สำนักงานพัฒนาเทคโนโลยีอวกาศและภูมิสารสนเทศ (องค์การมหาชน) หรือ สทอภ. มีโครงการจ้างเหมาจัดทำข้อมูลภาพถ่ายดาวเทียม เพื่อสนับสนุนการซื้อขายคาร์บอนเครดิตในภาคป่าไม้และการเกษตร โดยมีวัตถุประสงค์หลักเพื่อจัดทำผลิตภัณฑ์ข้อมูลภาพออร์โทและ Basemap จากข้อมูลภาพถ่ายดาวเทียมไทยโชต ครอบคลุมพื้นที่ทั่วประเทศไทย ซึ่งจะใช้เป็นฐานข้อมูลสำคัญสำหรับการประเมินการกักเก็บคาร์บอนและสนับสนุนการจัดทำบัญชีก๊าซเรือนกระจกของประเทศ
ขอบเขตงานมุ่งเน้นการประมวลผลภาพถ่ายดาวเทียมไทยโชตระดับ Multispectral บันทึกภาพปี 2555 โดยเริ่มจากการปรับแก้ความคลาดเคลื่อนเชิงตำแหน่งแบบออร์โท (Ortho-rectification) จากข้อมูลภาพ Level 1A ให้มีความถูกต้องตามมาตรฐานทางเทคนิคที่กำหนด เช่น การใช้ GCPs และ DEM, การควบคุมค่า RMSE ไม่เกิน 1 pixel จากนั้นจะต้องดำเนินการตรวจสอบคุณภาพผลิตภัณฑ์ภาพออร์โท โดยเปรียบเทียบความถูกต้องเชิงตำแหน่งแบบสัมพัทธ์กับข้อมูลอ้างอิง ให้มีค่า RMSEr ดีกว่า 1,500 เซนติเมตร ตามมาตรฐาน ASPRS2024
ขั้นตอนต่อไปคือการปรับสีและเน้นความคมชัด (Enhancement) ของภาพออร์โททุกภาพให้มีโทนสีและความสว่างที่เหมาะสม จากนั้นจึงนำภาพทั้งหมดมาทำการโมเสคเชื่อมต่อให้เป็นภาพเดียวแบบไร้รอยต่อ (Seamless mosaic) ครอบคลุมพื้นที่ประเทศไทยรวมถึงพื้นที่กันชน 100 เมตรจากแนวเขตประเทศ ตัดภาพตามแนวเขต และจัดทำข้อมูล Cut Line งานยังรวมถึงการจัดทำ Metadata ของข้อมูลภาพดาวเทียมทุกประเภทตามมาตรฐาน ISO 19115, ISO 19115-2, ISO 19139, ISO 19139-2 และ FGDS และการตัดภาพโมเสคให้อยู่ในรูปแบบระวางแผนที่มาตราส่วน 1:50,000
ผู้รับจ้างต้องจัดทำรายงานขั้นต้น (Inception report) และรายงานฉบับสมบูรณ์ (Final report) โดยมีระยะเวลาดำเนินโครงการทั้งสิ้น 120 วัน นับจากวันลงนามในสัญญา
The Geo-Informatics and Space Technology Development Agency (GISTDA) is procuring services to process THEOS satellite imagery to support carbon credit trading in the forestry and agricultural sectors. The primary objective is to create ortho-rectified image products and a seamless basemap covering the entire territory of Thailand, including a 100-meter buffer zone from the national border. This foundational geospatial dataset is crucial for assessing carbon sequestration and supporting the national greenhouse gas inventory.
The scope of work focuses on processing multispectral THEOS imagery from 2012 (BE 2555). Key tasks include ortho-rectification of Level 1A data using Ground Control Points (GCPs) and a Digital Elevation Model (DEM) to achieve a specified positional accuracy (RMSE ≤ 1 pixel). The quality of the ortho-products must be rigorously validated for relative positional accuracy against reference data, achieving an RMSEr better than 1,500 centimeters per the ASPRS2024 standard.
Subsequent steps involve color enhancement of all ortho-images and mosaicking them into a seamless, color-balanced composite covering Thailand. The project also requires the creation of comprehensive metadata compliant with ISO 19115, ISO 19115-2, ISO 19139, ISO 19139-2, and FGDS standards, as well as tiling the final mosaic according to 1:50,000 map sheets. The contractor must submit an inception report and a final report, with a total project duration of 120 days from contract signing.
