โครงการระบบการสำแดงและติดตามข้อมูลราคาศุลกากรในรูปแบบอิเล็กทรอนิกส์ (Electronic Customs Value Declaration System) เป็นโครงการของกรมศุลกากรที่มีวัตถุประสงค์เพื่อแก้ไขปัญหาข้อจำกัดในระบบ e-Import ปัจจุบันเกี่ยวกับการจัดการข้อมูลราคาศุลกากร ซึ่งมีผลโดยตรงต่อการจัดเก็บรายได้ของรัฐ โดยระบบเดิมมีช่องข้อมูลไม่ครบถ้วน ทำให้ตรวจสอบยาก ข้อมูลกระจัดกระจาย และขาดกลไกสนับสนุนการควบคุมด้านราคาศุลกากรอย่างมีประสิทธิภาพ
โครงการนี้จึงมุ่งพัฒนาระบบคอมพิวเตอร์ใหม่ขึ้นเพื่อบูรณาการข้อมูลและเพิ่มประสิทธิภาพการปฏิบัติงานของพนักงานศุลกากร ครอบคลุมการพัฒนาระบบงานสำหรับ 3 กระบวนงานหลัก ได้แก่ 1) กระบวนงานสำแดงข้อมูลราคาศุลกากร (Value Declaration Process: VDP) 2) กระบวนงานตรวจสอบราคาศุลกากร (Value Verification Process: VVP) และ 3) กระบวนงานติดตามกรณีที่อาจยังชำระอากรไม่ครบถ้วน (Value Monitoring Process: VMP) ระบบที่พัฒนาขึ้นใหม่จะต้องสอดคล้องกับพันธกรณีความตกลง GATT 1994, กฎกระทรวงกำหนดและการใช้ราคาศุลกากร พ.ศ. 2560 และแนวทางขององค์การศุลกากรโลก
ขอบเขตงานครอบคลุมการจัดหาและติดตั้งระบบฮาร์ดแวร์และซอฟต์แวร์ การพัฒนาระบบประมวลผล (Application) การออกแบบและพัฒนาระบบให้เชื่อมโยงกับระบบเดิมของกรมศุลกากรได้อย่างราบรื่น การทดสอบระบบ การจัดทำเอกสารและคู่มือ การฝึกอบรมผู้ใช้งาน และการให้บริการบำรุงรักษาระบบตลอดอายุการรับประกันตามสัญญาและหลังสิ้นสุดสัญญา
The Electronic Customs Value Declaration System project, initiated by the Customs Department, aims to address limitations in the current e-Import system regarding customs value data management, which directly impacts state revenue collection. The existing system has incomplete data fields, making verification difficult, data is scattered, and lacks efficient mechanisms for valuation control.
This project focuses on developing a new computer system to integrate data and enhance the operational efficiency of customs officers. It covers the development of systems for three main processes: 1) Value Declaration Process (VDP), 2) Value Verification Process (VVP), and 3) Value Monitoring Process (VMP) for cases where duties cannot be fully calculated at the time of import. The newly developed system must comply with the GATT 1994 Agreement, the Ministerial Regulation on Customs Valuation B.E. 2560 (2017), and World Customs Organization guidelines.
The scope of work includes the procurement and installation of hardware and software, application system development, system design and integration with the existing Customs Department systems, system testing, documentation and manual preparation, user training, and maintenance services throughout the warranty period and post-warranty.
