รายละเอียดการจ้าง
สำนักงานพัฒนาเทคโนโลยีอวกาศและภูมิสารสนเทศ (องค์การมหาชน) หรือ GISTDA เปิดประมูลงานจ้างเหมาเพื่อบำรุงรักษาและพัฒนาแพลตฟอร์ม Carbon Atlas ซึ่งเป็นระบบหลักสำหรับติดตามประเมินสถานการณ์พื้นที่สีเขียวและคาร์บอนเครดิตของประเทศ โดยมีวัตถุประสงค์เพื่อรักษาความต่อเนื่องของระบบและเพิ่มประสิทธิภาพให้สามารถรองรับการใช้งานจากหน่วยงานต่างๆ และผู้พัฒนาโครงการลดก๊าซเรือนกระจกภาคสมัครใจ (T-VER) ได้อย่างมีประสิทธิภาพมากขึ้น
ขอบเขตงานหลักประกอบด้วย 4 ส่วนใหญ่ คือ 1) การรักษาความต่อเนื่องของระบบปัจจุบัน ครอบคลุมการแสดงผลบทความและข้อมูล งานบริหารจัดการผู้ใช้และข้อมูล การรักษาความปลอดภัย และการสำรองข้อมูล 2) การเพิ่มประสิทธิภาพทั้งส่วน Web และ Mobile Application โดยการออกแบบใหม่ให้ใช้งานง่ายขึ้น เพิ่มฟังก์ชันการลงทะเบียนและจัดการสิทธิ์สำหรับผู้พัฒนาโครงการ T-VER เพิ่มชั้นข้อมูลภาพถ่ายดาวเทียมและภูมิสารสนเทศรูปแบบ Time Series และพัฒนาหน้าต่างๆ เช่น หน้าหลัก แผนที่ สถิติ คาร์บอน และภาพรายปี 3) การพัฒนาส่วนประมวลผลข้อมูลภาพถ่ายดาวเทียมและข้อมูลภูมิสารสนเทศให้รองรับรูปแบบ PMTILE เพื่อประสิทธิภาพการแสดงผลผ่านอินเทอร์เน็ตที่ดีขึ้น และ 4) การจัดหาสิทธิการเข้าใช้งานบริการ Map API สำหรับให้บริการข้อมูลแผนที่ผ่านเครือข่ายอินเทอร์เน็ต
งานนี้มีกำหนดระยะเวลาดำเนินการ 180 วันนับจากวันลงนามในสัญญา และมีวงเงินงบประมาณ 4,850,000 บาท (รวม VAT) โดยผู้รับจ้างจะต้องมีประสบการณ์และความเชี่ยวชาญเฉพาะด้านในการพัฒนา Web GIS, Mobile GIS และระบบภูมิสารสนเทศ
The Geo-Informatics and Space Technology Development Agency (Public Organization), or GISTDA, is inviting bids for a contract to enhance and maintain the continuity of the Carbon Atlas platform. This platform is a key system for monitoring green area changes and carbon credit assessments in Thailand. The project aims to ensure the platform’s operational continuity and improve its efficiency to better support various agencies and participants in the Thailand Voluntary Emission Reduction Program (T-VER).
The main scope of work includes four major components: 1) Maintaining the current system’s continuity, covering content and data display, user and data management, security, and data backup. 2) Enhancing both the Web and Mobile Applications by redesigning for better usability, adding T-VER project developer registration and permission management features, integrating new satellite imagery and geospatial data in Time Series format, and developing various modules like the main dashboard, map, statistics, carbon, and annual imagery sections. 3) Developing the data processing component for satellite imagery and geospatial data to support the PMTILE format for improved online rendering performance. 4) Procuring access rights to a Map API service for providing map data over the internet.
The project duration is 180 days from the contract signing date, with a budget of 4,850,000 THB (including VAT). The contractor must possess specific expertise and experience in developing Web GIS, Mobile GIS, and geospatial information systems.
