โครงการนี้มีวัตถุประสงค์เพื่อเพิ่มประสิทธิภาพการจัดการองค์ความรู้และข้อมูลด้านแผนงานงบประมาณของกองแผนงาน กรมชลประทาน โดยการนำเทคโนโลยีปัญญาประดิษฐ์ (AI) และระบบอัจฉริยะมาประยุกต์ใช้ โดยมุ่งเน้นการพัฒนาระบบที่ช่วยบริหารจัดการเอกสารอิเล็กทรอนิกส์และบูรณาการข้อมูลแบบรวมศูนย์ เพื่อสนับสนุนการตัดสินใจของผู้บริหารและเจ้าหน้าที่ในการจัดทำแผนงาน วิเคราะห์ข้อมูล และเตรียมการประชุมต่างๆ อย่างถูกต้องและรวดเร็ว
ขอบเขตการดำเนินงานครอบคลุมทุกขั้นตอน เริ่มตั้งแต่การจัดทำแผนโครงการ รวบรวมและวิเคราะห์ความต้องการผู้ใช้งาน การออกแบบและพัฒนาระบบประสานงานและประมวลข้อมูลเพื่อประกอบการตัดสินใจ (Budget Analysis & Clarification System) โดยระบบที่จะพัฒนาต้องเป็นเว็บแอปพลิเคชันที่รองรับการทำงานบนหลายอุปกรณ์ พร้อมฟีเจอร์สำคัญ เช่น ระบบแชทรูมสำหรับสื่อสารภายใน ระบบ AI สำหรับตอบคำถามจากคลังความรู้ของหน่วยงาน ระบบบอร์ดข้อมูล ระบบสรุปข้อมูลสำหรับผู้บริหาร (Executive Summary) และต้องสามารถให้บริการข้อมูลผ่าน API ที่ปลอดภัย รวมถึงเชื่อมโยงกับระบบงานและฐานข้อมูลเดิมของกองแผนงานได้
ผู้รับจ้างมีหน้าที่พัฒนาระบบให้สมบูรณ์ จัดฝึกอบรม และส่งมอบงานตามแผนที่กำหนด เพื่อให้บุคลากรกลุ่มเป้าหมาย ได้แก่ ผู้บริหารและเจ้าหน้าที่กองแผนงาน สามารถนำระบบไปใช้สนับสนุนการทำงานได้จริง
The Royal Irrigation Department’s Planning Division seeks to procure the development of an intelligent database management system utilizing Artificial Intelligence (AI) to support planning and budgetary work. This project aims to enhance the management of knowledge and data, integrate centralized data analysis, and support decision-making for executives and staff.
The scope of work encompasses the entire project lifecycle, including project planning, requirements gathering and system analysis, and the design and development of a Budget Analysis & Clarification System. The system to be developed must be a responsive web application with key features such as an internal chat room, an AI-powered question-answering system sourced from the division’s knowledge base, an information board, an executive summary system, and secure API services. It must also integrate with the division’s existing systems and databases.
The contractor is responsible for complete system development, training, and delivery according to the specified plan, ensuring the system is operational for the target users: executives and officials of the Planning Division.
