบริการเพิ่มขึ้นตามประเภทของรถยนต์ที่ใช้ในการเดินทางตามอัตราที่ กฟภ.
   กําหนดไว้
   ในกรณีที่ผู้ยื่นข้อเสนอ คู่สัญญา ไม่ส่งมอบหลักฐานการชําระค่าบริการทดสอบอุปกรณ์/พัสดุ หน่วยงานทดสอบของ กฟภ. มีสิทธิบอกเลิกการขอรับบริการทดสอบในครั้งนั้นๆ
   ทั้งนี้ สามารถตรวจสอบข้อมูลสําคัญการทดสอบอุปกรณ์ ประกอบด้วยอัตราค่าบริการ ทดสอบอุปกรณ์ รายละเอียดการตรวจรับพัสดุ รายชื่อหน่วยทดสอบเครือข่ายที่ กฟภ. ยอมรับ และสามารถ ค้นหาหน่วยงานทดสอบ รายการพัสดุพร้อมทั้งหัวข้อการทดสอบ เพื่อประกอบการพิจารณาผลการจัดซื้อ หรือ เพื่อการตรวจรับพัสดุที่จะเรียกเก็บค่าบริการทดสอบ ได้ที่ www.pea.co.th -> ข่าวสารประกาศ -> หัวข้อ “ข้อมูลสําคัญการทดสอบอุปกรณ์
