โครงการจ้างเหมาบำรุงรักษาระบบเทคโนโลยีสารสนเทศของสำนักงานกิจการยุติธรรม ประจำปีงบประมาณ พ.ศ. 2569 มีวัตถุประสงค์เพื่อดูแลรักษาระบบไอทีที่สำคัญซึ่งเป็นโครงสร้างพื้นฐานหลักในการสนับสนุนภารกิจการพัฒนากระบวนการยุติธรรมของประเทศ โดยงานนี้ครอบคลุมการบำรุงรักษาระบบของศูนย์เทคโนโลยีหลักสามศูนย์ ได้แก่ ศูนย์ OJA ซึ่งเป็นศูนย์กลางระบบเทคโนโลยีสารสนเทศภายในองค์กร, ศูนย์ DXC ซึ่งทำหน้าที่เป็นศูนย์กลางเชื่อมโยงและแลกเปลี่ยนข้อมูลระหว่างหน่วยงานในกระบวนการยุติธรรมมากกว่า 27 หน่วยงาน และศูนย์ NJADC ซึ่งเป็นศูนย์ปฏิบัติการฐานข้อมูลขนาดใหญ่เพื่อการวิเคราะห์เชิงนโยบาย
ขอบเขตงานแบ่งออกเป็น 4 ด้านหลักอย่างชัดเจน ได้แก่ 1) การดำเนินการต่ออายุใบอนุญาตซอฟต์แวร์ (License) จำนวนมากกว่า 16 รายการ เช่น ไลเซนส์ความปลอดภัยอีเมล IronPort, ใบรับรองความปลอดภัย SSL Wildcard, ไลเซนส์ระบบวิเคราะห์ Log (EventLog Analyzer), และไลเซนส์แพลตฟอร์มข้อมูล Tableau BI 2) การบำรุงรักษาสภาพแวดล้อมทางกายภาพของห้อง Data Center พร้อมอุปกรณ์ควบคุมระบบปรับอากาศ ระบบดับเพลิง ระบบตรวจจับควัน และการบำรุงรักษาระบบไฟฟ้าสำรอง (UPS) 3) การบำรุงรักษาอุปกรณ์เครือข่ายคอมพิวเตอร์ (Switch, Firewall), อุปกรณ์รักษาความปลอดภัย (FortiGate, FortiWeb), เครื่องคอมพิวเตอร์แม่ข่าย (Server Dell R系列, HCI Cluster) และอุปกรณ์จัดเก็บข้อมูล (Storage Dell SC系列) ทั้งในรูปแบบการซ่อมแซมและการเปลี่ยนอุปกรณ์ทดแทน (Replace) ในกรณีที่จำเป็น และ 4) การบำรุงรักษาระบบงานสารสนเทศ (Application) และฐานข้อมูลสำคัญ เช่น ระบบอินทราเน็ต OJA, ระบบเว็บไซต์, ระบบ DXC Service สำหรับแลกเปลี่ยนข้อมูล, ระบบ Single Sign-On, รวมถึงการดำเนินการปิดช่องโหว่ความปลอดภัยตามรายงานการทดสอบเจาะระบบ (Penetration Testing)
ผู้รับจ้างต้องจัดส่งเอกสารแผนงาน รายงานประจำเดือน และทีมงานที่มีคุณสมบัติเฉพาะมาปฏิบัติงานประจำ พร้อมให้บริการแก้ไขปัญหาด้วยระยะเวลาตอบสนอง (SLA) ที่กำหนดชัดเจนตลอดระยะเวลาสัญญา เพื่อให้มั่นใจว่าการให้บริการของหน่วยงานด้านกระบวนการยุติธรรมเป็นไปอย่างต่อเนื่อง มีประสิทธิภาพ และปลอดภัยจากภัยคุกคามทางไซเบอร์
This project aims to provide maintenance services for the information technology systems supporting the core missions of the Office of Justice Affairs (OJA). It covers three key technology centers: OJA Center (internal ICT and communications center), DXC (Data Exchange Center for justice process data sharing among over 27 agencies), and NJADC (National Justice Administration Database Center for big data analytics). The maintenance scope is divided into four main areas: 1) Annual software license renewal for over 16 items including email security, SSL certificates, log analysis systems, and BI platforms. 2) Physical maintenance of the Data Center environment and Uninterruptible Power Supply (UPS) systems. 3) Maintenance of network equipment (switches, firewalls), security appliances (FortiGate, FortiWeb), servers (Dell R-series, HCI clusters), and storage systems (Dell SC-series), including replacement services where necessary. 4) Maintenance of critical information systems and databases, such as the OJA Intranet, official websites, DXC data exchange services, Single Sign-On systems, and vulnerability remediation based on Penetration Testing reports.
The contractor is required to submit work plans, monthly reports, and deploy a qualified team for on-site operations, with clearly defined service level agreements (SLAs) for issue resolution throughout the contract period. The goal is to ensure the continuous, efficient, and secure operation of IT systems that are vital to the nation’s justice administration processes.
